EMB fortifies industrial air oversight through advanced USEPA stack sampling standards
Parañaque City — The Environmental Management Bureau (EMB) conducted the National Stack Sampling Training to tighten environmental compliance and bolster industrial oversight under the Philippine Clean Air Act (RA 8749).
Hosted by EMB CALABARZON, the intensive training program held from August 3-7, 2026, focused on United States Environmental Protection Agency (USEPA) Method 23—the gold-standard protocol for detecting trace toxic compounds from stationary industrial sources.
Stack sampling measures pollutants released from industrial flues, chimneys, and generator sets. Standardized USEPA testing methods provide the scientific rigor necessary to evaluate compliance, assess air pollution control equipment efficiency, and generate accurate baseline data.
The spotlight on USEPA Method 23 addresses Polychlorinated Dibenzo-p-Dioxins (PCDDs) and Polychlorinated Dibenzofurans (PCDFs)—highly toxic chemical byproducts of combustion that pose serious long-term public health and environmental risks. Utilizing Method 23 enables regional regulators to extract air samples isokinetically, capturing minute trace elements down to picogram levels for high-resolution analysis.
Technical officers from EMB Regional Offices gathered to standardize emissions report reviews, sampling plan evaluations, and laboratory management protocols, including the USEPA Methods 1 through 4 for stack flow, velocity, dry molecular weight using Orsat Analyzers, and moisture determination, alongside Methods 5 and 29 for particulate matter and heavy metals.
The instructors also detailed specialized procedures for gaseous and organic pollutants, focusing on Method 6/8 for sulfur dioxide and sulfuric acid, Method 7 for nitrogen oxides, and Method 23 for dioxins and furans.
To support rigorous quality assurance and safety, the specialists trained participants on pre-sampling surveys, strict sampling safety protocols, sample chain-of-custody, and standard laboratory submission checklists.
Furthermore, Terrance Odom, Director of Apex Instruments, presented continuous measurement advancements, highlighting the Autokinetic Sampler as an automated tool that enhances the accuracy, consistency, and safety of isokinetic sampling.
While adverse weather redirected planned field sampling at House Technology Incorporated (HTI) in Cavite, participants completed hands-on equipment demonstrations at a secured place in Parañaque City. By standardizing these advanced USEPA testing methods across all regions, the EMB significantly strengthens its national capacity to monitor industrial emissions to safeguard public health.
