The Department of Agriculture โ€“ Regional Field Office 1 (DA-RFO1), through its Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) Program Regional Program Management Office (RPMO) and National Program Management Office (NPMO), conducted a Stakeholders Round Table Discussion on the Signature Commodity in Ancestral Domain (SCAD) on May 27, 2026 at Balbalayang (Poblacion), Sugpon, Ilocos Sur.
The activity gathered key stakeholders to identify, validate, and further develop signature commodities within ancestral domains, particularly highlighting purple yam as a potential driver of sustainable economic growth and community development under the 4K Program. Participants included members of Indigenous Peoples organizations, officials of the Local Government Unit (LGU) of Sugpon led by Mayor Daniel C. Laรฑo Jr., and representatives from partner agencies and organizations who actively participated in the discussion and planning initiatives.
Representing the Department of Trade and Industry (DTI), Trade - Industry Development Specialist Ms. Mariefel P. Rebibis presented DTIโ€™s programs and initiatives focused on enterprise development, market expansion, and organizational strengthening for Indigenous Peoples communities and local entrepreneurs. She emphasized the importance of transforming locally available resources such as purple yam, into competitive and value-added products that can generate sustainable livelihood opportunities and increase household income.
DTI also introduced its key MSME development interventions and Negosyo Center services designed to assist aspiring and existing entrepreneurs in improving their business operations and market readiness. Among the programs discussed were the Youth Entrepreneurship Program (YEP), Kapatid Mentor ME (KMME-MME), Shared Service Facilities (SSF), trade fair participation, product development assistance, and financing facilitation. These initiatives aim to enhance entrepreneurial capabilities, strengthen community-based enterprises, and improve the competitiveness of indigenous products in wider markets.
Meanwhile, representatives from the Department of Labor and Employment (DOLE) and the Agricultural Training Institute (ATI) also presented their respective programs and services supporting purple yam-based enterprise development and livelihood enhancement within the community.
The activity underscored the significance of strong inter-agency collaboration and stakeholder engagement in advancing sustainable and inclusive development among Indigenous Peoples communities. Through continuous partnership and convergence of programs and services, government agencies remain committed to empowering ancestral domain communities by creating more economic opportunities, strengthening local enterprises, and improving the quality of life.

Vigan City, Ilocos Sur โ€“ The Ilocos Sur Bamboo Industry Development Council convened on May 28, 2026, at the Old Governorโ€™s Office, Provincial Capitol, Vigan City, to strengthen collaborative efforts toward sustainable bamboo industry development in the province. The meeting was presided over by Council Chair Christopher Abraham R. Baterina and attended by representatives from various government agencies, academic institutions, and stakeholders committed to advancing the local bamboo sector.
One of the major highlights of the meeting was the presentation of ongoing programs, projects, and activities of participating agencies dedicated to bamboo development. The Department of Trade and Industry (DTI) presented its Shared Service Facility (SSF) Program and various capacity-building and skills training initiatives aimed at enhancing bamboo processing and product development.
Chairman Baterina encouraged stakeholders to maximize the use of the bamboo processing Shared Service Facility located in Barangay Cabaritan, Sto. Domingo, Ilocos Sur. He emphasized that the facility is powered by solar energy through installed solar panels, making operations more sustainable amid the increasing cost of electricity. To further support bamboo growers and processors, Chairman Baterina shared that users of the facility may either pay for their electricity consumption or provide bamboo propagules as an alternative form of payment. He also discussed practical bamboo propagation techniques such as marcotting and transplanting to help expand bamboo production in the province.
Meanwhile, Ms. Karen Rabena of the Community Environment and Natural Resources Office (CENRO)-Bantay proposed the conduct of a site visit to better appreciate the bamboo project and its operations. She likewise inquired about possible sources of giant bamboo propagules, to which Chairman Baterina responded that giant bamboo planting materials are available in his area.
During the meeting, Mr. Richard D. dela Cruz, Director for To***co and Agricultural Research of the Ilocos Sur Polytechnic State College (ISPSC), proposed the formulation of a local bamboo roadmap for Ilocos Sur to serve as a strategic guide for the industryโ€™s long-term development. Mr. dela Cruz also presented a research proposal entitled โ€œIlocos Sur Bamboo Development Program: Grow, Innovate and Empower.โ€ The proposed program seeks to design and operationalize a complete, integrated, and replicable bamboo development system that aims to increase productivity, enhance value addition, improve farmersโ€™ income, and promote the sustainable utilization of bamboo resources in the province.
As a result of the discussions, the council agreed to draft and pass a resolution for the establishment of a bamboo nursery and another resolution encouraging member-agencies to support and fund the prototyping of a bamboo house as part of the provinceโ€™s bamboo industry development initiatives.
The meeting underscored the councilโ€™s commitment to fostering innovation, sustainability, and inter-agency collaboration in positioning bamboo as a viable industry and economic driver for Ilocos Sur.

Lastly, PD Zafra extended his gratitude to DICT Ilocos Sur for their invaluable support during the conduct of this seminar.
Through this initiative, appliance retailers gained valuable insights on consumer protection laws and practical digital tools to enhance their business readiness in todayโ€™s evolving marketplace.

Demonstrating how local resources can be transformed into innovative and marketable products, the Department of Trade and Industry (DTI) Ilocos Sur, in partnership with the Local Government Unit of Quirino, successfully conducted the Product Diversification Training on Bamboo Processing on May 18โ€“21, 2026 at Poblacion, Quirino, Ilocos Sur.

The four-day training aimed to strengthen the capabilities of local bamboo artisans by introducing enhanced processing techniques and encouraging product diversification. More than learning new methods, the activity opened opportunities for participants to explore fresh ideas, improve product quality, and create value-added bamboo products with stronger market potential.

Leading the training was Mr. Allan Sayaboc, who shared his expertise through hands-on demonstrations and practical learning sessions. Participants were guided through every stage of the bamboo production processโ€”from selecting the right bamboo materials to applying proper techniques in cutting, shaping, and assembling products to ensure quality, durability, and craftsmanship.

Equally emphasized during the sessions was the proper and safe use of tools and equipment, reinforcing the importance of workplace safety and efficient production practices. Through creativity and newly acquired skills, participants successfully produced a variety of bamboo-based items including collapsible bamboo chairs, decorative wall clocks, and wall dรฉcor piecesโ€”showcasing not only their craftsmanship but also the growing potential of bamboo as a sustainable source of livelihood and enterprise.

Members of the Quirino Bamboo Craft Makers Association actively participated throughout the training, engaging in discussions, demonstrations, and practical exercises. The experience equipped them with new techniques and inspired them to expand their product lines, improve product value, and explore additional income opportunities.

Participants expressed their gratitude to the LGU Quirino and DTI for bringing the training closer to the community and creating opportunities for skills enhancement and enterprise development. They shared that the activity strengthened both their confidence and creativity, motivating them to continue innovating and elevating their craft.

In her closing message, Hon. Jemarose G. Gomintong thanked DTI for its continued support to the municipality and encouraged participants to transform their learnings into meaningful actionโ€”developing better products, creating more opportunities, and contributing to the growth of the local bamboo industry. Some businesses begin with large investments. Others begin with something even more powerfulโ€”a dream, determination, and the courage to start.

In the quiet mountain community of Daligan, Santa Cruz, Ilocos Sur, Rommel De Jesus Gramonte transformed a modest โ‚ฑ3,000 into what is now Kagutungan Soya Food Products, a growing soymilk enterprise that has become a source of livelihood, inspiration, and pride within the community.

When Rommel started his business in April 2023, the road was far from easy. With limited capital, he encountered challenges that could have easily ended the journey before it truly beganโ€”equipment breakdowns, slow market acceptance, and uncertainty in sustaining operations. Yet instead of giving up, he chose to move forward.

Anchored by the words of Ecclesiastes 9:10 โ€” โ€œWhatever your hand finds to do, do it with all your might,โ€ Rommel worked through every obstacle with patience, determination, and faith. He believed that success is not measured by how much capital you begin with, but by how willing you are to keep going.

A breakthrough came when he joined the DTI Kapatid Mentor Me (KMME) Program. Through the program, Rommel gained more than technical knowledgeโ€”he gained direction. He learned how to develop a stronger business plan, maximize digital platforms such as Facebook Reels to reach customers, and build meaningful networks that opened new opportunities for growth.
