Every child deserves the opportunity to grow, learn, communicate, and participate fully in society. For children with Autism Spectrum Disorder (ASD) and Down Syndrome, achieving these milestones often requires specialized support, structured intervention, and a community that understands their unique developmental journey.
Behind every child with special needs is a family navigating challenges that require patience, knowledge, and access to the right resources. Yet for many communities, particularly among underserved sectors, specialized services and developmental support facilities remain limited or inaccessible.
Recognizing this growing need, Philand Security Agency Inc. continues to explore meaningful ways to create a positive and lasting impact within the communities it serves.
On April 15, 2026, Philand Security Agency Inc. met with Barangay Holy Spirit to discuss a collaborative initiative aimed at establishing a dedicated community-based facility that will provide support, intervention, and developmental programs for children diagnosed with Autism Spectrum Disorder (ASD) and Down Syndrome.
Joining the discussion were Ms. Lani David and Mr. Ranil Sorongon of Philippine Partnership on Children with Disabilities (PP CWD), Past District Chairwoman Anne Gutierrez of the Inner Wheel Philippines - District 378 who is also a Past President of Inner Wheel Club D378 Holy Spirit New Gen, Vice Governor Ms. Michelle Padrelanan of Rotary Clubs of the Philippines District 3830 – Past President of Rotary Club of Sunvalley Sunrise, and Mr. Rowie U. Gutierrez Officer of the Philippine Coast Guard Auxiliary 111th Squadron, Estrella "Star" Valmocina Barangay Captain of Barangay Holy Spirit - BHSQC, Former DILG Under Secretary for Barangay Affairs Felecito "Chito" Valmocina.
More than simply creating a facility, the proposed initiative seeks to establish a safe, inclusive, and nurturing environment where children can access specialized developmental services while empowering parents and guardians through education, training, and continuous guidance.
The program is envisioned to provide:
• Physical Therapy
• Cognitive Development Programs
• Speech and Communication Development
• Psychological Assessment and Evaluation
• Family Screening and Profiling
• Parent Orientation and Skills Development
• Supplementary Therapy Programs
for Parents and Children
• Monitoring and Follow-up Systems
to Track Developmental Progress
A key component of the initiative is sustainability. Beyond providing immediate assistance, the program aims to equip families with the knowledge and practical skills necessary to continue supporting their children's development at home.
Through a structured mentorship and community-support framework, participating families may eventually help guide and support future beneficiaries, creating a cycle of empowerment within the community.
Inspired by the principles of the YAKAP (Yaman ng Kalusugan Program) initiative, this advocacy seeks to bridge the gap in access to developmental services and family support systems. During the discussions, it was emphasized that no dedicated facility of this nature currently exists within Barangay Holy Spirit despite the evident and growing demand among families caring for children with special needs.
The establishment of such a center would significantly improve access to essential developmental services, particularly for indigent families who often face barriers to obtaining specialized care.
