A Czech tourist was denied entry by Bureau of Immigration (BI) officers at the Clark International Airport (CIA) in Pampanga for rude behavior after protesting his being required to register in the Bureau’s eTravel system.

In a statement, Immigration Commissioner Norman Tansingco said 55-year-old Jaroslav Konsel was denied entry last Jan. 23 after arriving aboard a Cebu Pacific flight from Hongkong.

Tansingco said Konsel was turned away after the latter uttered expletives against the BI officers who asked him to first register in the eTravel online system before he could be admitted into the country.

Registration in the eTravel system is mandatory for all international passengers as it is an electronic travel declaration system which receives and stores information and data about all passengers who enter and exit the country.

It replaced the arrival and departure cards that international travelers used to fill out as it harmonizes all data on passengers into one digital platform for all government agencies collecting arriving data, thus providing a quick and seamless travel experience for the public.

The eTravel can be filled out 72 hours prior to arrival to the Philippines.

According to Tansingco, Konsel’s act of defiantly refusing to comply with eTravel requirement amounts to disrespecting the country’s laws and its persons of authority.

“Reports that he taunted and mocked the immigration officers who were politely explaining to him the eTravel requirement is enough ground for him to be excluded and banned from entering the country,” the BI chief stressed.

Airline and immigration employees were said to have attempted to assist him in filling out the form, which he all angrily rejected.

An order placing the Kornel in the BI blacklist of undesirable aliens was already issued by Tansingco.

BI-CIA officials reported that Konsel immediately became rude and started mouthing foul language when he was told by the BI officer to first fill out the e-travel form online.

He allegedly continued to behave in an outraged manner even as he was filling out the eTravel form and even refused to listen or follow instructions from people who were assisting him in the eTravel counter.

When he returned to the BI counter, Kornel continued to complain and furiously slammed the front desk of the BI officer, thus causing further commotion in the airport.

FAKE GOVERNMENT EMPLOYEES INTERCEPTED BY BI

PASAY, Philippines—The Bureau of Immigration (BI) intercepted three females misrepresenting themselves as government employees.

A report from the BI’s Travel Control and Enforcement Unit showed that the three unnamed females presented themselves for primary immigration inspection last July 9, stating that they are bound for Jeju Island, South Korea on board a Scoot airlines flight at the Ninoy Aquino International Airport (NAIA) Terminal 3.

The trio showed travel authorities stating that they were employees of the Bureau of Fisheries and Aquatic Resources (BFAR). A travel authority for government employees is a document that allows them to travel on official business or for personal reasons.

However, the three gave inconsistent statements about their work prompting officers to further verify their documents. They later admitted that they bought their documents from a stall in Quiapo, Manila.

BI Commissioner Norman Tansingco said that he suspects the trio were recruited to work illegally in Korea.

“During the interview, they admitted that they paid Php150,000 to a contact they met through Facebook to process their documents,” said Tansingco. “One of them mentioned talking to several agents for assistance,” he added.

All three travelers were found to be possible victims of human trafficking and illegal recruitment. Their case was referred to the Inter-Agency Council Against Trafficking for further investigation.

‘MISREPRESENTING’ SIGN OF DOUBTFUL INTENTION f or TRAVEL – BI

MANILA, Philippines—The Bureau of Immigration (BI) said on Monday that misrepresenting details about your identity is a sign of doubtful intention for travel.

BI Commissioner Norman Tansingco said that passengers who make up details about their travel are often flagged for misrepresentation.

“Just be truthful,” said Tansingco. “If you lie about your identity, your background, or the details of your travel, then it could be a reason for our immigration officers to doubt the legitimacy of your trip,” he stated.

Tansingco made the comment following a social media post about a passenger being prevented from boarding her flight four times.

“Initial investigation revealed that during her attempt in April, she claimed that she was employed by a large real estate company in the Philippines, even showing documents purportedly issued by said company,” said Tansingco.

However, upon verification with the company, it was confirmed that supposed certification, as well as other documents, were fake.

He added that a common modus of illegal recruiters and human traffickers is to provide fake documents to victims to make their travel seem legitimate.

“If you are traveling for legitimate purposes, then there is no reason to lie,” added Tansignco.
