Two Free, Prior, and Informed Consent (FPIC) activities were conducted in the municipalities of Banaue and Hungduan for the โFeasibility Study and Policy Assessment for RiceโFish (Loach) Integrated Farming Systems in the Ifugao Rice Terracesโ under TCP/PHI/4006. The concerned Indigenous Peoples in both municipalities granted their consent for the study.
The two FPIC activities were held on September 16 in Barangay Uhaj, Banaue, and on September 17 in Barangay Hapao, Hungduan. The activities were attended by representatives from the ๐ก๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐๐ผ๐บ๐บ๐ถ๐๐๐ถ๐ผ๐ป ๐ผ๐ป ๐๐ป๐ฑ๐ถ๐ด๐ฒ๐ป๐ผ๐๐ ๐ฃ๐ฒ๐ผ๐ฝ๐น๐ฒ๐ (๐ก๐๐๐ฃ), the ๐ ๐๐ป๐ถ๐ฐ๐ถ๐ฝ๐ฎ๐น ๐๐ด๐ฟ๐ถ๐ฐ๐๐น๐๐๐ฟ๐ฒ ๐ข๐ณ๐ณ๐ถ๐ฐ๐ฒ๐ (๐ ๐๐ข๐) ๐ผ๐ณ ๐๐ฎ๐ป๐ฎ๐๐ฒ ๐ฎ๐ป๐ฑ ๐๐๐ป๐ด๐ฑ๐๐ฎ๐ป, ๐๐ฎ๐ฟ๐ฎ๐ป๐ด๐ฎ๐ ๐๐ผ๐ฐ๐ฎ๐น ๐๐ผ๐๐ฒ๐ฟ๐ป๐บ๐ฒ๐ป๐ ๐จ๐ป๐ถ๐๐ (๐๐๐๐จ๐), the ๐๐๐ฟ๐ฒ๐ฎ๐ ๐ผ๐ณ ๐๐ถ๐๐ต๐ฒ๐ฟ๐ถ๐ฒ๐ ๐ฎ๐ป๐ฑ ๐๐พ๐๐ฎ๐๐ถ๐ฐ ๐ฅ๐ฒ๐๐ผ๐๐ฟ๐ฐ๐ฒ๐ (๐๐๐๐ฅ), the ๐๐ผ๐ผ๐ฑ ๐ฎ๐ป๐ฑ ๐๐ด๐ฟ๐ถ๐ฐ๐๐น๐๐๐ฟ๐ฒ ๐ข๐ฟ๐ด๐ฎ๐ป๐ถ๐๐ฎ๐๐ถ๐ผ๐ป ๐ผ๐ณ ๐๐ต๐ฒ ๐จ๐ป๐ถ๐๐ฒ๐ฑ ๐ก๐ฎ๐๐ถ๐ผ๐ป๐ (๐๐๐ข), ๐๐ฒ๐ผ๐ด๐ฟ๐ฎ๐ฝ๐ต๐ถ๐ฐ ๐๐ป๐ป๐ผ๐๐ฎ๐๐ถ๐ผ๐ป๐ ๐ณ๐ผ๐ฟ ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐ ๐ฆ๐ผ๐น๐๐๐ถ๐ผ๐ป๐, ๐๐ป๐ฐ. Discussions during the FPIC process provided an opportunity for farmers and community representatives to learn about the proposed study, raise questions, and provide their views regarding the potential revitalization of riceโfish (loach) integrated farming systems within the Ifugao Rice Terraces.
The study forms part of FAOโs TCP/PHI/4006, implemented in partnership with BFAR, which seeks to support innovation and investment in aquaculture, including opportunities for integrated farming systems and livelihood diversification.
The feasibility study focuses on the potential revitalization of riceโfish (loach) farming in the historic Ifugao Rice Terraces. It will examine the technical and socio-economic feasibility of the system, market and value chain opportunities, policy and institutional support, and the roles of women and youth in its potential revitalization.
The Ifugao Rice Terraces are not only important agricultural landscapes but are also closely tied to Indigenous knowledge, cultural practices, biodiversity, and community livelihoods. Understanding these local contexts is therefore an important part of assessing how riceโfish (loach) integrated farming systems may be supported in the area.
The FPIC process provided farmers and community representatives with information about the proposed study and an opportunity to participate in discussions concerning activities that may affect their communities and ancestral domains.
With consent granted in both Banaue and Hungduan, the study can proceed with its succeeding activities, including further consultation and engagement with farmers, community representatives, government agencies, and other local stakeholders. The results will contribute to recommendations and potential approaches for the culturally appropriate and sustainable revitalization of riceโfish (loach) integrated farming systems in the Ifugao Rice Terraces.
