𝐇𝐈𝐆𝐇𝐋𝐈𝐆𝐇𝐓𝐒 | 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐀𝐓𝐁𝐈 𝐢𝐧 𝐂𝐞𝐧𝐭𝐫𝐚𝐥 𝐋𝐮𝐳𝐨𝐧 𝐂𝐨𝐧𝐜𝐥𝐮𝐝𝐞𝐬 𝐰𝐢𝐭𝐡 𝐒𝐮𝐜𝐜𝐞𝐬𝐬𝐟𝐮𝐥 𝐄𝐜𝐡𝐨 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐨𝐧 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐓𝐫𝐚𝐧𝐬𝐟𝐞𝐫
The Regional Agri-Aqua Technology Business Incubator (ATBI) in Central Luzon through the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program successfully culminated its series of initiatives with the conduct of “𝐓𝐞𝐜𝐡 𝐈𝐭 𝐓𝐨 𝐓𝐡𝐞 𝐍𝐞𝐱𝐭 𝐋𝐞𝐯𝐞𝐥: 𝐀𝐧 𝐄𝐜𝐡𝐨 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐨𝐧 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐓𝐫𝐚𝐧𝐬𝐟𝐞𝐫 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐒𝐩𝐢𝐧-𝐨𝐟𝐟 𝐚𝐧𝐝 𝐋𝐢𝐜𝐞𝐧𝐬𝐢𝐧𝐠” on February 19, 2026 at the International Center for Agricultural Research and Entrepreneurship (I-CARE) Building, Central Luzon State University (CLSU).
The seminar marked the final activity of the 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗔𝗧𝗕𝗜 𝗶𝗻 𝗖𝗲𝗻𝘁𝗿𝗮𝗹 𝗟𝘂𝘇𝗼𝗻 implemented by the 𝗖𝗟𝗦𝗨-𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝗮𝗻𝗱 𝗙𝗼𝗼𝗱 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗜𝗻𝗰𝘂𝗯𝗮𝘁𝗼𝗿 (𝗔𝗙𝗧𝗕𝗜), highlighting the project’s sustained commitment to strengthening the region’s innovation ecosystem and bridging the gap between research outputs and industry utilization.
The activity gathered 30 CLSU technology generators to deepen their understanding of commercialization mechanisms and explore practical pathways for transferring research-based technologies into viable enterprises.
𝗗𝗿. 𝗘𝗺𝗺𝗮𝗻𝘂𝗲𝗹 𝗠. 𝗩𝗲𝗿𝗮 𝗖𝗿𝘂𝘇, Vice President for Research, Innovation and Extension, opened the program with a message emphasizing the vital role of technology transfer in transforming research into real-world impact. He highlighted the importance of empowering researchers to move beyond publication and pursue sustainable business models that contribute to regional economic growth. He reminded the participants of the importance of both capital and grit when commercializing technology.
A key highlight of the seminar was the discussion on the DOST RDRU Framework and Republic Act No. 10055, also known as the Technology Transfer Act of 2009. 𝗗𝗿. 𝗣𝗮𝗯𝗹𝗼 𝗝. 𝗥𝗮𝗳𝗮𝗲𝗹, 𝗝𝗿., Director of the Business Development Office and Program Leader of the RAISE Program in Central Luzon, elaborated on the legal and institutional frameworks that support intellectual property protection, licensing agreements, and the creation of spin-off companies.
To provide practical insights, spin-off incubatees shared their experiences in establishing and managing their enterprises. 𝗗𝗿. 𝗗𝗮𝗻𝗮 𝗚. 𝗩𝗲𝗿𝗮 𝗖𝗿𝘂𝘇, Managing Partner of VeraBella Enterprises Limited Company (VBELC); 𝗗𝗿. 𝗖𝗹𝗮𝗿𝗶𝘀𝘀𝗮 𝗬𝘃𝗼𝗻𝗻𝗲 𝗝. 𝗗𝗼𝗺𝗶𝗻𝗴𝗼, Owner of Blitzkreg Animal Diagnostic Center; 𝗗𝗿. 𝗥𝗼𝘀𝗮𝗹𝗶𝗲 𝗥. 𝗥𝗮𝗳𝗮𝗲𝗹, Owner of AGQUA Veterinary Medicine Manufacturing Inc.; and 𝗣𝗿𝗼𝗳. 𝗝𝗮𝗻𝗲𝘁 𝗢. 𝗦𝗮𝘁𝘂𝗿𝗻𝗼, Owner of Tilading Dried Fish Production, offered knowledge-sharing sessions on navigating commercialization challenges, protecting intellectual property, and building sustainable agri-aqua ventures.
The seminar addressed a critical concern in the research community: while numerous agri-aqua technologies have been developed, many struggle to reach the market due to limited awareness of appropriate technology transfer pathways such as 𝗱𝗲𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁, 𝗲𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻, and 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻. Through this echo seminar, the RAISE Program reinforced its mission to cascade best practices, enhance institutional capacity, and promote stronger academe-industry linkages.
As the concluding activity of the Regional ATBI in Central Luzon, the successful conduct of the echo seminar signifies a milestone in advancing a more dynamic and competitive regional innovation system. By equipping CLSU researchers and technology generators with the knowledge and tools to commercialize their innovations, the program leaves a strengthened foundation for accelerating the adoption of agri-aqua technologies and sustaining economic growth in the region.
