Sa ilalim ng panukalang batas na ito, ipagbabawal ang pag-aabono ng delivery rider para sa order ng customer, at pag-cancel ng order liban kung pinapayagan ito ng delivery service provider.

Sinumang lalabag sa panukala ay mahaharap sa pagkakakulong o pagbabayad ng multa na hindi hihigit sa P100,000. Babawiin din ang lisensya at permit kung delivery service provider ang lumabag.

Kasama rin sa panukalang batas ang pag-iimplementa ng "know-your-customer rules" kung saan kailangang isumite at beripikahin ng mga customer ang kanilang pagkakakilanlan.

“In light of the rising cases of unjust order cancellations and hoax-orders, there is an urgent need for the State to protect delivery drivers and riders of all food, grocery and pharmacy delivery services," ayon kay Sen. Koko Pimentel na isa sa mga may-akda ng panukalang batas.
