SMALL TOWN LOTTERY WAS CREATED TO COMBAT ILLEGAL GAMBLING, SAYS PCSO CHIEF
SITREP/Gambling: The Small Town Lottery (STL) was created to combat illegal gambling and let operators work legally, Philippine Charity Sweepstakes Office (PCSO) General Manager Melquiades “Mel” Robles said.
Robles told DZRH News program “The Situation Report” on Monday, October 12 that he thinks PCSO has close to 100 Authorized Agency Corporations (AACs) for the lottery.
Asked how STL operators survive when illegal gambling still exists in some places, Robles said the lottery was created to combat it.
“So, ginawa iyan, inorganize to combat and mag-legalize na kayo para hindi na kayo harasin din ng kung anu-anong law enforcement agency. And at the same time, makakalap din ng buwis ang ating pamahalaan, at ganoon din naman, para magkaroon din ng share ang PCSO para sa kawanggawa,” Robles said.
He said STL was set up in provinces and cities that already had games like lottery, and its operations are limited to their areas.
Asked if any province has no STL, Robles said he thinks almost all do, except possibly some in Mindanao, where he began to cite religious reasons.
Asked if PCSO is winning against illegal gambling, Robles said not everyone is in illegal gambling, while some places still have it.
“At least, hindi nasa illegal gambling lahat. But in others, yes. In others, mayroon pa rin,” he said.
Robles said gambling is natural to Filipinos and that many prefer illegal games because they give the government no share.
