تطبيق اليات تمويل الحوافز المالية
في مشروع يستهدف توظيف الشباب في قطاع الأثاث والمفروشات
النقص الحاد في الأيدي العاملة والحرفيين الماهرين في الضفة الغربية، وارتفاع نسبة البطالة في المجتمع الفلسطيني والبالغة (26.4%) خلال العام الماضي وفق جهاز الإحصاء الفلسطيني، دفع جمعية جهود للتنمية المجتمعية والريفية لإطلاق مشروع "التدريب من أجل تحقيق الوظائف – TAJ" ليساهم في التحاق كثير من الشباب الفلسطيني بقطاع المهن واحترافها وتوفير فرص عمل كريمة لهم، وفتح الأفق أمام مستقبلهم المهني.
شكّل مشروع "تاج TAJ" نموذجاً ساعد من خلال دوراته التدريبية عشرات الشبان والشابات من خلال تدريب اكثر من 100 شاب وشابة في مواضيع مختلفة مثل النجارة و التنجيد وتسويق الاثاث، وقد نجح البرنامج في توظيف اكثر من النصف في سوق وفقاً لشروط العمل اللائق ومراعاة الحد الأدنى للأجور المعمول فيه في الأراضي الفلسطينية. ومازال البرنامج على تواصل مع أصحاب العمل لتوظيف باقي المتدربين او تامين فرصة تدريب على راس العمل لهم.
ويستند مشروع "تاج TAJ" في جوهره لمبدأ التمويل القائم على النتائج لتوظيف الشباب الفلسطيني وفق حاجة سوق العمل وتحقيق شراكة حقيقة مع القطاع الخاص، خاصة في قطاع النجارة والأثاث، في (رام الله، سلفيت، نابلس، جنين، بيت لحم)، وهي المحافظات التي تحتاج لأيدي عاملة ماهرة ومختصة في مهن النجارة والتنجيد والتسويق والبيع والتصميم الداخلي بالإضافة إلى ال CNC ودهان الموبيليا.
حيث تدور فكرة التمويل القائم على نتائج التنمية حول تقديم الحوافز المالية الصحيحة في برامج "تاج" بحيث تساعد الجهة المنفذة في تذليل الصعوبات لتوظيف الشباب عبر تصميم خدمات ذات جودة عالية قادرة على تحقيق النتائج.
وحاليا، اثبتت النتائج المتحققة ان الحوافز ساهمت في تصميم خدمات تتعلق بالتوظيف والمتابعة والارشاد، و التي ساعدت بشكل كبير على تخطي كثير من العقبات التي يمكن أن تحول دون تحقيق الأهداف من تأهيل وتشبيك الشباب بسوق العمل. على الرغم من القدرة على النظر إلى التمويل القائم على النتائج باعتباره حلاً رائعا يضمن تحقيق أعلى جودة للخدمات بأفضل تكلفة ويجعل المساعدات "أكثر ذكاء" أو فعالية، فالحقيقة هي مثل هذه النماذج مازلت جديدة وبحاجة الى تطبيق أكثر من مرة لاعتمادها على أساس احد الحلول السحرية للتنمية في المجتمع الفلسطيني للسنوات القادمة.
عملية الالتحاق بمشروع "تاج TAJ" تمر بمراحل عدة، تبدأ باستقبال طلبات الالتحاق، انتهاءً بتوظيف الشباب في مكان العمل ومتابعتهم وتقديم الإرشاد اللازم لهم خلال فترة العمل، حتى يتمكنوا من شق طريقهم في حياتهم المهنية والاعتماد على ذاتهم.
لم يكن ليتحقق نجاح مشروع "تاج TAJ" لولا متابعة وتنفيذ جمعية جهود للتنمية المجتمعية والريفية بدعم وتعاون مع شركة فاينانس فور جوز للخدمات الاستشارية F4J-CS) ) بتمويل من أربعة مستثمرين هم: صندوق الاستثمار الفلسطيني، والبنك الأوروبي لإعادة الإعمار والتنمية، وبنك التنمية الهولندي، وInvest Palestine"" من خلال صندوق الاستثمار التشيلي-الفلسطيني (بذور الزيتون).
Applying the mechanisms of financing the financial incentives
For a project that aims to employ youth in the furniture sector
Juhoud for community and Rural Development launched a project “Train to achieve jobs-TAJ” due to the acute shortage of skilled labour and craftsmen in the West Bank, and the high unemployment rate in the Palestinian society, which reached (26.4%) during the past year, according to data from the Palestinian Central Bureau of Statistics in order to contribute to the enrolment of many Palestinian youth in the vocational sector, to master a profession and be provided with decent job opportunities, and open the horizons for their professional future.
"TAJ" project represented a model that helped many young men and women through training courses, by training more than 100 youth in various subjects such as carpentry, upholstery, and furniture marketing. The project succeeded in employing more than half of the trainees in the labour market according to decent work conditions and considering the minimum wages in force in the Palestinian territories. The project is in continuous follow up and contact with employers to employ the rest of the trainees or to secure on-the-job training opportunity for them.
"TAJ" project is based on the principle of result-based financing to employ Palestinian youth according to the needs of the labour market and to achieve a real partnership with the private sector, especially in the carpentry and furniture sector, in (Ramallah, Salfit, Nablus, Jenin, and Bethlehem), which are the governorates that need skilled and specialized workforce in the professions of carpentry, upholstery, marketing, sales and interior design, in addition to CNC and furniture painting.
The idea of result-based financing revolves around providing the appropriate financial incentives for "TAJ" project, where the implementing agency helps to overcome the difficulties of employing youth by designing high-quality services capable of achieving results.
Currently, the results achieved have proven that incentives contributed to the design of services related to employment, follow-up, and guidance, which greatly helped to overcome many obstacles that could prevent the achievement of the goal of qualifying young people and connecting them to the labour market. Despite the ability to view result-based financing as a wonderful solution that guarantees the highest quality of services at the best cost which makes financial aids “smarter” or more effective. The truth is that such models are still new and need to be applied more than once to be adopted as one of the magical solutions for development in the Palestinian society for the coming years.
The process of joining "TAJ" project goes through several stages, starting with receiving applications for enrolment, ending with employing young people in the workplace, following up with them, and providing them with the necessary guidance during the work period, so that they can make their way in their professional lives and become self-reliant.
The success of "TAJ" project would not have been possible without the follow-up and implementation of Juhoud for community and Rural Development, with the support and cooperation of Finance for Jobs Consulting Services.
