Qualis Consilio Consulting, Inc. assists the Municipality of Taytay Rizal in formulating its Comprehensive Land Use Plan (CLUP) for 2025 to 2036. To kick off the project, the Project Team conducted a three-day workshop from January 13 to 15, 2025, bringing together local government officials, department heads, sectoral representatives, civil society organizations, and other relevant stakeholders to discuss and refine the CLUP. The workshop began with leveling-off activities focusing on the project overview, the importance of CLUP, and the expected roles of the CLUP Technical Working Group.

The workshop discussions and activities focused on preparing the CLUP data requirements, enhancing the LGU geodatabase, and identifying sectoral issues and opportunities that influence land uses in Taytay. One of the main workshop sessions provided the importance of mainstreaming climate change adaptation/mitigation and disaster risk management into the spatial development plans and zoning ordinance.

Qualis Consilio Consulting, Inc. conducted a comprehensive two-day workshop on December 3 and 4, 2024 with the Municipal Government of Rizal. The workshop focused on refining the municipality's Comprehensive Land Use Plan (CLUP). The Technical Working Group (CLUP-TWG), consisting of municipal officials, department heads, barangay officials, sectoral representatives, and CSOs, attended the workshop.

On the first day, the workshop centered around the presentation and validation of the Sectoral Studies, which incorporated findings from the Climate and Disaster Risk Assessment (CDRA). The analysis provided a comprehensive overview of the municipality’s current situation across several key sectors: environmental, social, economic, infrastructure, and institutional.

The second day of the workshop focused on the Proposed Land Use and Zoning Plan, an essential component of the CLUP. The discussions began with the presentation of findings from the Land Use Studies, which assessed the current land use across the municipality. This analysis helped identify underutilized or misused areas, as well as forecasted future land needs based on population growth and urban expansion. The workshop then introduced Development Strategies aimed at guiding the municipality's sustainable growth, emphasizing the need to balance economic development with environmental protection and climate change and disaster risk resilience.

The workshop also presented a Structure Plan, outlining a proposed layout for land use in the municipality. This plan suggested different zones for various purposes, as well as areas to be conserved due to environmental or disaster risk considerations. Participants provided feedback to help refine the final plan.

The session concluded with a discussion on the next steps in the land use planning process, including finalizing the proposed land use categories and zoning regulations, integrating the workshop feedback, and preparing the plan for approval by the municipality.

The City Government of Canlaon, in partnership with Qualis Consilio Consulting, Inc., successfully concluded the Formulation of the Development Master Plan for the City of Canlaon Project with a Closing Activity held on 11 November 2024.

The event brought together key stakeholders, including the City Mayor – Hon. Jose Chubasco B. Cardenas, members of the Sanggunian Panlungsod (SP), the City Development Council, the Technical Working Group, various public stakeholders, and Civil Society Organizations (CSOs). This collaborative effort culminated in the submission and presentation of critical deliverables aimed at guiding the city’s sustainable growth and development:

• Volume 1: Comprehensive Land Use Plan 2024-2035
• Volume 2: Zoning Ordinance 2024-2035
• Volume 3: Sectoral and Special Area Studies
• Comprehensive Development Plan 2025-2030, including the Ecological Profile
• Local Shelter Plan 2024-2035
• Local Climate Change Action Plan 2024-2030
• Local Public Transportation Route Plan

The objectives of the activity included presenting the development master plans to city officials, the public, and the broader planning community and providing guidance on the approval process with relevant national government agencies.

A key highlight of the Project was the close collaboration between Qualis, the City Government of Canlaon (spearheaded by the City Development Council Secretariat), and national government agencies, such as the Department of Human Settlements and Urban Development (DHSUD), Department of Interior and Local Government (DILG), and the Land Transportation Franchising Regulatory Board (LTFRB). Their involvement streamlined the ongoing approval process for the plans and ensured alignment with national policies and standards.

The activity also underscored the importance of participatory and inclusive planning, as echoed in the remarks of the City Mayor, who emphasized the pivotal role of collective action in achieving Canlaon’s vision for a resilient, sustainable, and livable future.

With the plans formally turned over, the City Government of Canlaon is now poised to take the next steps in securing necessary approvals and implementing strategies that will shape its development trajectory for years to come. The activity served as a fitting culmination of months of dedicated work, reaffirming a shared commitment to progress and collaboration.

Qualis Consilio Consulting, Inc. conducted a three-day workshop (July 29 to 31, 2024) with the City Government of Canlaon tackling the city's Develoment Master Plan (DMP) composed of the Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP), Local Shelter Plan (LSP), Local Climate Change Action Plan (LCCAP), and Local Public Transport Route Plan (LPTRP). This was attended by the technical working group (TWG) consisting of city officials, department heads and personnel, barangay officials, and sectoral representatives.

Day 1: The results of the situation analysis (with Climate and Disaster Risk Assessment (CDRA) integrated) were presented to the TWG for validation. The situation analysis describes the current situation of the LGU which is utilized in profiling and sectoral analyses. Key sectoral issues and challenges that need to be addressed in the DMP were highlighted. In addition, potential opportunities were also presented to the body for consideration.

Day 2: The development agenda for the city was formulated after reviewing the existing Executive Legislative Agenda (ELA) which consists the city's major development thrusts. Sector and sub-sector representatives were also tasked to develop and present their respective programs, projects and activities (PPAs) which were organized and aligned to the goals and development agenda of the city. A long list of PPAs was produced after the activity.

Day 3 - AM: The TWG grouped per sector was tasked to rank and prioritize the long list of PPAs. A customized template which incorporated the Level of Urgency Test, Resource Impact Matrix, and Goal Achievement Matrix was provided to the participants to assist in the screening of the PPAs resulting to a structured list of PPAs. The tool also took into consideration the potential recurring revenue of the programs for sustainability of its implementation in the future. The outputs of the activity will be utilized in developing the program/project briefs as part of the Local Development Investment Program (LDIP) and the Climate Change Expenditure Tagging (CCET).

Day 3 - PM: The Structure Plan of the city for the Proposed Land Use was determined. The spatial growth and development of the city was guided by the development agenda which identified key industries in the city. The Structure Plan also considered the results of the sieve mapping which identified restricted and no-build zones, and possible areas for expansion and development. Lastly, spatial requirements for infrastructure-related projects as determined in the structured list of PPAs for each sector were also considered and identified in the Structure Plan.

Qualis Consilio Consulting, Inc. assisted the Municipality of Cajidiocan in conducting three (3) public hearings on its proposed Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO).

Upon conducting the public hearing, the municipal government through its Sanguniang Bayan will endorse the CLUP and ZO to the Provincial Land Use Committee (PLUC) for approval.
