Founding President and Chairman, articulating CARD’s vision of creating a bank owned and managed by poor landless rural women through share ownership and representation in CARD Bank’s board.

On September 1, 1997, in San Pablo City where it all started, CARD Rural Bank opened its doors to the public. The event marked a first in the Philippine rural development landscape: CARD is the first microfinance NGO in the country to transform itself into a bank. At the time of its transformation, CARD was on the 8th year of its credit and savings operations, using a modified Grameen Bank methodology to bring financial services to landless rural poor women in the provinces of Laguna, Quezon, Masbate, Mindoro and Marinduque.

The founding vision of CARD to create a bank owned and managed by landless rural women has been faithfully kept alive by board members, management staff as well as its members. It has been a rallying point for the leaders and staff to move forward, reach more number of poor people and at the same time aim for viability. In the same manner, the prospect of becoming owners of their own bank has inspired the members to practice credit discipline. Hence, when the time was deemed ripe, measures were set into motion towards the realization of this dream.

VISION

As one of the institutions that composed the CARD MRIs and in support to its mission, CARD Bank envisions building a sustainable financial institution owned, managed and controlled by the landless rural women by providing continued access to financial services to an expanding client base by organizing and empowering landless rural women and by instilling the values of discipline, hardwork and saving in an atmosphere of mutual respect.

MISSION

To provide banking services especially designed for landless rural workers by bringing bank services to community sites and accommodating the least financial transactions within their affordability.

To provide non-collateralized loans to non-bankable but viable projects;

To ensure that half a million poorest Filipinos are provided with financial services by the year 2005.

CARD MBA (Mutual Benefit Fund) is a separate legal entity owned and managed by the members and it is the formal microinsurance provider of CARD Inc., CARD Bank, RBST, CARD BDS and other institutional affiliates. The main office of CARD MBA is in San Pablo City and has twenty one (21) Provincial Offices located in the provinces of Quezon, Camarines Sur, Masbate, Occidental Mindoro, Oriental Mindoro, Leyte, Cebu, Davao, Misamis Oriental, Ilocos Norte, Pangasinan, Cavite, Bulacan, Iloilo, Zamboanga Del Norte, Laguna, Metro Manila, Compostela Valley, Isabela Province, Palawan and South Cotabato. Its Board of Trustees is composed of active members of the Association elected by the general membership. Members of CARD NGO, CARD Rural Bank, Rural Bank of Sto. Tomas (RBST) (savers not included) and borrowers being assisted by CARD BDS are automatically enrolled with CARD MBA. As of August 31, 2011, CARD MBA has a total membership of 1,422,799 households, 18,331 of them are non-CARD members. Translating that figure into individuals, the Association is serving 7,113,995 insured individuals assuming an average of five (5) members per household. The total asset of the Association has increased from Php 6.61 million in 1999 to Php 3.4 billion in August 31, 2011.

HISTORY

The CARD Business Development Service Foundation Inc.

In year 2001 a number of CARD’s micro-entrepreneur clients expressed a need for marketing assistance. In response, CARD took its first and modest steps by pilot-testing a small marketing assistance program designed to help members identify buyers of their products, open up new markets, and eliminate or reduce the cost of middlemen, a display center for clients products in CARD Head Office was in placed.

The next demand raised by CARD clients was additional technical, financial and management skills in running their enterprises, in able to response on this CARD coordinate with Department of Trade and Industry (DTI) and Technical Education and Skills Development Authority (TESDA) to conduct a series of Livelihood Training Program (LTP) . In year 2005 with the assistance of CORDAID (Catholic Organization for Relief and Development Aid), based in Netherlands, CARD conducted and extensive study of its clients. The study looked at the demand of CARD clients for business services. It was found that the most needed service was bulk sourcing purchasing of inputs-materials clients need to produce products. Aside from bulk sourcing, clients need for product development, enterprise management, and marketing such as an interest in linking with other producers, which each contributing a step toward a total final product in a value chain. After the study, what started as a marketing assistance continued to evolve and the 5th member of the CARD Mutually Reinforcing Institution (CARD MRI), the CARD Business Development Service Center was subsequently launched but still operate as an autonomous unit of CARD Inc. This is in response to CARD’s initial learning, from its small-scale marketing and livelihood activities, that our own maturing clients’ needs to go beyond access to financial services.

In February 18, 2008, CARD BDS was legally registered as CARD Business Development Service Foundation Incorporated at the Securities and Exchange Commissions and now operating as a separate institution from CARD Inc.

To become CARD MRI’s main vehicle in integrating its micro entrepreneur clients into the mainstream economy while being socially-responsible citizens by providing for their holistic range of business and social service needs.

CARD BDSF Inc. is committed to build a professional and sustainable Business Development Service (BDS) that can respond to the needs of CARD micro-entrepreneur clients in promoting, developing, expanding their business activities and improve quality of life.

To have a wider membership base and serve number of CARD micro-entrepreneur clients and it will guarantee the membership retention of its good and matured clients to their respective CARD financial institution (CARD Bank and CARD Inc.) by providing them business and social needs.

A BRIEF HISTORY
On June 6, 1952, President Elpidio Quirino affixed his signature on the legislative proposal enacting Republic Act # 720, otherwise known as Rural Bank’s act (Annual report 1979), thus was born the Rural Banking System. Upon passage of the law, the monetary board of Bangko Sentral ng Pilipinas issued a certificate of authority to Rural Bank of Sto Tomas (Batangas) Inc. on May 10, 1962 and the same time inaugurated as the 14th Rural Bank in the province of Batangas. It was registered at the Securities and Exchange Commission February 7, 1962 with an authorized capital stock of one million pesos (Php 1, 000, 000) with six (6) incorporators.Rural Bank of Sto Tomas (Batangas) Inc. (RBSTI) has become an instrument of growth and progress in the minucipality of Sto Tomas. Being the pioneer and one of the eight (8) operating banks in Sto Tomas Batangas, RBSTI has been helping the barrio people by providing loan facilities to rural producers for their various productive endeavors.Subsequently, two (2) branches were open. One in Lipa, Batangas and another one in the Municipality of Cavite, Silang branch on August 1997 and 1996 respectively. Later, on December 2008 Silang branch office was transferred to Tagaytay, Cavite.However, due to crisis encountered by the bank starting year 2002, majority of shares of stocks of RBSTI were subsequently sold to CARD MRI group to rehabilitate the bank on July 31, 2007. Rehabilitation court and Bangko Sentral ng Pilipinas then officially approved the sale/transfer of shares of stock on September 5, 2007 and February 7, 2008 respectively.In order to reinforce CARD’s social mission of poverty alleviation, RBSTI has introduce the concept of Microfinancing in their operation. RBSTI’s strategy involves transitioning members from matured CARD Inc. branches as soon as legal requirements especially branch licensing is complied. Upon transitioning of members from CARD Inc. branches, clients are continuously provided with financial and non-financial services by RBSTI, leading to enriching and empowering them through continuous access to financial resource as well as through training and supervision by RBSTI staff.
