Vigan SCRP - Safe Closure and Rehabilitation Plan (SCRP) of Vigan City Controlled Dumpsite

Section 37 of Republic Act No. 9003 otherwise known as Ecological Solid Waste Management Act of 2000 provides that no open dumps shall be allowed three (3) years following the effectivity of the Act, further, controlled dumpsite shall be allowed five (5) years following the effectivity of the Act.

Pursuant to the act, the city government of Vigan had implemented a Safe Closure and Rehabilitation Plan (SCRP) on its existing controlled dumpsite located in Sitio Nalasin, Brgy Cabaroan Daya, Vigan City.

The SCRP aims to promote public health and good sanitation in the city while attaining sustainable ecological balance and compliant to RA 9003.

The project included the following activities:
1. Site Clearing
2. Stabilization of critical slopes
3. Final Cover - HDPE lining and top soil cover
4. Leachate Collection System
5. Drainage Control System
6. Gas Management System
7. Vegetation and Greening

Waste Management Inc. (WMI), is proud to announce the completion of a project involving the safe closure and rehabilitation of a controlled dumpsite. For the project, WMI complied with the prescribed guidelines of Republic Act 9003, or the Ecological Solid Waste Management Act.

Controlled dumpsites which have reached the end of their lifespan need to be properly closed so that the area may be used once again for other purposes. WMI went above and beyond the requirements of RA 9003 in that it used impermeable High Density Poly Ethylene (HDPE) as a barrier between the waste pile and a newly placed top soil. WMI also made sure to install vents for gas management and the appropriate leachate collection system. The top soil was also planted with grass and plants.
