Former Mayor EDNA C. TABANDA was affectionately known as "Ina ti Ili" (Mother of the Community): a leader whose governance reflected both the nurturing concern and firm guidance of a mother devoted to the welfare of her people. Serving as Municipal Mayor of La Trinidad from 1988 - 1998 and 2014 - 2016, she championed the principles of good governance, transparency, accountability, and participatory leadership in local administration.

A strong advocate for the empowerment of women, Mayor Tabanda supported initiatives that strengthened women's organizations and expanded opportunities for their meaningful participation in community development. She believed that empowered women contribute significantly to stronger families and more resilient communities.

As a leader, she was known for her principled and disciplined approach to governance. Like a mother safeguarding her children, she took a firm stance against influences and activities that she believed could adversely affect the youth and undermine community values.

Under her administration, La Trinidad continued to advance programs in social services, environmental stewardship, and community development while promoting a culture of responsible leadership and civic participation. Remembered as "Ina ti Ili," Mayor Edna P. Tabanda left a legacy characterized by good governance, women empowerment, moral courage, and dedicated public service...a testament to leadership that sought not only to lead but also to protect, guide, and inspire.

Former Mayor Nestor B. Fongwan Sr. was widely known as La Trinidad's "Action Man" - a leader recognized for his decisiveness and hands-on approach to public service. Serving as Mayor of La Trinidad from 1998 to 2007, he spearheaded programs that accelerated the municipality's growth and strengthened its capacity to meet the needs of its people.

Mayor Fongwan's action-oriented leadership earned him the trust and admiration of residents, who regarded him as a public servant who prioritized results. He maintained a visible presence during times of crisis, personally visiting affected areas to assess situations and ensure the prompt delivery of government services.

One of the defining milestones of his administration was his leadership in the successful staging of La Trinidad's Guinness World Record for the Biggest Strawberry Shortcake on March 20, 2004. The historic achievement not only showcased the municipality's identity as the Strawberry Capital of the Philippines but also elevated La Trinidad's tourism profile on the global stage.

Beyond his service as mayor, he also served as Governor of Benguet and later as Representative of the Lone District of Benguet, continuing his advocacy for the welfare and development of the province. Remembered as the "Action Man," Nestor B. Fongwan Sr. left a lasting legacy of responsive leadership and dedicated service that helped shape modern-day La Trinidad.
