The Federal Cabinet of Pakistan officially ratified a revised vehicle import policy on January 8, 2026, introducing stricter regulations to curb the misuse of import schemes while maintaining specific benefits for overseas citizens.
The updated policy framework includes the following key changes for 2026:
Abolition of Personal Baggage Scheme: The government has officially discontinued the Personal Baggage scheme to prevent financial damage and widespread misuse.
Retained Schemes: Only the Transfer of Residence (TOR) and Gift Scheme remain active for overseas Pakistanis to import used vehicles up to three years old.
Stricter Residency Requirements: To qualify for these schemes, citizens must have spent at least three years abroad, with a minimum total stay of 850 days outside of Pakistan.
Country-Specific Origination: For the TOR scheme, vehicles must now originate from the specific country where the overseas Pakistani resides, ending the practice of third-country shipments from cheaper markets.
Mandatory Import Gap: The allowable period between vehicle imports has been extended from two years to three years.
Non-Transferability Rule: All imported vehicles are now subject to a one-year non-transferable period from the date of registration, meaning they cannot be sold or transferred immediately.
Environmental and Safety Standards: Used car imports must now meet the same regulatory, safety, and environmental standards (such as Euro 4+) required for commercial vehicle imports.
Separately, the government has also allowed the commercial import of used vehicles up to five years old until June 30, 2026, subject to an additional 40% regulatory duty.

Only two schemes will remain allowed:
Transfer of Residence
Gift Scheme
Commercial-import standards for safety & environment will now apply to these schemes.
The allowed gap between imports is extended from 2 years to 3 years.
Imported vehicles will be non-transferable for 1 year after import.
