For almost a year, Ekomunikatib supported UNDP Philippines under the EU-PH Green Economy Partnership in Puerto Princesa City.

This engagement deepened our belief that environmental communication should be grounded in listening, local realities, and practical action. Circular economy is not only about reducing waste; it is also about helping communities, institutions, and local partners understand their role in protecting the city we all depend on.

Passion for conservation matters—but passion alone cannot keep the work going.
Protecting our coastal and fisheries resources needs funding for patrols, monitoring, equipment, livelihood support, restoration, and long-term maintenance.

In this Palawan News column, our founder Keith Anthony S. Fabro reflects on why conservation financing should be treated as a shared responsibility: led by local governments, supported by communities and partners, and strengthened by the general public.

LOOK: Following our inception meetings last April 2026, we recently facilitated consultation workshops for our client, Rare Philippines, in the Municipalities of Quezon, Narra, and Sofronio Española to identify practical financing opportunities that can support the implementation of each municipality’s Integrated Coastal and Fisheries Resource Management (ICFRM) Plan.

Using a participatory Multi-Criteria Decision Analysis (MCDA) process—a structured approach that helps participants evaluate and prioritize options based on agreed criteria—stakeholders assessed financing mechanisms according to their legal and institutional feasibility, financial viability, alignment with ICFRM objectives, implementation requirements, and stakeholder support.

Participants scored and ranked financing options, discussed local priorities and implementation challenges, and identified the most feasible financing mechanisms for their municipalities. The workshops also resulted in initial financing roadmaps that outlined priority financing mechanisms, key implementation actions, responsible offices and partners, resource requirements, coordination arrangements, and indicative timelines for implementation.

Thank you to the representatives from partner local government units, people’s organizations, and other stakeholders for sharing their insights and helping shape sustainable financing pathways for Southern Palawan.

What if waste didn’t always have to end up in dumpsites or pollute our environment?

A circular economy (CE) is a way of reducing waste by reusing, recycling, composting, and making better use of materials instead of simply throwing them away. It helps create cleaner communities, protect nature, and support more sustainable livelihoods and businesses.

Recently, we presented the Puerto Princesa City CE Outreach Plan and Branding Guidelines to the City Government of Puerto Princesa and the Local CE Action Team under the EU–Philippines Green Economy Partnership supported by the United Nations Development Programme.

The presentation focused on the city’s five-year outreach plan, which aims to encourage positive environmental habits and behavior changes among three key groups:

🌿 Households and communities
🌿 Government offices and schools
🌿 Tourism businesses

The plan includes strategic outreach activities that will help people better understand and practice waste segregation, reuse, composting, recycling, and other circular practices in everyday life.

We also presented the city’s campaign slogan:

Puerto Princesa: Naturally Circular

The campaign connects Puerto Princesa’s strong identity as a nature and tourism destination with its goal of becoming a cleaner, more sustainable, and future-ready city. The Naturally Circular identity also carries the idea that in Puerto Princesa, nature should thrive while waste is reduced through more responsible and circular ways of living.

Through stronger communication, community participation, and partnerships, Puerto Princesa continues to move toward a more sustainable and resilient future.💚

Coastal and fisheries management programs are often constrained by limited and inconsistent financing. While LGUs continue to implement important activities such as enforcement, monitoring, habitat protection, and livelihood support, sustaining these efforts over the long term remains a major challenge for many coastal municipalities in Southern Palawan.

Through our ongoing partnership with Philippines, Ekomunikatib Multimedia Consultancy Services recently facilitated inception meetings with the LGUs of Narra, Quezon, and Sofronio Española for a Sustainable Conservation Financing initiative supporting the implementation of their Integrated Coastal and Fishery Resources Management Plans.

The project focuses on analyzing existing financing systems, identifying funding gaps, mapping potential financing opportunities, and developing practical financing strategies tailored to local coastal management needs. This includes exploring local revenue mechanisms, national government programs, and potential partnerships with development organizations and external partners.

By helping LGUs better understand their financing systems, identify funding gaps, and map feasible financing opportunities, the project supports municipalities in strengthening their capacity to mobilize and manage resources for coastal management over the long term.

This creates stronger financing readiness for partner LGUs, improves alignment between CRM priorities and local budgets, and increases opportunities to access national programs, external grants, and potential investment partnerships that can support the implementation of their Integrated Coastal and Fishery Resources Management Plans.
