VOCATIONAL REHABILITATION AND EMPLOYMENT (VR&E) SELF-EMPLOYMENT PROGRAM ORIENTATION

The purpose (or mission) of the Self-Employment program is to provide services and assistance which will enable qualified veterans with service-connected disabilities to achieve rehabilitation through self-employment.

The Mission and Goals of the VR&E Self-Employment Program
VA may furnish certain services and assistance to veterans with an approved self-employment rehabilitation goal. These services and assistance are based on one of two assigned categories.

TYPES OF SERVICES FOR SELF-EMPLOYMENT
The primary goal of the Self-Employment program is to make sure that each participant is able to successfully achieve rehabilitation through self-employment. In partnership with you, the counselor will work to establish the services and assistance that are needed to achieve rehabilitation through self-employment. In addition, your desires will also be considered during this process.
Types of Services for Self-Employment
The Veteran’s Role
CATEGORY I
SELF-EMPLOYMENT GOAL
Comprehensive training, incidental services such as business license fees
Incidental training in the management of a small business
Purchase or rentals of cars, trucks, or other vehicles
CATEGORY II
Essential equipment, including machinery, occupational fixtures, accessories, and appliances
Minimum stocks of materials, such as inventory of salable merchandise or goods, expendable items required for day-to-day operations, and items which are consumed on the premises
The personal tools and supplies, which the veteran would ordinarily require to begin employment
License or other fees required for employment and self-employment
Full or partial payment to purchase land or buildings
Stocking either a farm or a fishery operation
Lease or rental payments

CASE MANAGER’S ROLE
Provide information necessary to assist the veteran with training, developing a business plan, and funding of the business
Inform the veteran on how VR&E decisions will be made
NOTE: If your VA Case Manager determines that your business plan is viable and you can benefit from self-employment services, your Case Manager will conduct a feasibility analysis before developing a plan with self-empolyment as the rehabilitation goal.
Complete a preliminary self-employment evaluation

Cooperate in the process
The VA Case Manager will conduct a preliminary self-employment evaluation. The preliminary self-employment evaluation will assist your Case Manager in determining your suitability and readiness to start a business.
Decide what self-employment goal to pursue and develop a business plan
VETERAN’S ROLE
Obtain the necessary permits, licenses, and insurances Provide business records and financial records as needed, which may include annual tax returns, financial statements, and income and expense reports
Conduct a feasibility analysis to determine whether or not the self-employment goal is achievable Review the final business plan to determine if the business is economically viable Support the veteran and serve as the liaison between the veteran, consultants, and lenders Monitor, document, and provide case support to facilitate rehabilitation.
