MPSA 262 consisted of Forty Eight (48) P.D. 463 Mining Claims with an aggregate area of 3,888.00 has. Eighteen (18) of these claims were initially staked by Central Mindanao Mining Corporation, Incorporated (CMMCI) which in 1986 put up a 100 TPD Cyanidation Plant at Bayugan 3, Rosario, Agusan del Sur. On February 14, 1987, CMMCI entered into an “Agreement” with Banahaw Mining and Development Corpo

ration (BMDC) covering its Eighteen (18) Mining Claims. BMDC is an exploration and mining company and the Philippine operating entity of Musswelbrook Energy and Mines which was listed in the Australian Stock Exchange. An additional Nineteen (19) Mining Claims were later staked by BMDC which also pursued and succeeded in consolidating most of the adjoining claims through operating agreements with various claim owners and tenement holders. On December 18, 1996, a Deed of Assignment was executed by BMDC and Base Metal Mineral Resources Corporation (BMMRC) covering the Thirty Seven (37) Mining Claims, inclusive of the “Agreement” executed by CMMCI and BMDC on February 14, 1987. On July 28, 1997, BMMRC filed the Mineral Production Sharing Agreement (MPSA) applications denominated as APSA No. 000010-XIII, APSA No. 000011-XIII, APSA No. 000012-XIII and APSA No. 000013-XIII with the Mines and Geosciences Bureau (MGB) Regional Office (RO) No. Two (2) of these APSA applications were later on consolidated into one (1) application (APSA Nos. 000010-XIII and 000011-XIII) denominated as APSA No. 000084-XIII. BMMRC officially notified MGB RO No. XIII of its change in corporate name into Filminera Resources Corporation (FRC) on May 4, 2000. On February 28, 2003 a Transfer Deed was executed by FRC and Philsaga Mining Corporation (Philsaga) involving APSA No. 000084-XIII, where the former agreed to transfer all its rights and interest over the MPSA application including the approved Small-Scale Mining Permits (SSMP) to the latter. While waiting for the approval of APSA No. 000084-XIII, Philsaga continued the SSMP operation inherited from FRC. Vibrant Earthmovers, Inc. was engaged as the mining contractor of the Co-O Gold Operation (formerly Banahaw Gold Project). Upon expiration of the SSMP, Philsaga applied for a Special Mines Permit (SMP) with the MGB RO No. XIII which was granted on January 9, 2006, denominated as SMP No. 05-2006 covering an area of 423.2 has. On March 11, 2008, MPSA No. 262-2008-XIII was granted by the Philippine Government through the Department of Environment and Natural Resources in favor of Philsaga.

Just In | Groundbreaking Ceremony Marks the New Era for Manobo Heritage Preservation

BUNAWAN, AGUSAN DEL SUR – As technological advancements and globalization continue to reshape Philippine society, many traditions are at risk of fading away. The Bunawan Manobo Ancestral Domain Management Council, Inc. (BMADMCI) ensures its history isn’t left behind. By passing down their language, arts, and traditions to the youth, they keep the spirit of the Manobo tribe alive.

The dream of a cultural hub is becoming a reality with the groundbreaking ceremony for the highly anticipated Manobo Heritage Learning Center. This project was made possible by Philsaga Mining Corporation (PMC), under PMC-MMPRC Foundation, Inc. (PMFI) which provided Php 5,000,000.00 in funding to bring the center to life.

PMC President Atty. Raul C. Villanueva emphasized the importance of collaboration, stating: “For the Bunawan tribe to prosper, the LGU, the Bunawan tribe, and PMC need to be united to realize the development we aim for the tribe. Once the cultural center is constructed, the BMADMCI will have the opportunity to properly impart their ancestral traditions.”

PMFI Executive Director Reygela M. Decalit emphasized, “The center is more than bricks and concrete; it is a symbol of our commitment to build knowledge, preserve the rich Manobo culture, and empower the future.”

Among the distinguished guests in attendance were: PMC Vice President Engr. Ferdinand A. Cortes, Resident Manager Engr. Alvin B. Castaños, Head of Legal Department Atty. Marie Glenn C. Sorila, BMADMCI Tribal Chieftain Datu Hawodon Taogdon Rolito S. Peñaloga, Provincial Tribal Chieftain Hawodon Jose L. Pendon Jr., and Bunawan Municipal Administrator Marvin Mique, representing the local government unit.

With the foundations of the learning center now laid, Bunawan looks forward to a future in which economic progress and indigenous integrity grow together, ensuring that the Manobo legacy remains a pillar of Agusan del Sur’s history.

MMPRC Conducts Fire Drill in Support of Fire Safety Compliance

ROSARIO, AGUSAN DEL SUR — Demonstrating its unwavering commitment to workplace safety and emergency preparedness, the Safety and Health Department – Mill Section successfully facilitated a Fire Drill at the Administration Building led by CEM Section Head, Engr. Renan N. Bronio. Employees from various departments actively participated, highlighting the company’s collective dedication to maintaining a safe and resilient working environment.

Prior to the drill, personnel assigned to the Administration Building attended a Fire Safety Orientation conducted by the Bureau of Fire Protection (BFP) Rosario Fire Station. The orientation provided valuable insights into fire prevention, emergency response procedures, and appropriate actions during fire incidents, further enhancing personnel awareness and preparedness.

To ensure compliance with the national fire standards, the activity was evaluated by the Bureau of Fire Protection (BFP) Rosario Fire Station, headed by OIC Fire Marshal SFO3 Mariane P. Tumlos. ROSARIO, AGUSAN DEL SUR — Representatives from the Environmental Management Bureau Regional Office XIII (EMB ROXIII), Mr. Junrey A. Lacorte, and Engr. Kenneth Y. Armaco Jr. conducted a stack emission observation for the pollution control facilities of Mindanao Mineral Processing and Refining Corporation on May 7, 2026.

The activity verifies that emissions from operational stacks comply with the standards set by the Department of Environment and Natural Resources (DENR) under the Philippine Clean Air Act. Through this effort, EMB ROXIII strengthens its monitoring and enforcement initiatives to protect air quality and safeguard public health and the environment.

AERONICS Inc., a DENR-accredited provider, performed emission testing using calibrated instruments to assess key air quality parameters.

Mindanao Mineral Processing and Refining Corporation (MMPRC) reaffirms its commitment to environmental programs and regulatory compliance—not only to safeguard employees, but also to ensure clean air for surrounding communities. ROSARIO, AGUSAN DEL SUR — The mine waste of Philsaga Mining Corporation and mill tailings generated by Mindanao Mineral Processing & Refining Corporation during the second semester of CY 2025 were subjected to a rigorous validation process to ensure data integrity, analytical accuracy, and compliance with established regulatory standards. The validation activity was conducted on April 29, 2026, and formally verified by Engr. Jesus Juvanie P. Casanova of Mines and Geosciences Bureau, Regional Office XIII.

The validation process involved cross-checking reported data and applicable environmental and mining regulatory thresholds. Findings from this activity provide assurance that the mine waste and mill tailings data are reliable, traceable, and compliant with governing standards, thereby supporting sound environmental management and regulatory reporting.

ROSARIO AND BUNAWAN, AGUSAN DEL SUR — Philsaga Mining Corporation and Mindanao Mineral Processing & Refining Corporation completed an extensive quarterly water quality monitoring activity, collaborating with FAST Laboratories, a DENR-accredited facility for environmental analysis, on April 29, 2026.

This initiative demonstrates steadfast dedication to responsible environmental stewardship, ensuring water resources in and around PMC and MMPRC operations remain safe, protected, and sustainable. Strategic sampling across Bayugan 3 Creek, Coo Creek, and Agsao points provided critical data to assess ecosystem health and impacts from operations.

Simultaneously, wastewater from mining and milling operations was sampled and analyzed to confirm compliance with effluent standards. Deep well water from nearby communities was also tested, reinforcing our responsibility to protect public health and ensure local water quality remains within acceptable limits. Samples undergo detailed laboratory analysis as required by the Philippine Clean Water Act of 2005 and its Implementing Rules and Regulations.

Beyond regulatory compliance, this effort embodies a proactive environmental strategy rooted in transparency, accountability, and ongoing improvement. Through science-based monitoring and sound management practices, we reaffirm our role in safeguarding water resources, preserving ecological balance, and supporting employee and community well-being.

From fingerlings to first harvest: Bunawan Brook Women lead thriving Hito Project

BUNAWAN, AGUSAN DEL SUR – The Bunawan Brook Women’s Association celebrated a significant milestone with the first harvest of its Hito Production Project under the Social Development and Management Program (SDMP) of Philsaga Mining Corporation on April 25, 2026.

Starting with 3,000 hito fingerlings provided at the project turnover on December 5, 2025, the association harvested 58 kilograms of hito in its first production cycle. The harvest was sold at Php 170.00 per kilogram, generating a total income of Php 9,860.00 for the organization and demonstrating the project’s potential as a sustainable livelihood.

Since the project was turned over, members of the association have worked together to manage the fish pond and care for the fingerlings until harvest. Their efforts and dedication made this first production possible and reflect the group's strong commitment to the project's success.

More than the income earned, the successful harvest results from teamwork and perseverance. It also shows how livelihood projects under SDMP continue to provide opportunities for community organizations and help improve the lives of their members.
