Inauguration of San Juan Municipal Septage Treatment Facility

Basic Needs Services Philippines, Inc. compliments the Local Government of San Juan, La Union for the inauguration of its Septage Treatment Facility on January 24, 2025 at its 5,000-square meter project site at Barangay Sinapangan. This important event signals the opening and start of operation of the San Juan STF. This facility is the first large-scale sanitation project to be implemented by the Municipal Government and will serve as model for provision of municipal-wide sanitation services in San Juan. The inauguration was graced by La Union Governor Raphaelle "Rafy" Veronica Alviar Ortega-David and San Juan Mayor Arturo P. Valdriz. Engr. Jonas Emmanuel Maronilla and Engr. Warly Mahusay, Managing Director and Senior Project Engineer respectively, represented Basic Needs Services Philippines, Inc. during the ceremony.

The STF designed by BNS Philippines, Inc. for San Juan Municipality adopted the Decentralized Wastewater Treatment System-Septage Treatment facility (DEWATS-STF), a natural system which has no automatic devices, and only minimal use of pump if needed. It involves the use of combination of anaerobic and aerobic system. The implementation of the project was funded by the Local Government of San Juan and Provincial government of La Union.

Residents in various communities of the municipality can now look forward to septage management services with wastewater discharge and septage to be hygienically desludged/siphoned, collected, hauled /transported and treated by the municipal facility operator and service provider. The facility operation is expected to redound to the betterment of the health condition of San Juan residents and sustainability of the natural environment of the municipality.

“Contract Signing for the Construction of Guimba Septage Treatment Facility”

The Systematic Septage Treatment Plant Corporation (SSTPC), facility operator/service provider, and J.D. Madrid Construction Co. signed the contract for the construction of the Guimba Septage Treatment Facility on September 25, 2024. Therefore, a Septage Treatment Facility (STF) will soon rise in Barangay Manggang Marikit in the Municipality of Guimba to treat 30 cubic meter per day of sewage and septage from around 15,000 households, 1,400 commercial and other establishments as well as other sources in 64 barangays of the town.
Basic Needs Services (BNS) Philippines, Inc. designed the STF using a natural system called Decentralized Wastewater Treatment Systems-Septage or DEWATS-STF to achieve maximum treatment performance that meets the requirements stipulated by environmental laws and regulations.
As a municipal-scale treatment system, the new STF is the municipality’s response to the need for long-term solution to septage management problems and to comply with established national policies and legislations, thereby contributing to the overall environmental quality of the municipality. At the local level, the facility is envisioned to boost the delivery of sanitation services and is expected to significantly improve health condition of the people.

MOA Towards Sustainable Sanitation in Bauang, La Union.

Basic Needs Services Philippines, Inc. (BNS, Inc.) compliments the Local Government of Bauang, La Union and Systematic Septage Treatment Plant Corp. (SSTPC) for their zealous intention to implement Municipal Ordinance No. 92-A entitled “Establishing a Septage, Wastewater, Sustainable Sanitation and Environmental Management System” in the municipality. For this purpose, the two entities forged their agreement aimed at achieving sustainable sanitation and environmental protection in the municipality by signing a Memorandum of Agreement on September 16, 2024. Under the MOA, SSTPC will provide desludging services, treatment and disposal of treated septage to all commercial and commercial establishments, and eventually to all homes and institutional establishments in the municipality. The MOA signing was led by Bauang Mayor Eulogio Clarence Martin P. De Guzman III, while Mr. Eddie Go, General Manager, SSTPC signed on behalf of SSTPC. This MOA represents a clear move towards compliance with the Municipal Septage Ordinance making regular siphoning, treatment and proper sludge disposal mandatory, the Philippine Clean Water Act of 2004 and the Sanitation Code of the Philippines. To BNS Inc., this partnership is a step in the right direction towards embedding a positive compliance culture among the locals, businesses and institutions located in the Municipality of Bauang and its leaders. It is without doubt that SSTPC can perform its responsibilities under the MOA with the efficient and effective operation of its Septage Treatment Facility located at Barangay Payocpoc. As a partner of the Municipality of Bauang and SSTPC on sustainable sanitation, BNS Philippines, Inc. developed the design and technical specifications of this facility and trained its operators and crew. BNS Philippines, Inc. meets Ilocos Sur Province on DEWATS for Gabriela Silang General Hospital

In a meeting held on August 8, 2024 between BNS Philippines, Inc. and the Province of Ilocos Sur, Governor Jerry Singson has given his go-signal to implement the Decentralized Wastewater Treatment System (DEWATS) in Gabriela Silang General Hospital located along Quirino Boulevard, Barangay Tamag, Vigan City, Ilocos Sur. The treatment facility adopts the DEWATS design by BNS Philippines Inc. that is fully capable to address the sanitation and environmental issues confronting the hospital. Specifically, Governor Singson acknowledged the capabilities of DEWATS to meet the updated effluent standards for water quality based on DENR Administrative Order No. 2016-08 (formerly DAO 35). Engr. Warly Mahusay, Project Engineer and Field Officer of BNS Philippines, presented to the Provincial Governor, PGIS and hospital staff the DEWATS features and how the system works. Governor Singson agreed that there is a need to comply with government environmental and sanitation standards and regulations through the use of appropriate highly efficient and effective technologies. When fully completed, Gabriela Silang General Hospital will be the first and the only health institution in the province with a DEWATS facility.
As a multi-specialty hospital and the only government hospital in the Province of Ilocos Sur that is capable of providing tertiary level of care in terms of equipment facilities as well as specialized services, it is thus very critical for the hospital to be equipped with its own wastewater treatment system in order to ensure continuing safe and reliable healthcare services to its stakeholders/patients and adopt sustainable sanitation measures to protect the environment.
As an outcome of the meeting, Governor Singson has placed the DEWATS project for Gabriela Silang General Hospital as a top priority and directed Dr. Rodolfo Tongson, Chief of Hospital, and the Provincial Engineering Office to start the process with target start of construction in September and expected project completion within the current year (2024). According to the PGIS PhP25.0 million had been earmarked in the 2023 approved provincial budget of Ilocos Sur for the project.

BNS Philippines Lauds Growing Demand for SSTPC Septage Management Services”

BNS Philippines lauds Systematic Septage Treatment Plant Corporation (SSTPC) for its accomplishments in continuously expanding its service coverage to include private entities and establishments with wastewater discharges in Region 1. Among its growing clients in the commercial sector consist of fast food chains and/or quick service restaurants; in the industrial sector - poultry and meat processing plants, animal feed manuracturing plants, distilleries and drinks and ready-to-drink products manufacturing plants; gas stations; and resorts, among others.

Over its 4 years of operation, SSTPC has demonstrated its capability to operate the DEWATS-STF designed by BNS Philippines, Inc. , sustaining its efficient operation with the O&M plan and guidelines provided by BNS.

“Province of Ilocos Sur Conducts Benchmarking in Bauang, La Union”

Dr. Rodolfo Tongson, Chief of Hospital-Gabriela Silang General Hospital, led the team of the Provincial Government of Ilocos Sur (PGIS) in the benchmarking activity in Bauang, La Union on June 4, 2024 in relation to the forthcoming implementation of the Decentralized Wastewater Treatment System (DEWATS) for the hospital. This activity aimed to compare and learn from the Municipality of Bauang on best sanitation practices and adopted solutions in terms of wastewater management aspects. To kick off the activity, Dr. Tongson and his team made a courtesy call to Ms. Daisy Sayangda, Administrative Officer of Bauang LGU who welcomed the PGIS team, conversing with MENRO staff on how their hospital DEWATS as well as other DEWATS facilities are doing. The highlight of the benchmarking was a visit to Bauang public market DEWATS and SSTP Septage Treatment Facility to see for themselves how the facility operates, maintained and sustained to achieve sanitation goals and objectives. Engr. Warly Mahusay, BNS Philippines, Inc. led the DEWATS tour and orientation. PGIS team was amazed with the different DEWATS facilities in Bauang, and noted how it has already leveled up its sanitation efforts to septage management.

Institutional and Management Arrangements for Guimba Septage Treatment Facility Put Into Place

Pamana Water Corporation, operator of the water distribution system of Guimba Water District, and Systematic Septage Treatment Plant Corporation (SSTPC), as facility operator/service provider for the Guimba Septage Treatment Facility, signed the Septage Management, Billing and Collection Agreement on April 4, 2024 pursuant to Memoradum Agreement ratified on April 2, 2024. SSTPC shall provide desludging works, siphoning and hauling of sludge and septage from septic tanks of Pamana customers for treatment at the Guimba STF and safe disposal. The signed agreement allows Pamana to bill and collect septage management fee or environment fee from residential metered accounts serviced by Pamana at P5.00 per cubic meter. The Agreement also provides for desludging service outside of the 3 to 5-years desludging cycle and to disconnected customers.

Basic Needs Services Philippines, Inc. shall provide continuous technical guidance and support to both parties in carrying out its functions under the agreement.

Guimba Municipal Council Ratifies Agreement to Implement Septage Management System

The Sangguniang Bayan of the Municipality of Guimba, Nueva Ecija ratified on April 2, 2024 the Memorandum of Agreement (MOA) between the Local Government and Systematic Septage Treatment Plant Corporation (SSTPC) to implement the proper desludging/siphoning, collection, hauling, transport and treatment of sewage and septage from various sources within the Municipality of Guimba at 3-5 year cycle for residential and once a year for commercial, industrial and institutional establishments. This enables the LGU to comply with the Philippine Clean Water Act of 2004 and Municipal Septage Ordinance under Resolution No. 14, Series of 2023 which enacted the Guimba Septage Management. Prior to the ratification, the Sangguniang Bayan of Guimba, Nueva Ecija by virtue of its Resolution No. 09, Series of 2023 authorized the Local Chief Executive, Hon. Mayor Jose R. Dizon, to enter into agreement with SSTPC. With its established experience and performance record in operation and maintenance of septage treatment facilities, the SSTPC has been selected as joint venture partner and service provider for the Guimba STF.
