The Anti-Red Tape Authority (ARTA) has succeeded in streamlining some of the permitting process to ensure ease of doing business in the Philippines, President Ferdinand R. Marcos Jr. said.

Marcos told US businesses on Wednesday that his administration is working hard to minimize red tape and digitalize the bureaucratic processes.

“They have done a very good job. They have reduced some of the permitting procedures from — for different industries from several months to just a few days,” President Marcos said in a fireside chat with American business executives at the Blair House in Washington.

“I really am confident that the authority, if it’s continued — if it can continue its work and if it is — it is well supported by legislation, by the bureaucratic procedures, we can cut down many of those unnecessary regulatory documentary requirements.”

US investors expressed enthusiasm over the lot of changes put into the Anti-Red Tape Law but wary over how it would really help accelerate foreign direct investment (FDI) and bring businesses into the Philippines.

In a report released on March 10, 2023, Japan’s leading credit watcher, Japan Credit Rating Agency (JCR) affirmed the Philippines’ investment-grade credit rating of ‘A-’ rating with a stable outlook amid global uncertainties and a high inflation environment.

The affirmation confirms the country’s strong macroeconomic fundamentals, as evidenced by the strong growth performance in 2022 at 7.6 percent that exceeded the 6.5 to 7.5 percent growth assumption of the Development Budget Coordination Committee (DBCC). The country’s labor and employment conditions also continue to improve, with generally steady and low unemployment and underemployment rates since the end of 2022.

A credit rating of A- with a stable outlook indicates lower credit risk and entails better access to the international bond market and favorable interest rates. Moreover, it increases investor confidence in the country that may lead to more foreign direct investments (FDIs).

JCR also cited the country’s resilient banking system, which remains “healthy on stronger payment capacity and improving employment situation”.

In 2022, the national government (NG)’s outstanding debt settled at 60.9 percent of gross domestic product (GDP), lower than the 61.8 percent target that was set in the Medium-Term Fiscal Framework (MTFF).

Furthermore, the Bureau of the Treasury (BTr)’s latest cash operations report showed that the NG’s budget deficit narrowed down to 7.3 percent of GDP from the 8.6 percent in 2021. The latest fiscal outturn is also better than the MTFF target for 2022 at 7.6 percent.

“The Marcos administration is committed to maintaining sound macroeconomic fundamentals and achieving its fiscal targets by continuing the course of sound fiscal management. The country's recent structural reforms will also enable the country to withstand the pandemic shocks and map a route to recovery,” Finance Secretary Benjamin Diokno said.

The government will continuously implement reforms to foster investment-led growth, which will help broaden opportunities for quality employment and further enhance productivity.

To tackle the recent elevated inflation, the government is adopting a whole-of-government approach. The Banko Sentral ng Pilipinas (BSP) stands ready to take all necessary policy actions to bring inflation to within the 2 to 4 percent government target over the medium term.

Moreover, the fiscal authorities are taking a comprehensive approach to address the short-term uptick in inflation, while pursuing medium- to long-term measures to stabilize food inflation, ensure food security and lower the cost of living for all Filipinos.

With the Philippine Development Plan (PDP) 2023-2028, the government will steer the country towards a path that promotes inclusive growth, provides equal opportunities to Filipinos, and enables them to participate in an innovative and globally competitive economy.

𝟐𝟐 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟑: The Anti-Red Tape Authority (ARTA) and 8888 Citizens Complaint Center (CCC) has inked today a Memorandum of Agreement (MOA) harmonizing the agencies' complaints and public feedback mechanisms to ensure prompt action and resolution.

The signing was headed by Executive Secretary (ES) and former Chief Justice Lucas Bersamin, Senior Deputy Executive Secretary Hubert Guevarra, ARTA Secretary Ernesto V. Perez, Strategic Action and Response Office (StaR) Undersecretary Rogelio Peig II, ARTA Undersecretary for Legal Geneses Abot, and 8888 CCC Director IV Bernadette B. Casinabe.

The agreement came after 8888 CCC sought ARTA's help in enforcing mandatory compliance to the agency's 72-hour prescribed turnaround time, a window provided for complained government agencies, local government units, and employees to respond or provide an explanation.

With the signing of the MOA, the 8888 CCC is now empowered to serve as a formal complainant to ARTA against unresponsive government institutions.

Failure to render government services within the prescribed processing time is considered a violation under Section 21 (e) of the Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, that is punishable with six (6) months suspension for the first offense and dismissal and perpetual disqualification from public service for the second offense.

This will prompt ARTA to issue a notice of warning to erring agencies, initiate investigation or file necessary cases to the Civil Service Commission (CSC), the Office of the Ombudsman, and other appropriate courts.

"The MOA set up a mechanism to swiftly make any public officer accountable for their failure to perform what is required to them," StAR Undersecretary Peig said during the signing.

In his keynote speech, the Executive Secretary lauded ARTA and its joint effort with the 8888 CCC to continuously eliminate bureaucratic red tape.

"The President is really [determined] in removing red tape in the bureaucracy. And I expect that this one will be the first of more MOUs to happen with ARTA and other relevant agencies of the government," ES Bersamin further encouraged the Authority.

ARTA Secretary Perez then assured collaboration with 8888 CCC and other government agencies in implementing the Ease of Doing Business Law.

“Not only there will a delineation of functions between the 8888 Complaints Center and the ARTA, it really gave more teeth to the enforcement of the programs and initiatives of ARTA under the supervision of the Office of the President," the ARTA Chief said.

Secretary Perez also fully committed to the continuation of ARTA's anti-red tape and ease of doing business programs pursuant to President Ferdinand R. Marcos, Jr.'s push for an interconnected and efficient bureaucracy.
