Why many Iliganons still Respect Former Mayor. Atty. Franklin Quijano Today!

Leadership is not measured by how much money a leader has to spend. It is measured by what a leader accomplishes despite limited resources.

During the two terms of former Mayor Atty. Franklin M. Quijano, Iligan City's annual IRA was only around ₱500 million a fraction of what many local governments receive today. Yet despite the limited budget, he delivered projects that continue to benefit Iliganons for generations.

Under his leadership, Iligan saw the development of major landmark projects such as:

The Iligan City Bus and Integrated Terminal

Creek drainage and flood control projects in Tibanga and Canaway

Rural electrification projects that brought power to hinterland communities

Road widening projects from Hinaplanon to Mandulog Bridge and major city roads

The Farmers Academy to support agricultural development

Water pump stations to improve water access

Housing and res
ettlement programs in partnership with Gawad Kalinga

Numerous infrastructure, social, and community development projects

At a time when the National Steel Corporation (NSC) had collapsed, many believed Iligan's industrial future was over. But Mayor Quijano made a bold move by helping pave the way for the reopening of steel operations through Global Steel, giving hope to workers and helping revive the local economy.

His administration faced difficult times. The country was dealing with conflict in Mindanao during the period of the All-Out War. Yet he successfully maintained peace and order in Iligan City. Criminality and illegal drugs remained under control despite having only a modest intelligence fund compared to today's standards.

What made Atty. Quijano different?

He did not come from an elite political dynasty. He was not born into wealth or privilege. He came from a hardworking middle-class family and was a true Scholar ng Bayan. Because of his humble beginnings, he understood the struggles of ordinary Iliganons. He knew what it meant to work hard, sacrifice, and dream of a better future.

His dedication and performance earned him one of the country's highest recognitions for local governance when he was awarded "The Most Outstanding Mayor of the Philippines" in the Senate of the Philippines.

I follow Atty. Franklin M. Quijano not because of personality politics.

I follow him because of his style of leadership.

Great managers maintain systems.

Great leaders build a vision, inspire people, and leave a legacy.

Atty. Franklin M. Quijano was one of the exceptional leaders in Iligan's history. His vision, courage, and commitment helped shape the city we know today.

Iliganons are fortunate to have had him as part of our history.

The downfall of the Philippines is not caused by corrupt politicians alone. It is also caused by millions of Filipinos who choose not to care about what is happening in our country.

Every time people speak out against corruption, demand transparency, fight for accountability, and call for clean government, only a handful of citizens stand with them. The majority remain silent, indifferent, or distracted.

Corrupt leaders thrive when good people do nothing.

For years, many have ignored government abuses, tolerated dishonesty, accepted vote-buying, and treated corruption as something normal. Now we are seeing the consequences: poverty, weak institutions, poor public services, and a growing loss of trust in government.

A nation does not collapse overnight. It collapses when its citizens stop caring.

Democracy is not a spectator sport. Every Filipino has a responsibility to stay informed, ask questions, demand accountability, and stand for what is right.

If we continue to remain silent while corruption destroys our institutions, then we should not be surprised when the country continues to decline.

The future of the Philippines will not be decided by politicians alone. It will be decided by whether ordinary Filipinos choose courage over silence.

If the people do not stand up today, tomorrow may be too late.

Sa interview kang Engr. Rolando Baterna, usa ka miyembro sa TWG (Technical Working Group) sa ICWS, klaro niyang gipresenta ang iyang konkretong plano ug solusyon para sa problema sa patubig sa Iligan.

Siya mismo ni-volunteer sa pagtabang.
Aduna siyay praktikal nga solusyon nga nagkantidad lamang og ₱5 Million.

Pero…

Ngano wala ni ma-implement?
Ngano wala aksyoni ang iyang proposal?

Samtang adunay lain proposal nga moabot og ₱2 Billion, nagpabilin gihapon ang problema sa water distribution.

Kung aduna na diay mas barato, mas paspas, ug mas praktikal nga solusyon, nganong wala man kini tagda?

Kini nga pangutana dili lang para sa mga opisyales para kini sa tanang Iliganon nga padayon nag-antos sa kakulang sa tubig.
