HMCR "High Mountain Community Rescue" was established by a local group comprising of professional individuals in the year 2010 and The members of this group were trained by foreign institutions like RAPID UK , International Operations (IntOps) in Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM).
