The BIR has opened a one-time tax abatement program for MSMEs, covering existing cases as of December 31, 2025. The availment period runs until December 31, 2026.

BIR Opens One-Time Tax Abatement Program for Micro Taxpayers (RR No. 4-2026)

Commissioner Charlito Mendoza stated,
“This is an opportunity to start with a clean slate. If you are a micro taxpayer with old tax obligations, delinquent accounts, assessments, or stop-filer cases, I encourage you to avail of this program. It is meant to help you settle past obligations without a heavy financial burden, update your records, and move forward as a compliant taxpayer,”

📌 Who may avail?

- Micro taxpayers with annual gross sales not exceeding ₱3,000,000
- Taxpayers with covered basic tax liabilities and/or penalties not exceeding ₱80,000 per taxable year
- Includes taxpayers who have already ceased business operations

📌 What are the benefits?

- One-time abatement of certain taxes and/or penalties
- Opportunity to settle outstanding tax issues
- Clean up taxpayer records and start with a clean slate
- Facilitate business closure and record updating

📌 Covered cases (existing as of December 31, 2025):

- Delinquent accounts
- Delinquent assessments
- Preliminary or final assessments (whether disputed or not)
- Open stop-filer cases
- Cases involving inactive or closed businesses

📌 Availment Period

- Until December 31, 2026

📌 Requirements

- File an Application for Abatement with the Revenue District Office (RDO) having jurisdiction over the taxpayer
- Pay a one-time abatement fee of ₱5,000 per approved application

📌 Upon Approval

- The RDO will issue a Certificate of Availment
- Covered tax cases will be considered closed

📌 Purpose of the Program

- Help micro taxpayers resolve old tax liabilities
- Encourage voluntary compliance
- Maintain accurate taxpayer records
- Support ease of doing business initiatives of the government

Effectivity. - These regulations shall take effect after fifteen (15) days following its publication in the Official Gazette or the BIR Official Website, whichever comes first.
