پراپرٹی سرٹیفکیٹ کا آغاز
پنجاب لینڈ ریکارڈز اتھارٹی زمین کے پارسل کی سالمیت کو بڑھانے کے لیے پراپرٹی سرٹیفکیٹ متعارف کروانے کا ارادہ رکھتی ہے۔ اس اقدام کے لیے ضلع سیالکوٹ کو افتتاحی ضلع کے طور پر منتخب کیا گیا ہے۔ پارسل پر مبنی نظام آہستہ آہستہ پنجاب بھر میں کھیوٹ پر مبنی نظام کی جگہ لے لے گا۔ پراپرٹی سرٹیفکیٹ کی اہم خصوصیات میں پراپرٹی کے لیے منفرد کوڈ، مقام کا نقشہ اور پراپرٹی کا پتہ، پراپرٹی سرٹیفکیٹ میں دو لسانی فیلڈز، زمین کی تشخیص اور دیگر شامل ہیں۔
2. درج ذیل زمروں کے تحت آنے والے زمین کے پارسلز کو پراپرٹی سرٹیفکیٹ کے اجراء کے لیے اہل سمجھا جائے گا، جو CLRMIS میں دستیاب نئی خصوصیت کے ذریعے عمل میں لایا جائے گا:
i کھیوت کا واحد مالک ہے۔
ii کھیوٹ کے ایک سے زائد مالکان ہیں جنہوں نے اپنی رضامندی پیش کی ہے کہ وہ مشترکہ کھیوٹ کی تقسیم کے لیے آگے بڑھنے کے لیے تیار نہیں ہیں۔ ایسے تمام اراضی مالکان کو جائیداد کے سرٹیفکیٹ کے لیے کارروائی کے آغاز کے لیے، اے آر سی کے سروس سینٹر آفیشیل کے سامنے پیش ہونا ضروری ہے۔
کھیوٹ کے ایک سے زیادہ مالک ہیں، جہاں شیئر ہولڈرز مشترکہ ہولڈنگ کو برقرار رکھنے کے لیے اپنی رضامندی جمع نہیں کراتے ہیں، وہ جائیداد کے سرٹیفکیٹ کے اجراء کے لیے کارروائی کے لیے اہل نہیں ہیں، جب تک کہ تقسیم کی کارروائی مکمل نہ ہو جائے/تقسیم کی تبدیلی کی تصدیق اور ہر مالک کی شناخت/تصدیق ہو جائے۔
3. یہ مجاز اتھارٹی کی منظوری سے جاری کیا جاتا ہے۔

LAUNCH OF PROPERTY CERTIFICATE
Punjab Land Records Authority intends to introduce the Property Certificate, to supplement the integrity of land parcels. District Sialkot has been selected as inaugural district for this initiative. The Parcel based system will gradually replace the Khewat based system across Punjab. The key features of Property Certificate include unique code for property, location map and address of property, bilingual fields in the Property Certificate, valuation of land and others.
2. The land parcels falling under the following categories shall be deemed qualified for issuance of Property Certificate, processed through the new feature made available in CLRMIS:
i. Khewat having single owner.
ii. Khewat having more than one owner who submit their consent to the effect that they are not willing to proceed for partition of the joint Khewat. All such land owners are required to appear before the Service Centre Official at the ARC, for the initiation of process for Property Certificate.
Khewat having more than one owner, where the share-holders do not submit their consent for retention of joint holding, are not qualified to be processed for the issuance of Property Certificate, till the completion of partition proceedings/attestation of partition mutation and identification/confirmation of possession of each owner.
3. This is issued with the approval of the Competent Authority.
