1.0 NARRATIVE DESCRIPTION OF FIRM

Tomeldan, Alli & Molina Planners Company (TAMpc) was originally formed in June 1993 and became fully operational in March 1996. Its Principals/ Partners and key technical staff carry with them long years of professional experience in their respective fields in Architectural and Engineering (A&E) Design, Allied Architectural (AA) Services such as Space Planning, I

nterior/ Furniture/ Landscape Architecture Design, Project Management (PM), Land and Property Development (LPD) Consulting, Urban and Regional Planning (URP), Tourism Planning (TP), Real Estate Services (RES), formulation of Comprehensive Land & Water Use Plans (CLWUPs) and Zoning Ordinances (ZOs), and Housing/ Planning/ Transportation Research and Development (R&D). TAMpc possesses a wide range of capabilities as its Principals/ Partners are connected with other consulting firms and the academe from where logistic support and technical expertise can be drawn if a project/ undertaking so requires. TAMpc offers a full range of Design and Planning services ranging from micro-architecture to macro-planning for both private and government entities. (TAMpc) is an integrated group of young professionals expressing commitment to the rational development of the urban setting and the built environment. It is the intent of the Principals/ Partners of TAMpc. for the firm to continually evolve into an active exponent in design and planning activities that must at all times complement both the man-made and the natural environments. Together with its affiliated firms and consultants, TAMpc plans and designs with the environment and for the environment so that future generations could be bequeathed a legacy of concern for much that has been taken for granted. As with its affiliated consulting firms and individual consultants, TAMpc is aware that the required design and planning solutions to many of our present problems need not only be easily and immediately realizable but more importantly, they should be: 1) decisive and realistic yet flexible enough and truly responsive to the peculiarities of each problem (issue-oriented); 2) imaginative, bold, and visionary; 3) ethically acceptable, morally upright and beyond reproach; 4) nationalistic and conscientious; 5) law-abiding, just and socially/ spiritually uplifting; 6) environmentally sound and resource-oriented; and 7) cost-conscious and forward looking. TAMpc believes that existing developments/ communities need not stagnate and new ones need not be haphazardly developed (for blatantly economic expediencies) to the detriment of the very people for which they are built. TAMpc further believes that the acceptability and viability of development projects is largely dependent on proper planning, design, development and management of the physical environment with due consideration to given social, economic political and geo-socio/ eco/ political milieus. Principals of the Firm

The three (3) Principals of TAMpc are all products of the University of the Philippines (UP) College of Architecture Class of 1982, and the UP School of Urban and Regional Planning (SURP), where they earned their B.S. in Architecture and M.A. in Urban and Regional Planning (MAURP) degrees respectively. They are all Registered and Licensed Architects (RLAs) and Registered and Licensed Environmental Planners (RLEnPs) under the Philippine Professional Regulation Commission (PRC). The three (3) Principals are also active and recognized members of their main professional organizations, namely the United Architects of the Philippines (UAP), the integrated and accredited professional organization of architects (IAPOA) and of the Philippine Institute of Environmental Planners (PIEP). TOMELDAN, piep, fuap, a Registered and Licensed Architect (RLA) and a Registered and Licensed Environmental Planner (RLEnP), is the Partner primarily responsible for institutional planning efforts and is the Firm’s Treasurer/ Comptroller. Mike has been a faculty member of the University of the Philippines College of Architecture (UPCA) since 1986. His various planning involvements in the past 25 years include work with both local and foreign consulting groups in public/ private sector projects. Most notable among the local projects are the Preparation of Strategic Planning Guidelines (HLURB), the NEDA-funded CALA Project, Tourism Master Plan for the Philippines (DOT), and the Pasig River Rehabilitation Project (DENR-EMB). His international projects include the Shandong Coastal Tourism Development Master Plan in China and the Punjab Tourism Development Master Plan in India for the United Nations World Tourism Organization (UNWTO). EnP Armando N. ALLÌ (al-YEEH), piep, fuap, hfpia, fspac, pica, crb, aaif, also a RLA and RLEnP, is the Partner primarily responsible for public sector planning efforts and is the Firm’s Secretary. Boy is a Consultant for various planning organizations and firms, with which he has been connected since 1981. His various planning involvements in the past 29 years include work with both local and foreign consulting groups in public/ private sector projects. Most notable among these were the Circumferential Road 6 (C-6) Tollway, the South Luzon Elevated Expressway (SLEE), the North Luzon Tollway Extension (NLTE), the LRT-1 and the LRT network, the conversion of Clark Air Force Base Proper, the Cagayan Special Economic Zone and Freeport (CSEZF), the PEA-owned 50.0 has. reclaimed commercial property along Manila Bay, the Comprehensive Land & Water Use Plan (CLWUP) for Pasay City, Metro Manila, urban renewal and housing projects and a host of other land and property development projects. EnP Oscar F. MOLINA, piep, uap, also a RLA and RLEnP, is the Partner primarily responsible for private sector planning efforts and is the Firm’s General Manager. Oca is a Consultant for various local and foreign planning firms, with which he has been connected since 1983. Most notable among these are the Imam University in Riyadh in the KSA, the Comprehensive Development Plan for the City of Antipolo, the Government Center of Calapan, major landfill projects and several land and property development projects. His more recent projects include the SCTEx Corridor Land Use Plan for SCADC, the Las Brisas Master Plan in Puerto Galera, Oriental Mindoro and the Preparatory Study for Central Philippines Comprehensive Infrastructure Development Project for JICA. 5.0 TAMpc REGISTRATIONS

TAMpc was 1 of only 14 Registered Consulting Member Firms (CMFs) of the Council of Consulting Architects and Planners of the Philippines (CCAPP, dissolved 2006), a Member Organization (Mem-O) of the Confederation of Filipino Consulting Organizations (COFILCO), Inc., the only umbrella organization of officially-registered and accredited consulting firms recognized by the Government Procurement Policy Board (GPPB) under Republic Act (R.A.) No. 9184 (otherwise known as the Government Procurement Reform Act of 2003 or the GPRA) and its Implementing Rules and Regulations (IRR) and under EO No. 278 of 2004, its IRR and Guidelines. TAMpc is awaiting official registration by the PRC BoEP as a planning firm in full compliance with the 2013 Environmental Planning Law (R.A. No. 10587).

The Comprehensive Land Use Plan (CLUP) 2024-2034 and the Zoning Ordinance (ZO) 2024-2034 of Makati City of the Philippine (PH) National Capital Region (NCR) was duly ratified last Monday, 11 May 2026 by the Department of Human Settlements and Urban Development (DHSUD) through Department Circular (DC) No. 2026-003, Series of 2026. It follows the 23 January 2026 Metro Manila Council (MMC) action through Metropolitan Manila Development Authority (MMDA) Resolution No. 26-01, endorsing the CLUP/ZO to the DHSUD for ratification. This was preceded by an approx. 1.5 year extended joint technical review (JTR) by the MMDA-DHSUD NCR & ELUPD and by the new Makati City LGU administration (that assumed office after the 2025 elections). With this ratification, the full rollout, information dissemination and implementation/enforcement of the ZO follows. The Makati City CLUP/ZO and ZO IRR may now serve as the newest reference for highly urbanized cities (HUCs) in the country. The CLUP-ZO effort from 2023-2025 was undertaken by Tomeldan, Alli & Molina (T.A.M.) Planners Co. and RSDPI.
