Sipalay City Launches Caregiving NCII Scholarship Program Under Sustainable GEEE Initiative.

Falling under the banner of the Sustainable Growth through Education, Employment, Entrepreneurship Program, this initiative is launched in strategic partnership with GFH Bacolod, Inc. and the Technical Education and Skills Development Authority (TESDA).

The scholarship aims to empower marginalized local youth and residents by equipping them with globally competitive healthcare skills, opening doors to local and international employment opportunities.

Scholarship Benefits
Selected scholars will receive comprehensive support throughout their training, including:

1. Free Tuition & Training Fees
2. Training Materials and Books
3. Hands-on Experience adhering to the NCII Standard Curriculum

Program Qualifications
To qualify for the 6-month blended learning (online and face-to-face classes) program, applicants must meet the following criteria:

1. Must be a resident of Sipalay City
2. Must be at least 18 years old
3. Must belong to a low-income household (Certificate of Indigency required)
4. Must be a High School graduate or ALS completer (or equivalent)
5. Must be willing and able to commit to the full 6-month training program

Application Requirements
Interested applicants must submit the following documents to the Sipalay City Youth Development Office:

1. Two (2) clear copies of College OR High School Diploma
2. Two (2) clear copies of Birth Certificate
3. Two (2) clear copies of Marriage Contract (if married)
4. Two (2) clear copies of Barangay Clearance
5. One (1) Certificate of Indigency
6. Four (4) pieces 1x1 colored ID pictures (white background)
7. Four (4) pieces 2x2 colored ID pictures (white background)
8. Two (2) long brown envelopes
9. Must have an active smartphone (for blended learning purposes)

We have 25 slots for qualified trainees and are eager to work, Sipalaynons.

Apply on or before June 25, 2026.
Applicants with complete requirements by June 18 will be interviewed by our partner institution that day until June 19.
Those who will be able to comply after the 18th will be interviewed on June 26 onwards.

Classes will start on July 6, 2026.

Aspiring Scholars Take Cognitive Exam for Sipalay Priority Programs

A total of 13 scholarship applicants under the Priority Programs of the Sustainable Growth through Education, Employment, and Entrepreneurship (SGEEE) Program of the City Government of Sipalay took the Cognitive Examination on June 2, 2026, at the Sipalay Learning Hub as part of the scholarship screening process for enrollment at Colegio San Agustin–Bacolod.

The examination gathered aspiring scholars from various priority degree programs, composed of nine applicants for BS Midwifery, three for BS Criminology, and one for Bachelor of Culture and Arts Education (BCAED).

The cognitive examination serves as one of the qualifying stages of the scholarship selection process. Applicants who successfully meet the required standards will proceed to the panel interview to be conducted by the Executive Programs Action Unit.

Through the SGEEE Program, the City Government of Sipalay continues to invest in education as a pathway toward empowering young Sipalaynons and opening greater opportunities for academic and professional growth.

YLS 2026 Day 2 Highlights Leadership, Service, and Youth Participation

The second day of the Sipalay Youth Leadership Summit (YLS) 2026 featured activities centered on environmental stewardship, leadership formation, and youth participation.

The day began with a guided walk to the mangrove area of Brgy. Nauhang, where participants joined a mangrove planting activity in partnership with the Nauhang Upland Farmers Association (NUFA). Prior to the activity, Mr. Roderico Bolo of the City Environment and Natural Resources Office (CENRO) discussed the importance of mangroves in coastal protection, biodiversity conservation, and climate resilience.

Participants later returned to the venue for the election of officers, giving the youth an opportunity to practice democratic participation and leadership selection. The elected officers may serve through the Local Youth Development Council (LYDC) once organized and formally registered.

Mayor Maria Gina M. Lizares also joined the summit and emphasized the importance of wise leadership and collaboration.

“As your Mayor, I encourage you to be discerning in choosing the people you surround yourselves with. You can do more when you work with the government rather than against it,” she shared.

She further underscored the role of young people in shaping the city’s future, stressing that today’s youth are the potential leaders of Sipalay and must begin preparing for the responsibilities of leadership.

The day’s discussions further strengthened civic and social awareness. CLGOO II Yvoughn Navarro of the DILG tackled good governance and youth participation, while Ms. Clarence Joy Casela of the City Health Office discussed teenage pregnancy, sexually transmitted infections, and the effects of va**ng and smoking. Mental health awareness was highlighted by Mr. Learn Flores, while Rev. Fr. Ritchie Villaflor reflected on youth in harmony through faith, gratitude, and community values.

The day concluded with the Cultural Night and “Bihis Bayani,” where participants showcased creativity and teamwork through attire made from recyclable and organic materials, blending environmental awareness with cultural expression.

Day 1: Orientation, Leadership Formation, and Unity Activities Mark Opening of YLS 2026

The first day of the Sipalay Youth Leadership Summit (YLS) 2026 set the tone for a three-day journey of leadership formation and peace-building among 49 Sipalaynon youth at Driftwood Village, Brgy. Nauhang, Sipalay City.

The program opened with the YLS Orientation, where participants were introduced to camp rules, key jargon, and program flow. This was followed by a flag-making activity and presentation, symbolizing unity and collective identity among the youth delegates.

A leadership development session was facilitated by Battalion Executive Officer Major Dorsicemo R. Cuyag Jr. (INF) PA, who discussed violent extremism and terrorism prevention, including awareness on CPP-NPA recruitment and the importance of cultivating responsible youth leadership. This was followed by a discussion from the Philippine Drug Enforcement Agency VI on RA 9165 and drug prevention and awareness.

The day also featured values formation and cultural appreciation activities in preparation for Cultural Night and “Bihis Bayani,” alongside an Army recruitment orientation conducted by 2LT Kestrel Irin R. Delmonte (CE) PA, which highlighted opportunities, requirements, and benefits of military service.

To conclude the first day, participants engaged in a Human Peace Sign activity with candle lighting, followed by a bonfire gathering and small group sharing sessions that encouraged reflection, emotional expression, and deeper connection among the youth delegates.

49 Sipalaynon Youth Take the Lead in Building Peaceful Communities at Youth Leadership Summit 2026

Forty-nine young Sipalaynons from seven barangays gathered for the three-day Sipalay Youth Leadership Summit (YLS) 2026 held from May 20 to 22 at Driftwood Village in Brgy. Nauhang, carrying this year’s theme, “Building Peaceful Communities Through Youth Leadership.”

Organized by the Philippine Army’s 15th Infantry (Molave Warrior) Battalion, 3rd Infantry Division, Philippine Army, in partnership with the City Government of Sipalay through the Executive Programs Action Unit and the Local Youth Development Office, the summit served as a platform to cultivate leadership, civic responsibility, and peace-building among Sipalay’s youth.

Participants came from the barangays of Cabadiangan, Camindangan, Nabulao, Manlucahon, Mambaroto, San Jose, and Nauhang, representing diverse communities across the city.

The opening and key activities of the summit were graced by Mayor Maria Gina M. Lizares, alongside officers of the 15IB including Commanding Officer LTC Roberto S. Maduli INF (GSC) PA, Battalion Executive Officer Major Dorsicemo R. Cuyag Jr. (INF) PA, and 2LT Kestrel Irin R. Delmonte (CE) PA. Also present were Local Youth Development Officer IV Katherine Maguad-Jocame, CLGOO III Celso Nunez, and Sipalay Youth Leadership Summit Alumni 2009 Nore Ann Porle, who returned to share her testimony and reflections on how the program shaped her personal and leadership journey.

The Youth Leadership Summit is part of the Philippine Army’s continuing initiative to empower young people as primary stakeholders in achieving the goals of the Peace, Law Enforcement, and Development Support (PLEDS) Operations of the Armed Forces of the Philippines. Through the YLS Program, the 15th Infantry Battalion seeks to promote the general welfare, development, and empowerment of the youth while strengthening their role in community and nation-building.

Throughout the three-day activity, participants engaged in a series of sessions, workshops, and discussions facilitated by invited speakers and resource persons from various fields. The learning sessions were anchored on the summit’s central theme and explored issues affecting both local communities and the nation.

Anchored on both learning and engagement, the summit featured sessions on good governance, environmental stewardship, sustainable development, mental health, leadership development, values formation and cultural appreciation, healthy lifestyles, and anti-drug advocacy. Beyond the discussions, participants also immersed themselves in recreational and team-building activities including kite making and flying, beach volleyball, swimming, and flag making.

The program likewise sought to deepen participants’ understanding of government and citizenship. Guided by its core objectives, the Youth Leadership Summit aimed to educate the youth on the constitutional mandates and functions of national and local governments, develop character and leadership potential, and strengthen awareness of the youth’s vital role in nation-building through patriotism, nationalism, and social responsibility.

Equally important, the summit reaffirmed the government’s commitment to reaching young people, including those from Geographically Isolated and Disadvantaged Areas (GIDAs), by providing opportunities that capacitate community leaders and selected youth participants with knowledge, leadership skills, and meaningful engagement.

As the three-day gathering concluded, the message of YLS 2026 remained clear: peaceful and progressive communities are built not only through policies and institutions, but also through empowered young leaders willing to serve, lead, and become active partners in shaping Sipalay’s future.
