Most enterprise AI governance exists on paper until it has to work in production. Gartner predicts 40% of companies will decommission autonomous agents by 2027 after finding that out the hard way.

On 2 August 2026, the EU AI Act's transparency and governance infrastructure obligations take effect. The question it forces is not whether your provider has an AI policy. It is whether their controls are enforced at the infrastructure level or just written down somewhere.

Financial services is one of the most heavily regulated industries, which is why many firms assume offshore operations aren't viable. That assumption may be cost companies more overhead, hold them back from scaling effectively, and keep them from offering expert-level care that offshore teams can offer.

Banks, insurance companies, fintech firms, and financial advisory practices are running compliant offshore operations at scale β€” operating with SOC 2 Type II, PCI-DSS, data residency controls, and HIPAA certifications, where applicable. The compliance infrastructure for financial data offshore is well established.

The talent case is equally strong. The Philippines produces over 150,000 business and accounting graduates annually. Accounts receivable, claims processing, KYC/AML verification, loan servicing, and financial reporting are all high-ROI functions with proven offshore track records.

The assumption going into 2026 was that AI would reduce the need for offshore teams, but the data is going the other way. Every AI system running in production requires human oversight, quality evaluation, training data, and exception handling.

An offshore agent using AI-assisted drafting handles 40-50% more interactions than one working without those tools. The output of the AI improves with human review. The economics improve with offshore delivery.

AI has also created categories of outsourced work that didn't exist before: data labeling, model quality assurance, prompt engineering, content moderation. These are the fastest-growing segments of outsourced work in 2026.

Outsourcing budgets aren't shrinking. They're being redirected toward AI-augmented roles and complex analytical work. Law firms are carrying overhead they don't need to carry. A junior paralegal in the US costs $55,000 to $75,000 fully loaded per year. An equally qualified offshore paralegal costs $18,000 to $24,000. Document review contractors who typically bill at $35 to $55 per hour domestically cost $12 to $20 offshore, with QA layers that domestic staffing agencies rarely include.

A mid-size firm that moves five paralegal and legal support roles offshore typically saves $200,000 to $300,000 per year in direct costs, with additional savings from reduced office space, equipment, and benefits overhead.

Document review, contract abstraction, legal research, billing operations, and litigation support are all well-established offshore functions. The confidentiality and security infrastructure is there with SOC 2, ISO 27001, encrypted VPNs, and restricted access facilities for no additional cost.

The Philippines produces over 150,000 accounting graduates a year. Many have trained on international standards and have direct experience serving Australian or US clients. They know Xero, MYOB, and NetSuite, to name a few.

Cloud accounting removed the last practical barrier, such as access controls, encrypted connections, and role-based permissions. The security model is the same whether the team is down the hall or in Manila.
