Did you know? A Warrant of Distraint and/or Levy (WDL) cannot stand on its own. In tax enforcement, collection efforts are only valid when supported by a valid final assessment. If the assessment is declared void, subsequent collection actions may also fail.

𝗕𝗜𝗥 𝗥𝗲𝗽𝗼𝗿𝘁𝘀 𝗦𝘁𝗿𝗼𝗻𝗴 𝗥𝗲𝘃𝗲𝗻𝘂𝗲 𝗚𝗿𝗼𝘄𝘁𝗵 𝗮𝗻𝗱 𝗠𝗮𝗷𝗼𝗿 𝗥𝗲𝗳𝗼𝗿𝗺𝘀 𝗶𝗻 𝗙𝗶𝗿𝘀𝘁 𝗦𝗶𝘅 𝗠𝗼𝗻𝘁𝗵𝘀 𝗼𝗳 𝟮𝟬𝟮𝟲

The Bureau of Internal Revenue (BIR), under the leadership of Commissioner Charlito Martin R. Mendoza, reported significant progress in its modernization and reform initiatives after recording P1.155 trillion in gross collections from January to April 2026. Speaking during a dialogue with the American Chamber of Commerce of the Philippines (AmCham) in Makati City, Mendoza shared that the Bureau exceeded its four-month collection target by P9.631 billion, despite the extension of the Annual Income Tax Return filing deadline to May 15. He emphasized that beyond stronger collections, the BIR remains focused on improving how taxes are collected through reforms in digitalization, audit systems, taxpayer services, and regulatory simplification under the Bureau’s five-pillar reform agenda known as BIR DARES.

Among the initiatives highlighted were the implementation of the one-LOA-per-taxpayer-per-year policy, the launch of the LOA Verifier through REVIE, the Interactive Digital Tax Calendar, Digital TIN integration via the eGovPH App, and the rollout of new taxpayer-friendly systems for micro and small businesses. Mendoza also stressed the importance of institutionalizing reforms to ensure long-term impact and sustainability beyond any single administration. He encouraged continued collaboration between the BIR and the private sector, emphasizing that constructive feedback and stakeholder engagement are essential in building a more modern, transparent, and service-oriented tax administration system for the country.
