Homeschooling is legal in the Philippines. The Philippines Constitution, Article XIV, Section 1(2) states that the country will “Establish and maintain a system of free public education in the elementary and high school levels. Without limiting the natural right of parents to rear their children” Under the last phrase, “Without limiting the natural right of parents to rear their children,” religious groups, mission boards, and families can branch off from public education to create their own private education. However, the Constitution also provides under Section 4 (1) that “the State recognizes the complementary roles of public and private institutions in the education system and shall exercise reasonable supervision and regulation of all education institutions.” Further, the Department of Education (DepEd) Memo no. 216 s. 1997 entitled “Home Education Program” states that if a homeschooled student wants to transfer into a conventional school, he or she must first be accredited by the DepEd. IDEAL Center’s Home School has two ways: the Regular Home School (RHS) and Blended Home School (BHS). We recommend that first- time homeschoolers take the BHS, blended home school gives lesson plans, quarterly exams, and students may attend a scheduled conventional class. Basically, in BHS, is that you will get DepEd accreditation because your child has gone with the quarterly exams and is tied up with a DepEd recognized school, that's why your child will get DepEd accreditation. Now there is RHS. That’s for some children who are more fit with a less structured environment. Lesson plans will be provided, so as the quarterly exams, but only as a resource. Your child need not even take them and you don’t even have to submit any quarterly grades. What happens is that you will be free to explore and take other options. What we will do is provide the environment of homeschooling with activities and support you and guide you so that you will take your child at the end of the year to the Department of Education office and take a validation exam. Also with IDEAL Center, you have the option to get a foreign credential equivalency from the California University FCE. Program Resources/Affiliates:

UNITWIN is the abbreviation for the University Twinning and Networking Programme. The Programme was established in 1992 following the relevant decision of UNESCOs General Conference taken at its 26th session. The UNITWIN/UNESCO Chairs Programme was conceived as a way to advance research, training and programme development in all of UNESCOs fields of competence by building university networks and encouraging inter-university cooperation through the transfer of knowledge across borders.
