On March 3, 2026, the Department of Science and Technology - Philippine Council for Industry, Energy, and Emerging Technology (DOST-PCIEERD) and the Asian Social Project Services, Inc. (ASPSI) held an inception meeting for the โ๐๐บ๐ฝ๐ฎ๐ฐ๐ ๐๐๐๐ฒ๐๐๐บ๐ฒ๐ป๐ ๐ผ๐ณ ๐๐ต๐ฒ ๐ข๐ป๐ฒ-๐ฆ๐๐ผ๐ฝ ๐๐ฎ๐ฏ๐ผ๐ฟ๐ฎ๐๐ผ๐ฟ๐ ๐ฆ๐ฒ๐ฟ๐๐ถ๐ฐ๐ฒ๐ ๐ณ๐ผ๐ฟ ๐๐น๐ผ๐ฏ๐ฎ๐น ๐๐ผ๐บ๐ฝ๐ฒ๐๐ถ๐๐ถ๐๐ฒ๐ป๐ฒ๐๐ (๐ข๐ป๐ฒ๐๐ฎ๐ฏ) ๐ฃ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐.โ During the meeting, the proposed impact assessment frameworkโincluding the approach, methodology, and detailed work planโwas discussed and agreed upon. This marks a crucial step toward systematically evaluating the impact and contributions of the OneLab Project in providing global access to comprehensive analytical and calibration services at a single touch point.
From DOST-PCIEERD, the inception meeting was attended by Ms. Grace Estillore, Chief of Policy Coordination and Monitoring Division (PCMD), Ms. Mary Grace Buenavides, Chief of Industrial Technology Development Division (ITDD), Dr. Joseph Escorial, Supervising Research Specialist, Mr. Ulysses Palmones, Senior Science Research Specialist and Project Leader for OneLab IA, Mr. Richard Aba, Project Technical Specialist II, Ms. Dania Laborte, Project Technical Specialist I, and Ms. Diana Elizabeth De Guzman, Project Technical Assistant I.
The ASPSI consultant team is composed of Dr. Albert Aquino, Team Leader cm Impact Assessment Specialist, Ms. Zenaida Huelgas, MEL Specialist cm Data Analyst, and Mr. Paul Kenneth Maghirang, Qualitative Evaluation Specialist. The project management team is led by Dr. Noemi Quilloy, ASPSI Vice President and Project Director, with Ms. Katya Ysabel Esmenda serving as Project Coordinator and Ms. Faith Erica Fuentes as Research Associate.
The impact assessment is expected to produce evidence-based policy recommendations to enhance the OneLab projectโs effectiveness and efficiency, including strategies to ensure its long-term sustainability.
