The Securities and Exchange Commission has released Memorandum Circular No. 10, series of 2026, providing updated guidelines on reportorial compliance and the scale of penalties to ensure uniform monitoring and enforcement.

These guidelines aim to strengthen compliance standards and support transparency under the Revised Corporation Code.

✅𝐑𝐞𝐯𝐢𝐞𝐰 𝐬𝐚𝐥𝐞𝐬 & 𝐕𝐀𝐓 𝐫𝐞𝐜𝐨𝐫𝐝𝐬. I-check kung tama ang VAT treatment (VATable, zero-rated, exempt) at tiyaking complete ang VAT invoices/ORs. Kung may mga VAT-exempt sale pero naka-VAT ang invoice, alam mo na ang problema.

✅𝐂𝐡𝐞𝐜𝐤 𝐰𝐢𝐭𝐡𝐡𝐨𝐥𝐝𝐢𝐧𝐠 𝐭𝐚𝐱𝐞𝐬 & 𝟐𝟑𝟎𝟕𝐬. Siguraduhing na-withhold, remitted, at na-issue ang required BIR Form 2307 para sa creditability ng buyer.

✅𝐏𝐚𝐲𝐫𝐨𝐥𝐥 & 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐫𝐞𝐦𝐢𝐭𝐭𝐚𝐧𝐜𝐞𝐬. I-verify SSS, PhilHealth, Pag-IBIG, at tax withholdings — baka may late payments or discrepancies.

✅𝐕𝐚𝐥𝐢𝐝𝐚𝐭𝐞 𝐬𝐮𝐩𝐩𝐨𝐫𝐭𝐢𝐧𝐠 𝐝𝐨𝐜𝐮𝐦𝐞𝐧𝐭𝐬. Invoices, official receipts, contracts, delivery receipts, import docs — kumpleto ba at readable? Scan at backup ang lahat.

✅𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫𝐲 & 𝐜𝐨𝐬𝐭 𝐫𝐞𝐜𝐨𝐧𝐜𝐢𝐥𝐢𝐚𝐭𝐢𝐨𝐧. Para sa mga nagbebenta ng goods — count physical inventory, compare to perpetual/par inventory. Look for shrinkage or unrecorded write-offs.

✅𝐑𝐞𝐯𝐢𝐞𝐰 𝐞𝐱𝐩𝐞𝐧𝐬𝐞 𝐜𝐥𝐚𝐬𝐬𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬. May mga questionable or excessive expenses? Mapapansin na agad kung paghihigpit ang audit.

✅𝐂𝐡𝐞𝐜𝐤 𝐩𝐫𝐞𝐯𝐢𝐨𝐮𝐬 𝐫𝐞𝐭𝐮𝐫𝐧𝐬 & 𝐚𝐝𝐣𝐮𝐬𝐭𝐦𝐞𝐧𝐭𝐬. May mga amended returns? Tax credit certificates? Tax debit memos? I-file and document everything.

✅𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐞 𝐝𝐢𝐠𝐢𝐭𝐚𝐥 𝐟𝐢𝐥𝐞𝐬. I-scan at i-index lahat ng supporting docs. Gumawa ng folder structure (by year → month → type).

✅𝐆𝐞𝐭 𝐲𝐨𝐮𝐫 𝐭𝐞𝐚𝐦 𝐫𝐞𝐚𝐝𝐲. Involve your bookkeeper, accountant, or tax practitioner para ma-identify agad ang red flags at corrective steps.

𝐖𝐀𝐆𝐄 𝐃𝐈𝐒𝐓𝐎𝐑𝐓𝐈𝐎𝐍: 𝐌𝐀𝐘 𝐊𝐖𝐄𝐍𝐓𝐀 𝐘𝐀𝐍!

Wage Distortion occurs when mandated wage increases lead to the elimination or severe contraction of the intended pay gaps between employee groups within an establishment. Severe contraction is defined as the elimination of more than 50% of the intended quantitative pay differences between two groups of workers within an establishment.

For illustration, consider an Accounting Assistant currently earning P 16,729.00 per month. With the recent minimum wage increase, the wage gap between the minimum wage earner and the Accounting Assistant has decreased by 79.60%. Using the Bagtas Formula (Monthly-Paid Workers), the adjusted wage of the affected employee shall be P 18,067.32 per month.
