Empowering Communities Through Mindset and Financial Literacy

The Department of Trade and Industry (DTI) Bohol, in partnership with the Presidential Commission for the Urban Poor (PCUP), successfully conducted a one-day Capability Building Seminar on Entrepreneurial Mindset, Financial Literacy, Responsible Borrowing, and Debt Management on August 15, 2026, at the ABC Hall, Municipal Complex, Ubay, Bohol.

The activity brought together members of urban poor organizations from Ubay, including the Fatima Urban Poor Association (FUPA), Barangay Tapon Neighborhood Association (BTNA), and Poblacion Urban Settlers Association (PUSA).

The session focused on developing an entrepreneurial mindset and strengthening participantsโ€™ understanding of financial literacy, responsible borrowing, and debt managementโ€”particularly relevant to their organizationsโ€™ involvement in income-generating activities such as Community Bigasan and Microcredit or Lending.

The seminar was facilitated by Limarfort Gabisan, Business Counselor of DTI Bohol, who shared practical insights and discussions on developing a proactive and responsible mindset, making sound financial decisions, managing borrowed funds wisely, and understanding the importance of responsible debt management.

Beyond financial knowledge, the session highlighted the importance of initiative, resourcefulness, discipline, and informed decision-making in creating opportunities and strengthening the capacity of communities to become more financially resilient. ๐ŸŒฑ

Special appreciation to Ms. Amabelle M. Canlas, PCUP Area Coordinator, for initiating and coordinating this capability-building activity and for the continued partnership with DTI Bohol in empowering urban poor communities through meaningful learning opportunities.

Our sincere gratitude as well to the participating organizations and all the participants for their active participation, openness, and meaningful engagement throughout the session.

Together, we continue to build communities with stronger mindsets, wiser financial decisions, and greater resilience.

A stronger mindset. Better financial decisions. More empowered communities. ๐Ÿ’™

Strengthening consumer awareness and promoting responsible business practices remain among the priorities of the Department of Trade and Industry (DTI) Bohol Provincial Office. In line with this commitment, Negosyo Center Ubay successfully conducted the SRE Registration Campaign and Information Caravan on Fair Trade Laws on July 20, 2026, at the LGU Ubay BOSS Office, Fatima, Ubay, Bohol.

The activity gathered owners and representatives of various business establishments across the municipality to enhance their understanding of the Service and Repair Enterprise (SRE) Registration Program and the countryโ€™s Fair Trade Laws, while reinforcing the importance of regulatory compliance, ethical business practices, and consumer protection.

The program officially opened with a welcome message from the representative of the Local Government Unit of Ubay, signifying the LGUโ€™s continued commitment to supporting initiatives that promote a competitive, responsible, and business-friendly environment within the municipality. DTI Bohol extends its sincere appreciation to the LGU Ubay, particularly the BOSS Office, for its invaluable partnership, warm accommodation, and unwavering support in making the activity possible.

The learning session was jointly facilitated by Mr. Alvhin Acosta, Trade-Industry Development Specialist, and Ms. Marylou Torreon, Chief of the Consumer Protection Division of DTI Bohol. Together, they discussed the Service and Repair Enterprise (SRE) Registration Program and the Fair Trade Laws, emphasizing the responsibilities of business establishments in complying with existing regulations, upholding consumer rights, and delivering quality, honest, and reliable services.

Participants actively engaged throughout the discussions and open forum, raising questions and sharing concerns regarding business compliance, consumer protection, and SRE registration. The interactive exchange of ideas provided participants with practical guidance and a clearer understanding of the legal responsibilities of business establishments, while encouraging greater compliance with DTI regulations.

Through activities such as this, the Department of Trade and Industry continues to strengthen its partnership with local government units and the business sector in fostering a culture of responsible entrepreneurship, protecting consumer welfare, and creating an environment where enterprises can grow with integrity, accountability, and competitiveness.

Together, let us continue building a more informed, compliant, and consumer-friendly business community for a stronger and more resilient local economy.

July 1, 2026

Amid the recent passing of our beloved Municipal Mayor, todayโ€™s activity stood as a testament to the resilience, collaboration, and unwavering commitment of our community in empowering our local entrepreneurs. While we continue to mourn this great loss, we also move forward by carrying on the vision of strengthening our business community through meaningful programs and partnerships.

With over 100+ MSMEs in attendance, our AI Learning Session for MSMEs successfully brought together entrepreneurs eager to learn how Artificial Intelligence (AI) can be utilized to improve business operations, marketing, customer engagement, and overall productivity.

Our heartfelt gratitude goes to our resource speakers from the Department of Information and Communications Technology (DICT), Mr. Charles Jave M. Retanal and Ms. Mary Ellen R. Canda, for generously sharing their expertise and making AI more understandable, practical, and accessible for our local entrepreneurs.

We also extend our sincere appreciation to our partners from Smart Communications, represented by Ms. Mary Knoll, for introducing digital services and opportunities that can further support the growth and digital transformation of our MSMEs.

On behalf of the Department of Trade and Industry (DTI) Bohol Provincial Office, NCBC Limarfort Gabisan delivered the welcome message on behalf of Provincial Director Vierna Chiu Ligan, reaffirming DTIโ€™s unwavering commitment to continuously equip MSMEs with the knowledge, skills, and digital tools they need to remain competitive in todayโ€™s evolving business landscape.

Our deepest appreciation goes to Municipal Administrator Mr. Karl Arbon for delivering the message on behalf of our late Municipal Mayor and for his steadfast leadership and continued support to the local MSME sector.

We also sincerely acknowledge Municipal Treasurer Elizabeth Pabellan for the continued support of the Local Government Unit; BPLO Head Engr. Juanita Oclarit Basilad and the Business Permits and Licensing Office for their invaluable assistance; and GSO Head Apple Tanjay, together with the General Services Office, for ensuring that the venue, equipment, and other logistical requirements were well-prepared, contributing greatly to the success of the activity.

A very special shoutout goes to MLGOO Atty. Karen Ann of the Department of the Interior and Local Government (DILG) for her unwavering support and coordination with our barangays, ensuring the active participation of MSMEs from every barangay. Your dedication and commitment truly made a significant difference in making this activity a success.

Our sincere appreciation also goes to NCBC Area Coordinator Mr. Dennis Lambojon for his unwavering support throughout the activity. Thank you for your valuable assistance in coordinating with our visiting resource speakers and for helping ensure the smooth and orderly conduct of the program. Your dedication and teamwork greatly contributed to the success of this activity.

This successful activity reflects what can be achieved when national government agencies, the Local Government Unit, private sector partners, and our entrepreneurs work hand in hand toward a common goal.

To our MSMEs, thank you for choosing to learn, adapt, and embrace innovation. Your willingness to invest your time and continuously improve your businesses inspires us to continue creating programs that make a meaningful and lasting impact on our local communities.

Daghang salamat sa tanan nga mipartisipar, mitabang, ug mipadayon sa pagpalig-on sa atong MSMEs. Together, let us continue building a smarter, more resilient, and future-ready business communityโ€”because when our MSMEs grow, our local economy grows with them. Hereโ€™s to embracing innovation, creating opportunities, and empowering every entrepreneur, one learning session at a time.
