Investment competitiveness goes beyond land and infrastructureβ€”it requires a coordinated pathway from registration to operations.

The Philippine Economic Zone Authority (PEZA) and Aboitiz Economic Estates are advancing EaseBiz, an investor-support initiative that has assisted more than two dozen PEZA registration cases since 2022.

PEZA Director General Tereso O. Panga said, β€œPEZA remains committed to enhancing ease of doing business in our ecozones so that investor confidence translates into concrete projects, jobs and exports.”

Aboitiz Economic Estates President and CEO Rafael Fernandez de Mesa emphasized, β€œInvestment readiness comes from bringing together all of the solutions investors needβ€”industrial land, infrastructure, reliable utilities, talent, regulatory guidance and continuing support.”

The initiative supports an industrial estate network with over 260 locators and more than 100,000 jobs nationwide, alongside β‚±167 billion in cumulative foreign direct investments reported in its 2025 annual report.

The next phase will align EaseBiz with PEZA’s The One Portal System and expand registration assistance.

What happens when robots start helping build the next generation of robots? China is turning that idea into an industrial reality.

UBTECH Robotics began production on September 12 at its new 14,000-square-metre smart factory in Liuzhou, Guangxi, designed for an annual capacity exceeding 10,000 humanoid robots. Its production line is designed around a cadence of approximately one completed robot every 10 minutes.

The bigger story is β€œrobots building robots.” UBTECH humanoids and other automated systems handle material movement, loading, unloading and logistics, while robotic equipment supports assembly.

The development comes as China's robotics industry accelerates. Official data show industrial-robot output jumped 34.6% year-on-year in August 2026. July production reached 98,677 units, while January–July output totaled 635,056 units, up 28.5%.

For investors, the opportunity extends beyond robotsβ€”to AI, sensors, semiconductors, batteries, precision components and smart-factory infrastructure.

Could the Philippines capture part of this emerging industrial supply chain?

The Philippines is strengthening its bridge to American investors as global companies rethink supply chains, technology strategies, and regional expansion plans.

PEZA's latest investment figures highlight the scale of activity within the country's economic zones.

The investment story was highlighted on September 16, 2026, when PEZA Director General Tereso O. Panga addressed the American Chamber of Commerce of the Philippines (AmCham) General Membership Meeting.

More than 100 AmCham member-company representatives and partners attended the gathering, where investment opportunities, emerging industries, and global supply-chain shifts were discussed.

Panga highlighted the Luzon Economic Corridor, New Clark City, and the Pax Silica Strategy as platforms connected to emerging investment opportunities.

For January–August 2026, PEZA approved β‚±216.46 billion in investments, equivalent to 72.16% of its β‚±300-billion annual target.

The approvals covered 196 new and expansion projects, representing a 104.53% increase in approved investment value compared with the same period in 2025.

These projects are projected to generate US$6.604 billion in exports and 26,994 direct jobs, while manufacturing accounted for 80 of the 196 approved projects.

The U.S. already has a substantial footprint within the PEZA ecosystem. As of November 2025, more than 250 American-equity companies were registered with PEZA.

Those companies represented more than β‚±410 billion in cumulative investments and directly employed over 380,000 Filipinos.

PEZA's January 2026 U.S. investment mission also identified opportunities spanning advanced manufacturing, aerospace, pharmaceuticals, medical technology, and IT-BPM.

The PEZA-AmCham dialogue connects this existing U.S. investment footprint with the country's current investment pipeline, creating a continuing platform for discussions on projects, supply chains, technology, employment, and exports.

As global companies assess new locations and supply-chain configurations, the continuing engagement between PEZA and American business groups provides a channel for connecting investor requirements with Philippine economic zones and emerging investment opportunities.

What happens when a major railway network meets a proposed high-tech industrial hub?

The planned 18.1-kilometer NSCR extension to New Clark City (NCC) could add one station and connect the emerging Tarlac development to the wider North-South Commuter Railway network.

The NSCR itself is planned at 147 kilometers with about 35 stations, linking Calamba, Laguna, Metro Manila and Clark, with a target capacity of around 800,000 daily commuters when fully operational.

The timing is significant. New Clark City is being positioned for a proposed 1,620-hectare Pax Silica advanced manufacturing hub focused on semiconductors, AI, critical minerals and next-generation manufacturing.

BCDA estimates the initiative could attract US$40 billion–US$70 billion in investments and generate more than 130,000 high-quality jobs.

Rail connectivity could become another piece of NCC’s emerging investment infrastructure.

Fifty-four years after EPZA was established in 1972, the Philippine economic-zone story is entering another potential turning point.

The journey from EPZA to PEZA was itself an institutional transformation. Now, three decades after the 1995 PEZA Law, Congress is considering proposals to further update the framework.

The existing legal foundation is Republic Act No. 7916, the Special Economic Zone Act of 1995, as amended by RA 8748.

But the investment landscape of 2026 is dramatically different from that of 1995.
Digitalization, artificial intelligence, advanced manufacturing, green technologies, climate resilience and increasingly complex global supply chains are changing what investors require from industrial locations.

One proposal, House Bill 7815, filed in February 2026, seeks to strengthen PEZA's powers and functions and amend RA 7916. Its explanatory note specifically points to digitalization, AI, green technologies, sustainable manufacturing and climate resilience as reasons for reform.

The proposed reforms include stronger institutional capacity, sustainable and climate-resilient ecozones, digitalized procedures and greater ease of doing business.

The bill also proposes stronger coordination among national government agencies and local governments to create a more unified regulatory environment for investors.

Other House proposals are pursuing related directions. HB 5640 and HB 5760, for example, seek to strengthen PEZA to attract strategic investments and promote climate-resilient and digital economic zones.

This modernization discussion comes as PEZA continues to attract substantial investment. In the first eight months of 2026, PEZA reported β‚±216.46 billion in approved investments, equivalent to 72.16% of its β‚±300-billion annual target.

The question for the next chapter is therefore no longer simply how many ecozones the Philippines can create.
It is what kind of ecozones the Philippines needs for the next generation of industrializationβ€”smarter, greener, more digitally connected, more resilient and more deeply integrated into global and domestic supply chains.

From EPZA in 1972 β†’ PEZA in 1995 β†’ proposed modernization in 2026, the institutional story continues.

54 YEARS OF EVOLUTION.
THE NEXT CHAPTER IS MODERNIZATION.

What should the next-generation Philippine ecozone look like?

What if investors no longer had to see ASEAN as 11 separate marketsβ€”but as one interconnected production and investment platform?

That is the direction behind ASEAN’s Regional Investment Promotion Action Plan (RIPAP) 2025–2030, which seeks to strengthen cooperation among the region’s investment promotion agencies and present ASEAN as a unified investment destination.

The strategy focuses on regional value chains and priority industries including semiconductors, medical devices, renewable energy, solar photovoltaic equipment, sustainable building materials, smart grids, biofuels, and carbon capture and storage.

For the Philippines, this creates opportunities to connect local capabilities with regional production networks in advanced manufacturing, AI infrastructure, digital infrastructure, green manufacturing, healthcare, renewable energy, and critical minerals processing.

The goal is not simply to attract investmentβ€”but to help position ASEAN economies at different stages of the same value chain.

The investment pitch is changing: ASEAN as one region, many capabilities.
What role should the Philippines play in this emerging ASEAN value-chain strategy?
