Qualis Consilio Consulting, Inc., through a joint initiative with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) under its Strengthening Disaster Resilience and Risk Mitigation through Ecosystem-based Planning and Adaptation (E4DR) Program, is leading the technical assistance for selected local government units (LGUs) in Samar Province to support the updating of their Comprehensive Land Use Plans (CLUPs) and the strengthening of their local planning capacities. The Project Team launched a Kick-off Meeting on July 14, 2026, with select Samar municipalities, GIZ, and the Samar Provincial Planning and Development Office.
Fourteen municipalities, including LGUs within the Calbiga Watershed and those with outdated CLUPs, will participate in iterative workshops from August 2026 to February 2027. These sessions will guide LGUs in updating their CLUPs by integrating climate-disaster risk assessments (CDRA) and ecosystem-based adaptation (EbA) in strict alignment with DHSUD standards and provincial planning instruments like the PDPFP and CDP.
The technical assistance includes support for data generation and
validation, Geographic Information Systems (GIS)-based mapping, Climate and Disaster Risk Assessment (CDRA), land use analysis, and the preparation of land use plans and Zoning Ordinances (ZOs).
