The Security and Enforcement Division (SAED), in coordination with the Business Processing and Licensing Office (BPLO), conducted enforcement operations involving billiard houses in Barangay Magacan and Barangay Centro II following reports and complaints regarding their operations. The establishments were found to have compliance issues involving their business permits and the required location restrictions for billiard establishments.
Reports and observations indicated that many of the players are students, including minors, and that billiard games were allegedly being used for betting activities. Some students from Cagayan State University (CSU) were also reportedly among those frequenting the establishments. Several complaints were received concerning the operation of the billiard houses, raising concerns about the welfare of students and minors and their exposure to activities that may affect their studies and well-being.
The closure was implemented pursuant to Municipal Ordinance No. 2025-12-17, particularly Section 5, which requires billiard establishments to observe the minimum distance of one hundred (100) meters from a school. The establishments were also found to have other violations, including operating without a valid Business Permit. In view of these violations and the complaints received, Notice of Closure was issued to the concerned establishments, directing them to cease and desist from their operations until they have fully complied with all applicable requirements.
