He acknowledged the importance of the moment, as it allowed him to personally meet and present his initiative face-to-face with the Punong Barangays of the ๐ฎ๐ฐ ๐ฏ๐ฎ๐ฟ๐ฎ๐ป๐ด๐ฎ๐๐ of the ๐ ๐๐ป๐ถ๐ฐ๐ถ๐ฝ๐ฎ๐น๐ถ๐๐ ๐ผ๐ณ ๐ง๐ฎ๐ด๐ผ.
During the session, ABC President Hon. Emmanuel P. Isiang also recognized the efforts and initiative of Chief Executive Paqueo in developing the concept and bringing forward an innovative proposal that aims to modernize the way barangays preserve and disclose public governance records. The ABC President emphasized the value of introducing digital systems that promote transparency, accountability, and proper documentation within the barangay level.
Chief Executive Paqueo then formally introduced ๐ฃ๐ฟ๐ผ๐ท๐ฒ๐ฐ๐ ๐๐ฃ๐๐ฆ (๐๐ถ๐ด๐ถ๐๐ฎ๐น๐ถ๐๐ฒ๐ฑ ๐ฃ๐๐ฏ๐น๐ถ๐ฐ ๐๐ถ๐๐ฐ๐น๐ผ๐๐๐ฟ๐ฒ ๐ฆ๐๐๐๐ฒ๐บ), carrying the vision and slogan โ๐ง๐ต๐ฒ ๐๐ผ๐น๐ฑ๐ฒ๐ป ๐ฅ๐ถ๐๐ฒ๐ฟ ๐ผ๐ณ ๐ง๐ฎ๐ด๐ผ.โ The initiative aims to strengthen the culture of transparency, documentation, and digital preservation of governance records across the municipality through a structured online platform.
The AIDO CEO also explained that the inspiration behind the initiative is aligned with existing government transparency mandates, particularly ๐๐๐๐ ๐ ๐ฒ๐บ๐ผ๐ฟ๐ฎ๐ป๐ฑ๐๐บ ๐๐ถ๐ฟ๐ฐ๐๐น๐ฎ๐ฟ ๐ก๐ผ. ๐ฎ๐ฌ๐ฎ๐ฑ-๐ญ๐ฌ๐ฐ, as well as the original Public Disclosure Policy under the ๐๐ผ๐ฐ๐ฎ๐น ๐๐ผ๐๐ฒ๐ฟ๐ป๐บ๐ฒ๐ป๐ ๐๐ผ๐ฑ๐ฒ ๐ผ๐ณ ๐ญ๐ต๐ต๐ญ (๐ฅ๐ฒ๐ฝ๐๐ฏ๐น๐ถ๐ฐ ๐๐ฐ๐ ๐ก๐ผ. ๐ณ๐ญ๐ฒ๐ฌ). These mandates encourage local government units to ensure public access to official records, financial disclosures, and governance documents, which the DPDS aims to support through digital innovation.
During the presentation, the AIDO CEO explained the framework of the Digitalized Public Disclosure System (DPDS), outlining its objectives, advantages and limitations, digital infrastructure, and its role in improving public transparency. The system is designed to address documentation challenges within barangays by providing an accessible digital archive of official communications, resolutions, ordinances, approved minutes, financial disclosures, and other governance records.
The project was originally conceptualized only for ๐๐ฎ๐ฟ๐ฎ๐ป๐ด๐ฎ๐ ๐ฃ๐๐ฟ๐ถ๐๐ถ๐บ๐ฎ. However, during a previous barangay session where the concept was first introduced, ๐ฃ๐๐ป๐ผ๐ป๐ด ๐๐ฎ๐ฟ๐ฎ๐ป๐ด๐ฎ๐ ๐ฎ๐ป๐ฑ ๐๐๐ ๐ฃ๐ฟ๐ฒ๐๐ถ๐ฑ๐ฒ๐ป๐ ๐๐ผ๐ป. ๐๐บ๐บ๐ฎ๐ป๐๐ฒ๐น ๐ฃ. ๐๐๐ถ๐ฎ๐ป๐ด recognized the potential of the initiative and invited the AIDO CEO to present the proposal before the Liga ng mga Barangay โ Tago Chapter, opening the opportunity for the project to serve the entire municipality.
Under the proposed framework, the AIDO as provider will have each barangay to establish their own independent digital website, while the Liga ng mga Barangay โ Tago website will serve as the central directory connecting all barangays. This structure reflects the administrative hierarchy of the municipality and promotes greater accessibility to public governance records.
During the open forum, several ๐ฃ๐๐ป๐ผ๐ป๐ด ๐๐ฎ๐ฟ๐ฎ๐ป๐ด๐ฎ๐๐ raised key questions regarding the initiative โ particularly its ๐ฏ๐ฒ๐ป๐ฒ๐ณ๐ถ๐๐, ๐ฑ๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐ ๐๐ถ๐บ๐ฒ๐น๐ถ๐ป๐ฒ, ๐ฎ๐ป๐ฑ ๐ถ๐บ๐ฝ๐น๐ฒ๐บ๐ฒ๐ป๐๐ฎ๐๐ถ๐ผ๐ป ๐ฐ๐ผ๐๐. In response, Chief Executive Paqueo explained that the project will help strengthen transparency, preserve barangay accomplishments, and provide an accessible historical record of governance activities. The proposed development timeline for the digital infrastructure is estimated at six months, while implementation costs will be discussed and negotiated individually with each barangay.
During the discussion, the ๐ฃ๐๐ป๐ผ๐ป๐ด ๐๐ฎ๐ฟ๐ฎ๐ป๐ด๐ฎ๐ also initiated a consultation with the ๐ ๐๐ป๐ถ๐ฐ๐ถ๐ฝ๐ฎ๐น ๐๐๐ฑ๐ด๐ฒ๐ ๐ข๐ณ๐ณ๐ถ๐ฐ๐ฒ๐ฟ to explore where the possible funding or budget allocation for the development of the digital infrastructure could be credited. This consultation aimed to determine the appropriate financial mechanism should the Liga ng mga Barangay proceed with the adoption of the initiative.
Following the presentation, ABC President Hon. Emmanuel P. Isiang expressed support for the initiative and suggested that the Liga ng mga Barangay consider its possible adoption, with budgetary preparation potentially targeted for the year 2027.
The initiative reflects a forward-looking vision for the Municipality of Tago โ building a stronger culture of transparency, accountability, and digital governance for present and future generations.
