*Pakistan has moved from “net metering” to “net billing”.*

Solar is now a cost-saving tool, not an income generating asset.

Here is what new policy states now.

*NEPRA Prosumer Policy 2026:*

Pakistan has officially replaced the old Net Metering Regulations 2015 with the Prosumer Regulations 2026. This changes how solar owners sell electricity to the grid.

*1. Net Metering is Replaced with Net Billing*

*Old system (2015):*
• Units exported = units imported
• One-to-one adjustment (kWh vs kWh)

*New system (2026):*
• You now sell units at National Average Energy Purchase Price (NAEPP)
• You buy units at your normal DISCO tariff
• This is financial net billing, not unit-based netting.

*2. Export Rate is Lower*
• Export price is no longer retail.
• It is linked to national average energy purchase price (bulk power cost).
• Means payback period becomes longer.

*3. Existing Solar Users*

If you already have net metering:
• Your current agreement stays valid till expiry.
• Billing already shifts to national average price.
• On renewal, you fully move to new prosumer model.

*4. Maximum System Size Rule*
• Your solar capacity cannot exceed your sanctioned load.
• Example:
10 kW sanctioned load → Max 10 kW solar allowed.

*5. Transformer Limit Introduced*
• If a transformer is already loaded 80% with solar, new applications can be rejected.
• This gives DISCOs legal ground to stop approvals.

*6. Load Flow Study Now Mandatory*
• For systems 250 kW and above, a professional grid study is compulsory.
• Must be done by PEC-registered consultant.

*7. Agreement Term Fixed*
• New solar contracts are:
• 5 years only
• Renewable every 5 years
• Earlier it was effectively open-ended.

*8. NEPRA Approval Still Required*
• Every prosumer must get:
• DISCO agreement
• NEPRA concurrence certificate
• Any technical modification requires fresh approval.

*Strategic Reality for Solar Owners*

Solar is still worth it, but the model has changed:

*Best use case now:*
• Design systems for self-consumption
• Use batteries or daytime loads
• Stop oversizing for export

*Worst idea now:*
• Installing large systems purely to sell to grid.
