WURI is a novel higher education ranking system that celebrates institutions excelling in creating real impact on society and industry. Focused on innovation, differentiation and long-term future impact, this ranking system examines the real contributions of higher education institutions (HEIs) to industry and society across 24 categories, making it a comprehensive assessment of HEIs’ creative contributions to societal advancement and practical yet inventive solutions to present, real issues.
This milestone speaks volume of the innovativeness of the programs and projects funded by DOST PCAARRD, and the efficiency of CLSU in implementing these cutting-edge R4D initiatives.

The Local Economic Development and Investment Promotions Office (LEDIPO) of the Science City of Muñoz conducted a visit and information-sharing session with the Central Luzon State University – Agriculture and Food Technology Business Incubator (CLSU-AFTBI) today, May 11, 2026, to explore possible areas of collaboration in advancing agribusiness innovation, technology commercialization, and MSME development in the city.

The delegation was led by LEDIPO Head 𝗝𝗼𝘀𝗲 𝗔. 𝗥𝘂𝗶𝘇, 𝗝𝗿. together with 𝗠𝗿. 𝗗𝗲𝘃𝗶𝗻 𝗖𝗮𝗿𝗹 𝗣. 𝗦𝗮𝗴𝘂𝗻, 𝗠𝗣𝗔, Assistant Head of LEDIPO.

The CLSU-AFTBI team was represented by 𝗗𝗿. 𝗣𝗮𝗯𝗹𝗼 𝗝. 𝗥𝗮𝗳𝗮𝗲𝗹, 𝗝𝗿., Director of the Business Development Office, together with Ms. Rencie Zapanta and Engr. Bienvenido Daniel, AFTBI Plant Manager.

During the discussion, Dr. Rafael shared CLSU’s flagship programs and initiatives that support the growth and competitiveness of the agriculture sector and micro, small, and medium enterprises (MSMEs). He emphasized the importance of collaboration, innovation-driven entrepreneurship, and technology adoption in strengthening agribusiness value chains and promoting inclusive and sustainable agricultural development.

Meanwhile, LEDIPO Head Jose A. Ruiz, Jr. presented the City Government’s vision of developing the proposed Agro-Industrial Site in Barangay Rizal, Science City of Muñoz, as well as the LGU’s continuing efforts to support MSMEs and attract investments through the newly reorganized LEDIPO.

He also highlighted the office’s commitment to promoting investments through the commercialization of mature technologies developed within the city, particularly from CLSU and other research institutions based in the Science City of Muñoz.

Through strengthened partnerships between the academe and the local government, the initiative aims to empower researchers, innovators, and technology generators with the knowledge, support, and opportunities needed to commercialize agri-aqua technologies and contribute to sustained economic growth and innovation in the Science City of Muñoz.

𝐇𝐀𝐏𝐏𝐄𝐍𝐈𝐍𝐆 𝐍𝐎𝐖: DOST PCAARRD, through the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program Batch 2 Phase 1, concludes its two-year duration with a Terminal Review on February 26, 2026 in Angeles City, Pampanga.

The activity highlights the program’s accomplishments over the past two years vis-à-vis its targets/deliverables. The event also provides a platform to discuss challenges encountered during program implementation as well as future plans of the program.

Participating in the activity are RAISE program teams from Cagayan Valley, Central Luzon, Central Visayas, Western Mindanao, Northern Mindanao, SOCCSKSARGEN, and Caraga.

A proposal packaging workshop will also be conducted tomorrow, February 27 to strategize and plan for the target deliverables of the next phase of the program.

The Regional Agri-Aqua Technology Business Incubator (ATBI) in Central Luzon through the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program successfully culminated its series of initiatives with the conduct of “𝐓𝐞𝐜𝐡 𝐈𝐭 𝐓𝐨 𝐓𝐡𝐞 𝐍𝐞𝐱𝐭 𝐋𝐞𝐯𝐞𝐥: 𝐀𝐧 𝐄𝐜𝐡𝐨 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐨𝐧 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐓𝐫𝐚𝐧𝐬𝐟𝐞𝐫 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐒𝐩𝐢𝐧-𝐨𝐟𝐟 𝐚𝐧𝐝 𝐋𝐢𝐜𝐞𝐧𝐬𝐢𝐧𝐠” on February 19, 2026 at the International Center for Agricultural Research and Entrepreneurship (I-CARE) Building, Central Luzon State University (CLSU).

The seminar marked the final activity of the 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗔𝗧𝗕𝗜 𝗶𝗻 𝗖𝗲𝗻𝘁𝗿𝗮𝗹 𝗟𝘂𝘇𝗼𝗻 implemented by the 𝗖𝗟𝗦𝗨-𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝗮𝗻𝗱 𝗙𝗼𝗼𝗱 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗜𝗻𝗰𝘂𝗯𝗮𝘁𝗼𝗿 (𝗔𝗙𝗧𝗕𝗜), highlighting the project’s sustained commitment to strengthening the region’s innovation ecosystem and bridging the gap between research outputs and industry utilization.

The activity gathered 30 CLSU technology generators to deepen their understanding of commercialization mechanisms and explore practical pathways for transferring research-based technologies into viable enterprises.

𝗗𝗿. 𝗘𝗺𝗺𝗮𝗻𝘂𝗲𝗹 𝗠. 𝗩𝗲𝗿𝗮 𝗖𝗿𝘂𝘇, Vice President for Research, Innovation and Extension, opened the program with a message emphasizing the vital role of technology transfer in transforming research into real-world impact. He highlighted the importance of empowering researchers to move beyond publication and pursue sustainable business models that contribute to regional economic growth. He reminded the participants of the importance of both capital and grit when commercializing technology.

A key highlight of the seminar was the discussion on the DOST RDRU Framework and Republic Act No. 10055, also known as the Technology Transfer Act of 2009. 𝗗𝗿. 𝗣𝗮𝗯𝗹𝗼 𝗝. 𝗥𝗮𝗳𝗮𝗲𝗹, 𝗝𝗿., Director of the Business Development Office and Program Leader of the RAISE Program in Central Luzon, elaborated on the legal and institutional frameworks that support intellectual property protection, licensing agreements, and the creation of spin-off companies.

To provide practical insights, spin-off incubatees shared their experiences in establishing and managing their enterprises. 𝗗𝗿. 𝗗𝗮𝗻𝗮 𝗚. 𝗩𝗲𝗿𝗮 𝗖𝗿𝘂𝘇, Managing Partner of VeraBella Enterprises Limited Company (VBELC); 𝗗𝗿. 𝗖𝗹𝗮𝗿𝗶𝘀𝘀𝗮 𝗬𝘃𝗼𝗻𝗻𝗲 𝗝. 𝗗𝗼𝗺𝗶𝗻𝗴𝗼, Owner of Blitzkreg Animal Diagnostic Center; 𝗗𝗿. 𝗥𝗼𝘀𝗮𝗹𝗶𝗲 𝗥. 𝗥𝗮𝗳𝗮𝗲𝗹, Owner of AGQUA Veterinary Medicine Manufacturing Inc.; and 𝗣𝗿𝗼𝗳. 𝗝𝗮𝗻𝗲𝘁 𝗢. 𝗦𝗮𝘁𝘂𝗿𝗻𝗼, Owner of Tilading Dried Fish Production, offered knowledge-sharing sessions on navigating commercialization challenges, protecting intellectual property, and building sustainable agri-aqua ventures.

The seminar addressed a critical concern in the research community: while numerous agri-aqua technologies have been developed, many struggle to reach the market due to limited awareness of appropriate technology transfer pathways such as 𝗱𝗲𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁, 𝗲𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻, and 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻. Through this echo seminar, the RAISE Program reinforced its mission to cascade best practices, enhance institutional capacity, and promote stronger academe-industry linkages.

As the concluding activity of the Regional ATBI in Central Luzon, the successful conduct of the echo seminar signifies a milestone in advancing a more dynamic and competitive regional innovation system. By equipping CLSU researchers and technology generators with the knowledge and tools to commercialize their innovations, the program leaves a strengthened foundation for accelerating the adoption of agri-aqua technologies and sustaining economic growth in the region.

As the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in Central Luzon approaches the completion of its implementation, its project components successfully conducted a Terminal Report Writeshop at the Benguet State University – Agri-based Technology/Innovation Center (BSU-ATBI/IC), La Trinidad, Benguet, from December 9 to 11, 2025.

The activity aimed to ensure the accuracy, alignment, and completeness of all project outputs. It provided project leaders and staff with dedicated time, technical guidance, and a collaborative space to refine their submissions, while also strengthening harmonization across the RAISE components implemented in Central Luzon.

BSU-ATBI/IC Director Dr. Ruth C. Diego warmly welcomed the delegates from Central Luzon and expressed her willingness to support the participants whenever the office is needed in conducting future activities.

In his statement of purpose, Dr. Pablo J. Rafael, Jr., RAISE Program in Central Luzon Leader, emphasized that the writeshop sought to guide project teams in completing their terminal reports in accordance with the prescribed format and standards; ensure coherence, consistency, and accuracy of reported accomplishments and deliverables across all project components; provide technical coaching, peer feedback, and program-level reviews during the sessions; and facilitate the presentation of project accomplishments and ways forward for the RAISE Program in Central Luzon.

Day 1 served as a platform for the Consortium Member Institutions (CMIs) to review the reportorial requirements for the terminal and extension reports. Deliverables vis-à-vis accomplishments were also assessed. CMIs provided peer feedback and technical assistance to projects that required further clarification or support. The program timeline was likewise finalized.

Day 2 focused on the continuation of reportorial document submissions. An open forum was conducted to allow the CMIs to raise concerns, seek clarifications, and share best practices based on their implementation experiences.

On Day 3, the Program team facilitated the consolidation and final submission of all required documents.

In his closing remarks, Dir. Walter L. Pacunana, Regional Intellectual Property Technology Business Management (IPTBM) Leader, emphasized that creating meaningful impact requires purposeful action, effective management of responsibilities, and the cultivation of strong collaborative relationships.
