The Bureau of Internal Revenue (BIR), led by Commissioner Charlito Martin R. Mendoza, recently met with Asima Rabbani, Ambassador of the Islamic Republic of Pakistan to the Philippines, to strengthen cooperation on diplomatic tax exemptions, the Philippines-Pakistan Double Taxation Agreement, and future capacity-building initiatives. The meeting, endorsed by the Department of Foreign Affairs (DFA), highlighted both countries’ commitment to observing reciprocity principles in diplomatic tax exemptions while coordinating closely with the DFA to ensure proper implementation and mutual understanding between the two governments.
Discussions also included possible amendments to the existing Philippines-Pakistan Double Taxation Agreement, which has been in effect since 1981, subject to consideration by both countries’ finance authorities. In addition, Ambassador Rabbani invited the BIR to participate in taxation-related seminars and training programs in Islamabad as part of efforts to enhance knowledge-sharing and professional development. The meeting reflects the continuing commitment of both nations to strengthen international cooperation, improve tax administration, and foster stronger diplomatic and economic relations.
