Lawmaker Terry Ridon is calling for stronger subpoena and contempt powers for the Independent Commission for Infrastructure (ICI) after certain figures in a ₱51-billion flood control insertion scandal refused to appear before the probe. He says the ICI did its job despite limits - but could have uncovered more with the authority to compel witnesses and documents.

Student journalists at the 27th Word Cup Philippines National Journalism Conference noted that the scandal puts the country’s infrastructure governance under intense scrutiny. Recent arrests and whistleblower accounts highlight the urgent need for stronger institutions that can hold anyone accountable- regardless of rank or position.

Executive Director Eugenio O. Calapit urged the Campus Press to uphold the dignity of journalism through “makatarungang pagbabalita.” When asked by a participant how he envisions the 27th Word Cup, he responded, “I see this as taking the path of truth-telling, just like our previous 26 engagements."

He emphasized that in Word Cup, no fact sheets are given. Instead, the goal is to immerse participants in the real process of gathering facts and pursuing the truth. This is done by teaching students, advisers, even working professionals in the field of communication how to properly frame and ask the hard questions. "We want our participants to experience the real deal,” he stressed, noting that the event is designed to train campus journalists to verify information, sharpen their judgment, and discern what is truthful to produce factual and responsible stories.

Word Cup invited Rep. Terry Ridon, Chair of the Committee on Public Accounts and Co-Chair of the House Infrastructure Committee and QuadCom. In the press briefing, ED Calapit reminded the Campus Press that “getting your facts straight starts by asking the right questions on important matters.”
