The Civil Service Commission (CSC) has released the Interim Guidelines on Appointments and Other Human Resource Actions for the Period of State of Calamity Due to COVID-19 Pandemic (CSC Memorandum Circular No. 14, s. 2020), laying down the parameters on appointment processes and other HR actions for the said period.
HR processes included in the guidelines are publication and posting of vacant positions; recruitment and selection process; issuance of appointments; assumption to duty; probationary period; reassignment, detail, transfer, and designation; and filling up of vacant positions resulting from promotion.
These interim guidelines shall take effect retroactively on 16 March 2020, which is the date of the President’s declaration placing the entire country under the State of Calamity. The guidelines shall remain in force until the same has been lifted by the President of the Philippines.
The guidelines shall apply only to appointments to first and second level positions, including second level executive/managerial positions in the career service, and those appointed to the non-career service who are non- presidential appointees.
