The Final Workshop on Consequence Scoring, Risk Ranking, and Adaptation Options for the Coffeeโ€‘Based Integrated Watershed Management System (CBIWMS) was held on March 5โ€“6, 2026 in Kalinga, bringing together stakeholders for climate action and long-term sustainability of Kalingaโ€™s coffee industry.

In partnership with the Provincial Government of Kalinga and Ecosystem Cluster LGUs in Kalinga, the workshop validated risk assessments, finalized watershed risk rankings, and prioritized climate adaptation options to guide CBIWMS implementation.

Representatives from the Embassy of Canada in the Philippines also participated in the discussions.

The Samar Provincial Peopleโ€™s Council (SPPC) developed its Strategic Development Plan for Civil Society Empowerment, placing emphasis on women and women-led organizations (WLOs).

The planning workshop was facilitated by Samar State University (SSU) through its Samar Island Center for Local and Good Governance (SICLGG), with support from the Provincial Government of Samar and the Govโ€‘CDR Project.

Out of 86 participants, more than half were women leaders from communityโ€‘based organizations, representing Catbalogan City, Calbayog City, and nine other municipalities across the province. Leaders from senior citizensโ€™ groups, persons with disabilities (PWDs), and the transport sector, among others, also actively shared their voicesโ€”affirming inclusive and participatory governance in Samar.

Gov-CDR is one with the Philippine Commission on Women (PCW) in celebrating Womenโ€™s Monthโ€”advocating for gender equality, diversity, and social inclusion (GEDSI) in climate action, and supporting women leadership in the spirit of the Babaylan.

Under the sub-theme, โ€œLead like the Babaylans, Filipinas!โ€, the PCW reaffirms that womenโ€™s leadership is a fundamental part of Filipino identityโ€”just as in the time of the revered Babaylans, when women held influence and authority equal to men. It highlights the distinctive leadership qualities of Babaylansโ€”women leaders in pre-colonial Philippines whose authority was grounded in wisdom, empathy, mediation, and moral guidance rather than force or hierarchy.

๐Ÿ“ทIn Photos: Consequence Scoring, Risk Ranking, and Adaptation Options Workshop for the Silaga River Watershed on January 27-29, 2026, in Catbalogan City, Province of Samar.

Representatives from the Provincial Assessment Team, various national government agencies (NGAs), and the Municipality of Sta. Rita convened to advance a science- and evidence-based Climate Change and Disaster Risk Assessment (CCDRA) integrating local knowledge and traditional practices.

The workshop was facilitated by Maylyn Pagatpatan, Climate Specialist; Jefferson Vallente Jr., Climate Specialist; Clare Louise Share, Canadian Technical Advisor; Mario Tercero, Climate and Disaster Resilience (CDR) Specialist; and Fe Salcedo, Gender Equality, Diversity, and Social Inclusion (GEDSI) Specialist.

The Provincial Governor of Samar delivered a message of support, reaffirming the provinceโ€™s strong commitment to climate resilience, sustainable watershed management, and risk-informed development planning.

Through consequence scoring and risk ranking, participants identified and prioritized major climate and disaster risks affecting the Silaga River Watershedโ€”particularly flooding, environmental degradation, and livelihood loss. The workshop culminated in the development of context-specific and inclusive adaptation options aimed at strengthening resilience and breaking recurring cycles of vulnerability in this high-risk watershed system.

๐Ÿ“ONGOING | Climate Change and Disaster Risk Assessment (CCDRA) in Aklan Province, with a system-focused assessment of Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH).

Joined by representatives from the DRSTMH, PLGU, Municipal Engineering Office (MEO), Metro Kalibo Water District (MKWD), Department of Public Works and Highways (DPWH), and partner CSOs, the activity is facilitated by Local Resource Persons Mr. Alex Ramos, Risk Lead; Dr. Ed Calzeta, Climate Specialist; and Canadian Technical Advisor, Engr. Darren Swanson. Provincial Governor Jose Enrique โ€œJoenโ€ Miraflores also provided his message of support.

The CCDRA provides a strategic, system-based foundation for strengthening climate and disaster resilience in the Province of Aklan by institutionalizing risk-informed planning and investment, while enhancing inter-agency coordination and multi-stakeholder participation.

Canadaโ€™s Secretary of State for International Development, The Honourable Randeep Sarai, recently visited the project team for Alinea's Governance for Climate and Disaster Resilience (Gov-CDR) Project in the Philippine province of Bohol.

The Philippines has the highest disaster risk from extreme natural events and negative climate change impacts in the world, according to the 2025 World Risk Index. Today, in partnership with the National Resilience Council, Governors from Gov-CDR's partner PLGUs are joining the Bridging Leadership on Climate and Disaster Resilience (CDR). Hon. Rogelio Neil Roque of Bukidnon, Hon. James S. Edduba of Kalinga, and Hon. Jose Enrique M. Miraflores of Aklan participate in this executive session to advance their provincial CDR resilience vision and agenda; focusing on priority sectors and systems identified in the ongoing climate change and disaster risk (CCDR) scoping activity of the Project.

This is part of the three-session BL program, which includes sessions with the Gov-CDR staff in September, the PLGU teams in November, and now for the Local Chief Executives.

Todayโ€™s session successfully met the forumโ€™s objectives by identifying strategies and priorities and putting forward recommendations to help integrate Gender Equality, Diversity, and Social Inclusion (GEDSI) lens in the National Adaptation Plan (NAP) to further strengthen women's leadership in climate action.

In her closing remarks, Ms. Alyanna Tamayo, Co-Executive Director for Operations of Bayi, Inc., highlighted the importance of shared commitment for climate and disaster resilience (CDR) where Women-led Organizations (WLOs), humanitarian actors, development partners, and government agencies and representatives come together to influence decision making and advocate for women leadership in CDR.
