"CSG-SOSIA REITERATES ZERO-TOLERANCE POLICY ON UNLICENSED SECURITY PERSONNEL FOLLOWING ILOILO SHOOTING PROBEβ
The Philippine National Police Civil Security Group (CSG), through Regional Civil Security Unit 6 (RCSU 6) has released the findings of its motu proprio investigation regarding a shooting incident in Pavia, Iloilo, involving an individual deployed as private security personnel.
The investigation confirmed that the suspect, identified as Lloyd Gale Katipunan, was performing duties as CCTV Operator under contract with Combined Blue Dragon Security Services, Inc. without the required legal authority. Specifically, findings revealed that Katipunan possessed no valid License to Exercise Security Profession (LESP) as Security Guard nor as Security Hardware and System Operator.
βThe employment and deployment of security personnel without a valid LESP is a clear violation of Section 362, Rule 70 of Republic Act 11917 and its Implementing Rules and Regulations (IRR). Such actions undermine the integrity of the private security profession and pose significant risk to public safety.β
In response to these findings, SOSIA has taken a firm legal stand, recommending the imposition of administrative fines against the individual. Further, as a stern deterrent against the practice of βunlicensed guardingβ the Combined Blue Dragon Security Services, Inc. has moved for the perpetual disqualification of the suspect from ever processing or possessing a LESP in the future.
Regarding the Private Security Agency (PSA), the investigation concluded that while the agency is responsible for the administrative compliance of its staff, the specific criminal offense committed by Katipunan was done in his private capacity, beyond the control and monitoring of his employer.
The CSG-SOSIA reminds all Private Security Agencies and establishments that strict adherence to RA 11917 is non-negotiable. The Office remains committed to purging the industry of unqualified individuals to ensure that only trained, licensed, and vetted professional are entrusted with the safety of the community.
