I am not asking for outrage. I am asking for answers.
After nearly two decades of the Juvenile Justice and Welfare Act, where is the long-term data showing its success?
How many Children in Conflict with the Law (CICL) completed rehabilitation?
How many reoffended?
How many became productive members of society?
How many were involved in serious or violent crimes?
If rehabilitation is the solution, then the public deserves transparent data showing that it works.
And if rehabilitation facilities such as Bahay Pag-asa remain unavailable or insufficient in many areas, how can we confidently say the law is being implemented as intended?
If the current system is adequately protecting innocent people, rehabilitating offenders, and delivering justice to victims, then show the evidence.
If not, what reforms should be made?
