Annual report ends March 1, BI reminds registered aliens

Foreign nationals registered with the Bureau of Immigration (BI) were reminded that they have only until March 1 to appear in person to the agency for their 2021 annual report.

BI Commissioner Jaime Morente said that as in previous years this year’s annual report of aliens will not be extended.

He explained that the Alien Registration Act of 1950 requires all aliens with immigrant and non-immigrant visas to report in person to the bureau within the first 60 days of every calendar year.

Morente again warned that any failure to comply with the report may result in fines, visa cancelation, deportation, or imprisonment.”

The BI chief also advised foreigners who have not yet made the report to immediately register with the BI’s online appointment system at http://e-services.immigration.gov.ph to obtain their slots.

He reiterated that 800 slots for the annual report are reserved per day while Saturdays are reserved to accredited entities and remote reporting for bulk applicants.

Lawyer Jose Carlitos Licas, BI alien registration division chief, meanwhile, said foreigners who are out of the country during the 60-day period can still make the report within 30 days upon their return to the country, provided their re-entry permits are still valid.

He said that aside from the BI main office in Intramuros, Manila, aliens may also report to the nearest participating BI field, satellite or extension office.

Licas also reported that as of end-January a total of 77,303 aliens already filed their report, which is 10-percent less than the 86,683 who complied last year.

He said 19,166 of the aliens appeared at the BI main office in Manila while the remaining 58,137 filed their report in the different immigration subports throughout the country.

BI reminds aliens to file annual report early
to avoid crowds amidst NCoV scare

Foreign nationals registered with the Bureau of Immigration (BI) were reminded today that they have only until this Feb. 29 to go to the nearest BI office for their 2020 annual report.

BI Commissioner Jaime Morente reiterated that the annual reporting period will not be extended even as he warned that failure to make the report will warrant the imposition of fines and possible prosecution.

The 1951 Alien Registration Act obliges all BI-registered aliens, who are holders of immigrant and non-immigrant visas, to make the annual report within the first 60 days of a calendar year. "This includes foreigners who are living, working, and are studying in the Philippines," said Morente.

Morente urged aliens to avoid the deadline rush that is usually marred by overcrowding in BI offices, thus exposing them to health hazards amid the outbreak of the novel coronavirus.

“I therefore urge you to make your annual report now by visiting any of our participating field, satellite and extension offices throughout the country,” the BI chief added. “Their address can be found in our website at www.immigration.gov.ph.

Lawyer Jose Carlitos Licas, BI Alien Registration Division Chief, reminded aliens to bring their passport and present their alien certificate of registration identity card (ACR I-Card). Each of them shall pay a P300 annual report fee and P10 legal research fee.

“For those who are currently abroad, they shall make the report within 30 days from the date of their return to the country, provided they have valid re-entry permits,” Licas said.

In the case of alien minors aged 14 years and below, it shall be the duty of their parent or guardian to make the report on their behalf.

Senior citizens aged 65 years old, persons with disability, and are likewise exempted from personal appearance, he added, but are required to submit a Special Power of Attorney for their representative.

Application forms, guidelines and information on the conduct of the 2019 annual report can be downloaded from the BI website.

"There were barely any reportees during the first month of the reporting period," said Morente. "We encourage registered aliens to submit themselves early to avoid unnecessary crowds amidst the 2019 NCoV ARD scare," he added.
