The Bureau of Internal Revenue (BIR) has recently issued Revenue Memorandum Circular (RMC) No. 32-2023 regarding the procedures in the filing of the Annual Income Tax Return (AITR) for Calendar Year (CY) 2022 as well as payment of taxes due thereon until April 17, 2023.

👉 Taxpayers may file and pay their AITR for CY 2022 to any Authorized Agent Banks (AABs) and Revenue Collection Officers (RCOs) notwithstanding the Revenue District Office (RDO) jurisdiction, without imposition of penalties for wrong venue filing;
👉 eFPS taxpayers shall file their AITRs electronically and pay the taxes due through the eFPS-AAB where they are enrolled;
👉 eFPS taxpayers shall use eBIRForms in the filing of AITR only in cases that filing cannot be made through eFPS due to the following reasons:
- Enrollment to BIR-eFPS and eFPS-AAB is still in process;
- The enhanced forms are not yet available in eFPS;
- Unavailability of BIR-eFPS covered by a duly released advisory; or
- Unavailability of eFPS-AAB system as informed by the AAB.
👉 For electronically filed returns through the eBIRForms, payment of taxes may be made through AABs, RCOs of any RDO or through ePayment channels (DBP PayTax Online, LBC Link.Biz Portal, UnionBank Online The Portal Payment Facility, GCash, Maya, MyEG)
👉 Payment through RCOs of RDOs shall be up to P20,000 in cash, or in check regardless of the amount payable to "Bureau of Internal Revenue";
👉 No payment returns shall be filed be electronically through eBIRForms;
👉 Only senior citizens, PWDs, employees deriving purely compensation income and those qualified for substituted filing but opted to file their AITR are allowed to file their no payment returns manually;
👉 For electronically-filed AITRs without attachments, printed copies of the returns are not required to be submitted with the RDOs. The email confirmation for eBIRForms and the generated Filing Reference Number for eFPS taxpayers will serve as proof of filing of returns;
👉 For electronically-filed AITRs with attachments, taxpayers may have the attachments stamped with the RDO where they are registered within fifteen (15) days from the date of the tax filing deadline.
