𝗢𝗣𝗟𝗔𝗡 𝗕𝗜𝗟𝗬𝗔𝗥𝗔𝗡

The Security and Enforcement Division (SAED), in coordination with the Business Processing and Licensing Office (BPLO), conducted enforcement operations involving billiard houses in Barangay Magacan and Barangay Centro II following reports and complaints regarding their operations. The establishments were found to have compliance issues involving their business permits and the required location restrictions for billiard establishments.

Reports and observations indicated that many of the players are students, including minors, and that billiard games were allegedly being used for betting activities. Some students from Cagayan State University (CSU) were also reportedly among those frequenting the establishments. Several complaints were received concerning the operation of the billiard houses, raising concerns about the welfare of students and minors and their exposure to activities that may affect their studies and well-being.

The closure was implemented pursuant to Municipal Ordinance No. 2025-12-17, particularly Section 5, which requires billiard establishments to observe the minimum distance of one hundred (100) meters from a school. The establishments were also found to have other violations, including operating without a valid Business Permit. In view of these violations and the complaints received, Notice of Closure was issued to the concerned establishments, directing them to cease and desist from their operations until they have fully complied with all applicable requirements.

These enforcement efforts are part of the continuous programs and directives of 𝗠𝗔𝗬𝗢𝗥 𝗔𝗕𝗥𝗔𝗛𝗔𝗠 𝗕. 𝗕𝗔𝗚𝗔𝗦𝗜𝗡 to protect the welfare of students and minors, ensure compliance with municipal ordinances, and promote a safe, orderly, and disciplined community in the Municipality of Sanchez Mira.

As part of the Municipality of Sanchez Mira’s commitment to promoting the holistic development of the youth, most secondary schools participated in the Orientation on Values Formation (Remediation) and Special Laws for In-School Youth (ISY) conducted from August 1–30, 2026, at the Operation Center (OPCEN), LGU-Sanchez Mira, Cagayan. The activity aims to educate and empower students by strengthening their moral values, social responsibility, and legal awareness.

As one of the Resource Speakers, the Security and Enforcement Division (SAED) discussed relevant Special Laws, Municipal Ordinances, and Moral Values, emphasizing the importance of knowing and following the law, respecting others, and making responsible decisions.

Through the active participation of the secondary schools and the support of the Municipal Government, the activity seeks to provide the youth with the knowledge, values, and awareness they need to make responsible choices and become law-abiding and responsible young citizens.

The Security and Enforcement Division (SAED), in coordination with the Business Processing and Licensing Office (BPLO) and the Consumer Welfare Assistance Center (CWAC), with the assistance of the Philippine National Police (PNP), conducted an enforcement operation involving Thumbbayan Inasal, formerly known as Bugana Inasal Restaurant.

The establishment was found to have refused to issue legitimate and authorized Official Receipts(OR) to customers, and instead used unauthorized pieces of paper as proof of transactions.

Another complaint was also lodged by members of Bugana Microfinance, alleging that they were unable to withdraw or recover their respective capital or investment shares associated with Thumbbayan Chicken Inasal .

In view of these findings and the reported concerns, a Notice of Suspension of Mayor’s Permit was issued to the establishment. Thumbbayan Inasal is hereby ORDERED TO SUSPEND ITS MAYOR’S PERMIT, effective TODAY, AUGUST 10, 2026, UNTIL FURTHER NOTICE.

The enforcement action serves as a reminder to all business establishments to strictly comply with applicable business regulations, properly document transactions, and uphold transparency and accountability in dealing with customers and the public.This initiative is part of the continuous programs and directives of 𝗠𝗮𝘆𝗼𝗿 𝗔𝗕𝗥𝗔𝗛𝗔𝗠 𝗕. "𝗢𝗣𝗟𝗔𝗡 𝗗𝗜𝗦𝗜𝗣𝗟𝗜𝗡𝗔 – 𝗦𝗠𝗧𝗢𝗗𝗔"

The 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗮𝗻𝗱 𝗘𝗻𝗳𝗼𝗿𝗰𝗲𝗺𝗲𝗻𝘁 𝗗𝗶𝘃𝗶𝘀𝗶𝗼𝗻 (𝗦𝗔𝗘𝗗), in coordination with the 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗣𝗼𝗹𝗶𝗰𝗲 (𝗣𝗡𝗣), continues to conduct operations to ensure that all 𝗦𝗠𝗧𝗢𝗗𝗔 tricycle drivers comply with existing municipal rules and regulations. The operation was immediately conducted following complaints received from passengers regarding some drivers who were allegedly 𝗼𝘃𝗲𝗿𝗰𝗵𝗮𝗿𝗴𝗶𝗻𝗴 𝗳𝗮𝗿𝗲𝘀. Acting on these reports, 𝗦𝗔𝗘𝗗 and 𝗣𝗡𝗣 carried out inspections at various tricycle terminals to verify the complaints and enforce compliance.

During the operation, several drivers were found violating existing regulations, including 𝗳𝗮𝗶𝗹𝘂𝗿𝗲 𝘁𝗼 𝗱𝗶𝘀𝗽𝗹𝗮𝘆 𝘁𝗵𝗲 𝗽𝗿𝗲𝘀𝗰𝗿𝗶𝗯𝗲𝗱 𝗙𝗮𝗿𝗲 𝗠𝗮𝘁𝗿𝗶𝘅 (𝗧𝗮𝗿𝗶𝗽𝗮), 𝗳𝗮𝗶𝗹𝘂𝗿𝗲 𝘁𝗼 𝘄𝗲𝗮𝗿 𝘁𝗵𝗲 𝗽𝗿𝗲𝘀𝗰𝗿𝗶𝗯𝗲𝗱 𝗱𝗿𝗲𝘀𝘀 𝗰𝗼𝗱𝗲 𝗼𝗿 𝗽𝗿𝗼𝗽𝗲𝗿 𝗮𝘁𝘁𝗶𝗿𝗲, with some drivers found wearing only 𝘀𝗮𝗻𝗱𝗼 and 𝘀𝗹𝗶𝗽𝗽𝗲𝗿𝘀, operating without carrying a 𝘃𝗮𝗹𝗶𝗱 𝗱𝗿𝗶𝘃𝗲𝗿’𝘀 𝗹𝗶𝗰𝗲𝗻𝘀𝗲, and 𝗳𝗮𝗶𝗹𝘂𝗿𝗲 𝘁𝗼 𝗽𝗿𝗼𝘃𝗶𝗱𝗲 𝗮 𝘁𝗿𝗮𝘀𝗵 𝗯𝗶𝗻 inside their tricycle as part of maintaining cleanliness and proper sanitation.

All apprehended drivers were issued corresponding Ordinance Violation Receipts (OVR) based on the specific violations they committed. They were likewise endorsed to the Municipal Franchising and Regulatory Board for the imposition of the appropriate administrative penalties in accordance with existing municipal rules and regulations. At the same time, the Local Government of Sanchez Mira recognizes and commends the many SMTODA tricycle drivers who consistently comply with municipal rules and regulations, demonstrate dedication to their work, and provide honest and reliable service to the riding public. Their integrity is evident in their willingness to return or surrender belongings left behind by passengers in their tricycles, reflecting the professionalism and honesty expected of public transport drivers.

The Local Government of Sanchez Mira encourages all tricycle drivers to prioritize the safety and welfare of their passengers and to treat every passenger with courtesy, respect, and professionalism. Drivers are likewise reminded to charge only the approved fare rates, especially for students, senior citizens, and persons with disabilities (PWDs); display an updated Fare Matrix (Taripa); wear the prescribed uniform or proper attire; carry a valid driver's license while operating; and provide a trash bin inside their tricycle as part of maintaining cleanliness. "𝗢𝗣𝗘𝗥𝗔𝗧𝗜𝗢𝗡 𝗠𝗔𝗡𝗛𝗢𝗟𝗘"

The Security and Enforcement Division (SAED), in coordination with the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Philippine National Police (PNP), conducted operation, inspecting all drainage systems and manholes located in front of commercial establishments especially banks within the Municipality of Sanchez Mira.

The operation was conducted in line with Project E-SCUBA (Enhanced Searches Inside Canals and Underground against Bank Attack) by the PNP as a preventive measure against robbery and other similar crimes. The activity aimed to inspect security parameters for public safety and security, as well as to preempt the occurrence of crimes within the Area of Responsibility (AOR).

"𝗢𝗣𝗟𝗔𝗡 𝗦𝗔𝗥𝗔𝗗𝗢"

The Security and Enforcement Division (SAED), in coordination with the Business Processing and Licensing Office (BPLO), and with the assistance of the Philippine National Police (PNP), served a "𝗡𝗼𝘁𝗶𝗰𝗲 𝗼𝗳 𝗦𝘂𝘀𝗽𝗲𝗻𝘀𝗶𝗼𝗻" and implemented the temporary closure of 𝗗𝗲𝗿𝗶𝗺𝗮 𝗙𝗮𝗿𝗺 𝗦𝘂𝗽𝗽𝗹𝘆 located at Centro 1, Sanchez Mira, Cagayan.

A concerned citizen purchased 𝗶𝗻𝗯𝗿𝗲𝗱 𝗿𝗶𝗰𝗲 𝘀𝗲𝗲𝗱𝘀 (𝗯𝗶𝗻𝗵𝗶) from Derima Farm Supply and later noticed that the rice seeds were packed in blue sacks bearing the "𝗗𝗔" (𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲) logo and the "𝗡𝗢𝗧 𝗙𝗢𝗥 𝗦𝗔𝗟𝗘" marking. The matter was immediately reported to the 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗨𝗻𝗶𝘁 (𝗟𝗚𝗨) 𝗼𝗳 𝗦𝗮𝗻𝗰𝗵𝗲𝘇 𝗠𝗶𝗿𝗮.

Acting on the complaint, 𝗠𝗮𝘆𝗼𝗿 𝗔𝗕𝗥𝗔𝗛𝗔𝗠 𝗕. 𝗕𝗔𝗚𝗔𝗦𝗜𝗡 immediately instructed the concerned offices to verify the reported information. During the inspection, the team discovered 𝗳𝗼𝗿𝘁𝘆-𝘀𝗲𝘃𝗲𝗻 (𝟰𝟳) 𝘀𝗮𝗰𝗸𝘀 of untagged in**ed rice seeds (binhi), each weighing 𝗳𝗼𝗿𝘁𝘆 (𝟰𝟬) 𝗸𝗶𝗹𝗼𝗴𝗿𝗮𝗺𝘀, packed in blue sacks printed with the "𝗗𝗔" (Department of Agriculture) and "𝗡𝗢𝗧 𝗙𝗢𝗥 𝗦𝗔𝗟𝗘" logo. According to the owner of Derima Farm Supply, a total of 𝟲𝟬 𝘀𝗮𝗰𝗸𝘀 of the in**ed rice seeds had been delivered by the supplier to the establishment allegedly from Luna Apayao. However, during the joint inspection, 𝗼𝗻𝗹𝘆 𝟰𝟳 𝘀𝗮𝗰𝗸𝘀 remained at the premises.

The findings constitute a violation of 𝗡𝗙𝗔 𝗟𝗲𝘁𝘁𝗲𝗿 𝗖𝗶𝗿𝗰𝘂𝗹𝗮𝗿 𝗡𝗼. (𝗜𝗥)-𝟵𝟯-𝟬𝟭 (𝗣𝗿𝗼𝗵𝗶𝗯𝗶𝘁𝗲𝗱 𝗔𝗰𝘁𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗗𝗶𝘀𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗦𝗮𝗹𝗲 𝗼𝗳 𝗥𝗶𝗰𝗲 𝗮𝗻𝗱 𝗖𝗼𝗿𝗻), which prohibits the unauthorized sale, mislabeling, and diversion of government stocks, and 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮𝟵 (𝗣𝗲𝗻𝗮𝗹 𝗣𝗿𝗼𝘃𝗶𝘀𝗶𝗼𝗻𝘀) 𝗼𝗳 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗶𝗮𝗹 𝗗𝗲𝗰𝗿𝗲𝗲 𝗡𝗼. 𝟰, as amended, which penalizes the illegal processing, hoarding, or diversion of government-subsidized grains.

This operation demonstrates the Municipal Government of Sanchez Mira’s commitment to enforcing existing laws, safeguarding government agricultural programs, and ensuring that all business establishments comply with government rules and regulations.

The Security and Enforcement Division (SAED), together with the Business Permits and Licensing Office (BPLO) and in coordination with the respective barangay officials, continues to conduct operations in different barangays of Sanchez Mira. During the operation, the team served Notices of Closure to business establishments found operating without the required business permits and clearances. Business owners who have not yet renewed their Business Permits are encouraged to proceed to the Municipal Treasury Office to pay the required fees and complete the renewal process through the Business Permits and Licensing Office (BPLO).

The SAED and BPLO will continue conducting operations and serving Notices of Closure to the remaining non-compliant establishments until all identified businesses have been covered. Establishments that continue to disregard the prescribed rules and procedures may be subject to appropriate enforcement actions.

All business owners are encouraged to comply with the required business permit regulations to avoid penalties and other enforcement actions. By working together and following municipal ordinances, we can promote responsible business practices and help maintain a safe, orderly, and progressive Municipality of Sanchez Mira. "𝗡𝗢𝗧𝗜𝗖𝗘 𝗢𝗙 𝗖𝗟𝗢𝗦𝗨𝗥𝗘"

Pursuant to the directive of our dedicated Municipal Mayor, ABRAHAM B. BAGASIN, the Security and Enforcement Division (SAED), in coordination with the Business Permits and Licensing Office (BPLO), conducted an operation across different barangays to serve a Notice of Closure to business establishments that failed to pay, renew, or comply with the required Business Permit regulations despite the extended renewal period granted by the Municipal Government.

A total of forty-two (42) business establishments have been identified for the issuance of a Notice of Closure. As of now, six (6) establishments have already been issued a Notice of Closure, including talipapas, sari-sari stores, and other business establishments, while the remaining establishments will be served as the operation continues.

This operation also serves as a final reminder to all business owners who have yet to renew their Business Permits and continue to disregard the established rules and procedures of the BPLO. We strongly encourage all business owners to comply with the requirements to avoid penalties and enforcement actions.

Your cooperation is essential in promoting responsible business practices, maintaining an orderly business environment, and building a safer, more disciplined, and more progressive Municipality of Sanchez Mira.

"OPERATION TINGI-TINGI Part 2"
Based on the complaints we received, that there were Sari- Sari Stores, selling "tingi-tingi", Ito ay yung mga Gasolina na linalagay sa mga bote-bote. Batay sa mga ulat, ang SAED ay nagsagawa agad ng inspeksyon sa mga tindahan, at ilan ay inamin na nagtitinda nito. Kaya binigyan namin muna ng warning, dahil ito ay ipinagbabawal alinsunod sa kasalukuyang ordinansa. Sa kasalukuyan, dahil sa mataas na presyo ng gasolina, sinasamantala ito ng ilan. Ang ganitong klaseng gawain ay lubhang delikado at maaaring maging sanhi ng sunog. Paalala sa mga patuloy pa ring nagtitinda: kailangan ninyong itigil na ito para sa maayos, ligtas at ikabubuti ng ating Bayan.
