A lot of questions come to mind about this methodology: What is the concept of danger in ISO 9001: 2015?

ISO 9001: 2015 التفكير القائم على المخاطر.
يتبادر إلى الذهن الكثير من الأسئلة حول هذه المنهجية: ما هو مفهوم الخطر في ISO 9001: 2015؟

بالمواصفة ؟
هل منهجية التفكير المبني على المخاطر مجرد إضافة إلى قائمة الإجراءات ؟
أم إضافة إلى نظام إدارة الجودة من خلال تحقيق نسب أكبر لرضا العملاء
ومن ثم جني عوائد أكبر للمؤسسة ؟
كيف يمكن تحديد المخاطر في عملية ما ؟ وما هي الوسائل والأدوات
لتقييم هذة المخاطر؟
لا توجد إنجازات عظيمة بدون مخاطر( أرنيل أرمسترونج )
في البداية لابد من تعريف مفهوم الخطر
لماذا الحديث عن مفهوم الخطر؟
فلا أحد يختلف على مفهومه هو كونه حدث قد يقع لشئ ما أو لشخص ما
مما يؤدي إلى إحداث تهديد أو إصابة أو ضرر ما به
الخطر في المواصفة يختلف بشكل كامل عن مجرد هذا التعريف اللغوي
لأن الخطرهنا يشمل معنيان اثنين: ( التهديدات ، والفرص)
فالخطر في المواصفة هو عبارة عن حدث سببه نقصه في المعلومات
وعدم التيقن مما يؤدي إلى حدوث نتائج سلبية
هذة النتائج السلبية تعرف ( بالتهديدات ) التي قد تواجه الشركة
أما النتائج الإيجابية فهي ( الفرص ) المتاحة للشركة
والتي من شأنها أن تساعد على نموها اذا تحديد المخاطر بشقيها
التهديدات والفرص أصبح أحد أهم متطلبات المواصفة والذي تم إفراده في بند كامل
منفصل غير أنه لا يشترط وجود نظام رسمي لإدارة المخاطر
وهذا يختلف من مؤسسة لأخرى على حسب طبيعة نشاطها ومدى تعقد العمليات بها ومما يتميز به الإصدارالجديد المرونة في إنشاء الوثائق
بحيث ترك الحرية لكل مؤسسة في كيفية توثيق عملية تحديد المخاطر
وتقييمها والتي تعرف حاليًا في المواصفة بمنهجية ( التفكير المبني على المخاطر)
منهجية التفكير المبني على المخاطر يمكن تطبيقها علي أي عملية سواء
كانت خدمية أو إنتاجية:
وذلك من خلال الإجابة على ستة أسئلة
1- ما الذي يمكن أن يعرض مؤسستنا للخطر ويمنعها من تحقيق أهدافها ؟
2- كيف يمكن لهذة المخاطر أن تؤثر على أدائنا؟
3- ما هي الإجراءات التي يمكن أن نتخذها لاحتواء هذة المخاطر؟
4-كيف يمكن معرفة أن هذة المخاطر تم احتوائها بشكل كامل؟
5-كيف يمكن التأكد من سلامة الإجراءات المتخذة لاحتواء هذة المخاطر؟
6-كيف يمكن منع حدوث هذة المخاطر مرة أخرى؟
أحد أهم أغراض نظام إدارة الجودة الرئيسية أن يعمل كأداة وقائية لمنع أو تقليل الخطر
الذي قد ينتج عن وجود خطأ في أحد العمليات مما يؤدي إلى حدوث انحراف عن المتطلبات الأساسية لمنتج أو خدمة ما
ومن المخاطر (التهديدات) قد تنشأ بعض الفرص التي تساعد
على نمو الشركة بسبب تحليل بعض المخاطر
على سبيل المثال قد يكون الخطر هو ظهور منافس جديد في الأسواق
مما يؤدي إلى انخفاض الحصة السوقية للمؤسسة
ومن ( الفرص ) قد تأخذ صورا متعددة منها :
فتح أسواق جديدة أو تنفيذ مشروعاات جديدة ، أو تطوير منتجات قائمة
أو تقليل الفاقد في المواد الخام وتحسين الإنتاجية ، أو جذب بعض العملاء الجدد.
كل هذه الفرص وغيرها قد تنشأ من خلال تحليل المخاطر
وهو الجانب الإيجابي للخطر
وبالطبع ليست كل المخاطر لها جوانب إيجابية تؤدي إلى فرص
هناك عدة خيارات للتعامل مع المخاطر:
1- إما عن طريق تجنب المخاطر
2- تحمل المخاطر من أجل الحصول على الفرص الممكنة
3- حذف المصدر الرئيسي للخطر
4 - تغيير الاحتمالات والعواقب الناتجة عن الخطر
5- تقسيم الخطر
