254 VIETNAMESE, 76 CHINESE NATIONALS EXCLUDED IN PAST MONTH

PASAY, Philippinesโ€”The Bureau of Immigration (BI) said that it has excluded more than 400 foreign nationals in the past month.

The BIโ€™s immigration protection and border enforcement section (I-PROBES) said that from March to April, they have excluded a total of 401 foreign nationals for various immigration violations.

Included in the list are 254 Vietnamese, 76 Chinese, and 19 Indonesians. Also in the list are 17 Burmese, 8 Moroccans, and 4 Ghanians.

BI Commissioner Norman Tansingco said that the rise in exclusions are a result of intelligence information that many of the said aliens are working for illegal online gaming hubs in the country.

โ€œWe look at patterns of previous arrests, as well as travel histories of other intercepted aliens,โ€ said Tansingco. โ€œWe use this pattern to intercept other potential violators, as well as those holding spurious documents,โ€ he added.

Majority of said aliens were excluded for likely to become a public charge after being found to be improperly documented or have doubtful purpose of stay in the country.

Tansingco, however, clarified that they are not targeting specific nationalities, but rely on trends and data analysis.

โ€œThese illegal hubs are usually operated by syndicates that recruit foreign nationals, enticing them to work without proper documentation,โ€ said Tansingco. โ€œWeโ€™ve seen that in many of our arrests both on the ground and at the airports,โ€ he added.

Excluded aliens board the next available flight back to their port of origin. Those denied entry for being likely to become a public charge are included in the BIโ€™s blacklist, barring future attempts at entry. #

BI: STUDENTS IN PH MAY STILL BE SUBJECTED TO GOV INTEL INVESTIGATION

TUGUEGARAO CITY, Cagayanโ€”The Bureau of Immigration (BI) said that the foreigners in the Philippines holding student visas may still be subjected to government intelligence investigation if found to be conducting illegal activities.

BI Commissioner Norman Tansingco said that according to law, foreign nationals who acquire their student visas may be subjected to checks by the National Intelligence Coordinating Agency (NICA) and the National Bureau of Investigation (NBI) for activities โ€œwhich appear to be inimical to the security of the Stateโ€.

Tansingco said that the governing law on such is Executive Order No. 285, s. 2000, which establishes an inter-agency committee on foreign students. The BI is part of the inter-agency, headed by the Commission on Higher Education (CHED), together with NBI, NICA, Department of Foreign Affairs (DFA), and Department of Education (DepEd).

In the said law, Tansingco clarified, the BI may only issue student visas to foreign nationals who have been endorsed by legitimate schools and by CHED.

He added that all schools who accept foreign nationals as students are required to submit their regular reports to the BI who shall monitor their visa compliance, the CHED who shall ensure compliance with education-related policies, and the NICA who shall conduct investigations on suspicious activities.

Tansingco shared that for 2023, a total of 1,516 Chinese nationals have been granted student visas in Cagayan, all endorsed by a major Philippine university. However, reports received only show more than 400 Chinese nationals are on-site, as the school is said to be implementing distance learning.

He said that the rise in students may be attributed to post-pandemic rebound, as well as the aggressive marketing of schools and government agencies to boost the countryโ€™s educational tourism.

Tansingco said that actions of foreign students โ€œis worth looking at by government intelligence agenciesโ€ given that it is well within their mandate and is necessary in ensuring national security.

The BI Chief stated that despite concerns of the security sector, he hopes that the checks will not prevent legitimate foreign students from continuing their studies in the Philippines.

โ€œThe national government has actively promoted the country as an education hub in Asia,โ€ said Tansingco. โ€œWe hope that these concerns do not scare away legitimate students whose stay in the country could greatly help re-boost our economy,โ€ he added. #

MANILA, Philippines - The Bureau of Immigration (BI) warned the public against traffickers recruiting Filipinos to work in China without the appropriate overseas employment visas.

Immigration Commissioner Norman Tansingco issued the warning upon learning of the arrival of five Filipinos who were repatriated from China.

The passengers, who recently arrived at the Ninoy Aquino International Airport (NAIA), were repatriated after being arrested and detained by Chinese immigration authorities for illegally working in the said country.

Three of them arrived last October 20 aboard an Air Asia flight, while the two others arrived the next day via a China Southern Airlines flight, which had both flown from Guangzhou province, China.

During interviews conducted by members of the Immigration Protection and Border Enforcement Section (I-PROBES), the victims recounted how they were enticed by their recruiters to travel and work in China, without securing the required overseas work permits from the government.

They said they were able to land in various jobs such as hotel housekeeper, caretaker, private tutor, and as household service workers (HSWs). Some of them recalled switching from one employer to another, even as they admitted that they were illegally working in China and could be apprehended anytime by the authorities.

One of the female victims recounted how she was made to pose as a nanny by her recruiter to facilitate her departure. Said recruiter traveled with her family, and she was made to pretend to be domestically working for them. She shared how she was overworked, and not properly compensated upon arrival in China. She ended up being imprisoned for 70 days after being arrested by Chinese authorities.

Tansingco said the experience of the repatriates should serve as a warning to other Filipinos that they should not be lured by promises of high paying jobs from strangers and foreigners, who will not help them the moment they encounter problems while working abroad.

โ€œThe best way to avoid these sad experiences is for you to go through the legal process that migrant workers should follow in applying for overseas jobs,โ€ the BI Chief stressed.
