The Federal Board of Revenue (FBR) is keeping a close eye on credit card transactions as part of its initiative to broaden Pakistan’s tax base. Citizens using credit cards should be aware that certain payment thresholds trigger mandatory reporting by banks to the FBR.
📌 Threshold for Credit Card Scrutiny
According to Rule 39A of the Income Tax Rules, 2002 (amended up to November 24, 2023), banks are required to report credit card payments of Rs200,000 or more per month to the FBR.
🔍 What Information is Shared with FBR?
When a credit card holder crosses the Rs200,000 monthly payment limit, banks must provide the following details:
• CNIC, NICOP, or Passport number
• NTN (if applicable)
• Name and title of account holder
• Residential status (resident or non-resident)
• Address and telephone number
• Credit card acquisition date
• Business or profession
• Amount of payments made against credit card bills

Rule 39A outlines the scope of information banks must provide:

PRA initiates action against tax defaulters

LAHORE: The Punjab Revenue Authority (PRA) has initiated the process of compiling a comprehensive record of individuals and entities involved in continuous non-compliance with tax payment obligations with a particular focus on long-standing defaulters of services tax.

A high-level meeting on tax recovery was held under the chairmanship of PRA Chairman to review enforcement measures and revenue performance. During the meeting, all commissioners and enforcement officers were directed to complete assigned registration and tax collection targets within the next two days. The chairman said that new enforcement officers will be deployed across various districts and assigned to newly established enforcement units to strengthen field operations.

It was highlighted in the meeting that amendments to the PRA laws and the ongoing reforms programme has resulted in a record increase in tax collection, reflecting improved compliance and enforcement efficiency. The chairman also issued instructions to fully activate enforcement teams to ensure effective implementation of the Electronic Invoice Monitoring System (EIMS). The performance of commissioner Gujranwala was appreciated for timely achievement of prescribed targets. The meeting was attended by divisional commissioners and enforcement officers through video link.

FBR directs businesses, professionals to integrate e-invoicing with income tax system

The Federal Board of Revenue (FBR) Wednesday night issued a comprehensive list of businesses including professionals and service providers to register, install and integrate their electronic invoicing hardware and software with the Board’s computerized system for the purpose of income tax.

According to an SRO.288(I)/2026 issued late night (Wednesday), the integrated enterprises (businesses) through Board’s online system shall provide information of their outlets, points of sale or electronic invoicing transactions. No supply shall be made by the integrated enterprises except through the integrated outlets, point of sale or electronic invoice or bill issuing machines.

The businesses required to be integrated with the FBR’s system included restaurants, hostels, motels, guest houses, marriage halls, marquees, clubs including race clubs, inter-city travel by road, courier services and cargo services, services provided for personal care by beauty parlours, clinics and slimming clinics, massage centres, pedicure centres, all medical service providers including dentists, physiotherapists, plastic surgeons, hair implant surgeons and veterinary doctors, pathological laboratories. Medical diagnostic laboratories including X Rays, CT Scan. M.R lmagingetc, private hospitals or medical care centres providing medical consultation, hospitalization or other ancillary services, health clubs, gyms physical fitness centres, swimming pools and multipurpose clubs such as Lahore gymkhana, Islamabad club, Chenab Club, Karachi Gymkhana, Royal Palm Lahore, Polo Club etc operated by any civilian/ non-civilian administration, photographers, videographers and event managers, accountants, retailers including manufacturer cum-retailer, wholesaler-cum retailers, importer-cum-retailer or such other person who combines the activity of retail sale with another business activity and foreign exchange dealers/exchange companies, private schools, colleges, universities, professional institute/vocational training cent

اسلام آباد (28 اکتوبر 2025) — فیڈرل بورڈ آف ریونیو (FBR) نے ٹیکس سال 2025 کے انکم ٹیکس ریٹرن فارم میں اچانک تبدیلی کرتے ہوئے ایک نئی شرط عائد کر دی ہے، جس کے تحت اب تمام آمدن اور خرچ (inflows & outflows) کے اندراج کے وقت متعلقہ فرد کا شناختی کارڈ نمبر (CNIC) درج کرنا لازمی قرار دیا گیا ہے۔

یہ غیر متوقع ترمیم ٹیکس دہندگان اور ٹیکس کنسلٹنٹس کے لیے حیران کن ثابت ہوئی ہے۔ ماہرین کا کہنا ہے کہ یہ اقدام ریٹرن فائلنگ کے عمل کو پیچیدہ بنا دے گا کیونکہ یہ تبدیلی ریٹرن فائلنگ کی آخری تاریخ کے عین قریب نافذ کی گئی ہے۔

قبل ازیں، ریٹرن فائل کرنے کی آخری تاریخ 30 ستمبر 2025 مقرر تھی، جسے بعد ازاں ردعمل کے نتیجے میں 15 اکتوبر اور پھر 31 اکتوبر 2025 تک بڑھایا گیا تھا۔ تاہم، نئی شرط کے بعد ٹیکس دہندگان کو فارم اپڈیٹ کرنے اور تمام CNIC اندراجات مکمل کرنے کے لیے اضافی وقت درکار ہوگا۔

ٹیکس ماہرین نے FBR سے مطالبہ کیا ہے کہ وہ اس اچانک ترمیم کے اطلاق کو مؤخر کرے یا ریٹرن فائلنگ کی تاریخ میں مزید توسیع دے تاکہ ٹیکس دہندگان کسی قانونی دباؤ یا تکنیکی مشکلات کا شکار نہ ہوں۔

FBR to Launch Field Audit of 42 Key Industries Nationwide

The Federal Board of Revenue (FBR) will conduct a field audit of 42 top sectors/industries across the country with the assistance of sectoral experts.

To achieve this, the FBR has decided to appoint 102 audit experts specializing in these 42 sectors/industries.

The finalized list of sectors includes: Automotive, Aviation, Banks, Beverages, Cement, Ceramics, Chemicals, Coal, Departmental Stores, Edible Oil, Education, Electronics, Feed, Fertilizer, Flour Mills, Food Importers, IT, Manufacturers, Batteries, Copper Manufacturers, Mobile Manufacturers, Paper, Chipboard & Packaging Manufacturers, Plastic, Poultry, Power, Real Estate, Restaurants and Marquees, Rice Mills, Services, Sugar, Tea, Telecom, Textile, and To***co.

In the first phase, the field audit will focus on the following sectors: Automobile, Textile, Iron & Steel, IPPs & DISCOs, Pharmaceuticals, Finance & Insurance, Banks, Sugar, Chemicals & Fertilizers, Real Estate/Builders & Developers, Petroleum, Oil & Lubricants, Cement, Telecommunication, and To***co.

The responsibility for ensuring the quality of audit mentors and sector experts will rest with HR firms. A Selection Committee will be constituted to assess and finalize the suitability of the experts shortlisted for deployment from the list provided by the respective HR firms, as outlined in the FBR’s requirements.

The selection process may be conducted either in person or virtually, depending on feasibility.

According to the requirements communicated by the field formations, the sectors prioritized for the first phase have been listed, the FBR added.
