𝗜𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝘂𝗽𝗱𝗮𝘁𝗲 𝗳𝗼𝗿 𝗡𝗚𝗢𝘀 𝗮𝗻𝗱 𝗦𝗪𝗗𝗔𝘀:

Under Executive Order No. 117, DSWD-issued License and Accreditation are now sufficient for recognition of donee-institution status for SWDAs. 𝗧𝗵𝗶𝘀 𝗺𝗲𝗮𝗻𝘀 𝘁𝗵𝗮𝘁 𝗗𝗦𝗪𝗗 𝗟𝗶𝗰𝗲𝗻𝘀𝗲𝗱 𝗮𝗻𝗱 𝗔𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗲𝗱 𝗦𝗪𝗗𝗔𝘀 𝗮𝗿𝗲 𝗻𝗼 𝗹𝗼𝗻𝗴𝗲𝗿 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝘁𝗼 𝘀𝗲𝗰𝘂𝗿𝗲 𝗣𝗖𝗡𝗖 𝗮𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝘁𝗵𝗶𝘀 𝗽𝘂𝗿𝗽𝗼𝘀𝗲.

PCNC may still be pursued voluntarily as a seal of good governance and housekeeping.

This is a significant development in streamlining compliance processes for the nonprofit sector.

𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬

In compliance with the 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 𝟭𝟭𝟳 dated May 7, 2026 titled “STREAMLINING THE ACCREDITATION SYSTEM FOR DONEE INSTITUTIONS AND DESIGNATING THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT AS THE SOLE ACCREDITING ENTITY FOR SOCIAL WELFARE AND DEVELOPMENT AGENCIES, AMENDING EXECUTIVE ORDER NO. 720 (2008) FOR THE PURPOSE”, the Philippine Council for NGO Certification (PCNC) shall cease receiving, processing and evaluating 𝗮𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝗮𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗽𝘂𝗿𝗽𝗼𝘀𝗲𝘀 𝗼𝗳 𝗱𝗼𝗻𝗲𝗲-𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝘀𝘁𝗮𝘁𝘂𝘀 of NGOs that are licensed and accredited by the DSWD as SWDAs, effective immediately. SWDAs may, at their discretion, still pursue PCNC-accreditation as a “seal of good governance and housekeeping”.

Section 2 of the Order provides that “The Certificate of Registration and Certificate of Accreditation issued by the DSWD to SWDAs, as applicable, shall be deemed sufficient and shall be recognized by the BIR in granting donee-institution status for purposes of Section 34(H) and 101(A) of the National Internal Revenue Code, as amended.”

PCNC shall continue processing the application for accreditation and donee-institution status of NGOs that are not SWDA until the implementing guidelines of the said EO has been issued or a clarification to the contrary has been made by the BIR.

𝗙𝗿𝗼𝗺 𝗥𝗲𝗳𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝘁𝗼 𝗗𝗶𝗿𝗲𝗰𝘁𝗶𝗼𝗻: 𝗔𝗦𝗖𝗙 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗥𝗲𝘁𝗿𝗲𝗮𝘁

The Asian Student Christian Foundation successfully concluded its 3-Year Strategic Planning Retreat in Baguio City, bringing together the Board of Trustees, management team, and professional staff in a collaborative process of reflection, assessment, and strategic direction-setting for the years ahead.

Throughout the retreat, the team identified organizational priorities, challenges, and strategic directions in strengthening ASCF’s work for vulnerable children, youth, and communities.

To support an evidence-informed planning process, ASCF also conducted a separate Community Situational Analysis (CSA) and internal stakeholder surveys to gather community realities, organizational insights, and strategic inputs that helped shape future priorities and directions.

We are grateful for everyone’s participation, collaboration, and shared commitment as we continue building a stronger, more responsive, and sustainable ASCF for the years ahead.

We are grateful to share that the Validation Meeting for the 2025 NGO Salary Benchmark Study was successfully conducted with participating NGOs.

This initiative aims to support more informed and data-driven decision-making across the nonprofit sector. The study is based on 2025 salary data and preliminary insights from participating organizations, with validation and finalization conducted in 2026.

We sincerely thank all participating NGOs for their collaboration, openness, and valuable contributions in strengthening the accuracy and relevance of this study.

Together, we move toward a more transparent and empowered nonprofit sector.

GoNonprofit conducted a Nonprofit Manual of Operations Training and Writeshop with 𝗦𝗮𝗳𝗲 𝗛𝗮𝘃𝗲𝗻 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗖𝗲𝗻𝘁𝗲𝗿 & 𝗖𝗵𝗶𝗹𝗱𝗿𝗲𝗻'𝘀 𝗛𝗼𝗺𝗲.

As part of its capacity-building support, provides training and technical assistance to NGOs in developing, reviewing, and enhancing their Operations Manuals, with the key objective of strengthening governance and day-to-day operations through clear, compliant, and practical policies and procedures.

𝟮𝟬𝟮𝟱 𝗧𝗵𝗿𝗼𝘄𝗯𝗮𝗰𝗸 | 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗦𝗪𝗗𝗔 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀

October 2025 marked a milestone collaboration. The two batches of the training “Strengthening SWDA Foundations: Cultivating Core Competencies for Enhanced Service Delivery” reached 143 SWDA leaders and practitioners nationwide.

Led by GoNonprofit Philippines Resource Persons Mr. Chrisler Go and Mr. Rovheen Conrad Bandola, this training is part of GoNonprofit’s continuing work in nonprofit management, governance, compliance, and systems strengthening.

Over the years, GoNonprofit has conducted numerous trainings and capacity-building engagements, reaching and training thousands of nonprofit professionals across the country. This partnership with the Standards Bureau of DSWD is one of many steps in our commitment to strengthening organizations serving the most vulnerable.

Thank you very much, Ms. Claire Goudy Henderson, and to Hands Healing Hearts Ministries, Philippines, for your trust and confidence in GoNonprofit.

We truly appreciate the opportunity to deliver an in-house, one-day training on donor relations as part of GoNonprofit’s capacity-building services for nonprofit organizations. Donor relations is a core pillar of effective fund development and sound nonprofit management.

Through this engagement, our consultant, Ms. Chrisler Go, shared practical insights on strengthening donor trust, stewardship, and sustainable funding strategies tailored to your organization’s context.

We are encouraged and excited that partnerships like this allow GoNonprofit to reach and support more regions this year.
