RESIDENCY DOCUMENTATION FOR UK NATIONALS IN PORTUGAL

Since SEF Serviço de Estrangeiros e Fronteiras first invited those of you who are eligible to apply to exchange your EU residence certificates for new documents under the Withdrawal Agreement, many of you have registered on the Brexit portal https://brexit.sef.pt/en/ and have downloaded a certificate with a QR Code confirming your residence status under the Withdrawal Agreement. Some of you have applied to SEF for your first-time residency documentation, also under the Withdrawal Agreement, by emailing them on [email protected].

We know that you are now waiting to be contacted by SEF with further instructions on how you can finalise the process, and we understand your concern and, in some cases, the difficulties you are experiencing because of the time it is taking to reach this final stage.

We would like to assure you that we are in close contact with SEF and the Ministry for Internal Affairs about these delays. We have made them aware of the very real-life difficulties some of you are facing because you do not have proof of residence, and we have urged them to conclude their arrangements for replacing your documentation and contacting new applicants as soon as possible.

We will continue to liaise with the Portuguese government until the situation has been resolved. In the meantime, please keep in touch with this page for updated information and guidance.

If you have friends or family living in the UK, who plan on visiting Portugal, they can continue to use their UK-issued European Health Insurance Card (EHIC). The agreement reached between the UK and the EU means that UK residents can continue to access necessary care when visiting an EU country, as before.

Current EHICs remain valid until the expiry date on the card, so visitors to Portugal don't need to replace their card immediately. Once it expires, they can apply for a replacement card, now called the Global Health Insurance Card (GHIC).

MANDATORY CERTIFICATE OR TEST BEING APPLIED IN FOOD AND BEVERAGE CONSUMPTION ZONES IN SOME SHOPPING MALLS

GOVERNMENT SPOKESPERSON STATES THAT THIS ALSO APPLIES TO CAFES AND PASTISSERIES THAT SERVE MEALS

HIGH AND VERY HIGH RISK MUNICIPALITIES ONLY

Access to food and beverage consumption zones in shopping malls in higher-risk districts is limited from 15.30 hours this Saturday.

The permanence or consumption of food and beverages in the food courts of shopping centres located in the 60 high or very high risk municipalities are subject to the same rules announced in recent days for restaurants.

The biggest shopping centres in Lisbon and Porto explained the new rules to customers, either on social networks or by email.

"We would like to inform you that the consumption of meals in our restaurants and food court, by customers over 12 years of age, will now be allowed only for holders of a COVID Digital Certificate or COVID negative test. These measures will be in force from 3:30 pm on July 10, on weekends, holidays and Fridays from 7 pm", published Centro Comercial Colombo on Facebook.

Sonae Sierra shopping centres sent an email to customers in the main shopping centers in the Porto Metropolitan Area, such as NorteShopping or ArrabidaShopping, among others: stated a similar message", by email and on the respective websites .

Earlier today the Secretary of State for Commerce, Services and Consumer Protection, “stated that - Similar catering establishments, such as cafes and patisseries, located in high and very high risk councils may work on weekends until 22:30, without the need for customers to present a certificate digital or covid-19 negative test”.

He added "The extension of the opening hours in very high risk municipalities is for restaurants and similar establishments, which now can also operate from 15:30 to 22:30.

HOWEVER HE ADDED in a clarification “THAT if these establishments serve meals they will have to follow the SAME RULES APPLIED TO RESTAURANTS”.

The government official warned, however, that "knowing that in Portugal there are many similar establishments that can serve meals, the rules [of access with digital certificate and negative test] may apply."

João Torres added that "in the shopping centres, and with the necessary adaptations, the measures will be applied to the 'food courts'".

THE PORTUGUESE GOVERNMENT ISSUES A NEW TRAVEL ORDER REGARDING ARRIVALS INTO PORTUGAL.

This Order no 6794-A/2021 updates and adds further countries to the list of countries which the EU deem safe in accordance with Council Recommendation (EU) 2020/912 of June 30, 2020.

Notable additions to the latest list include Saudi Arabia, Canada, Lebanon and Qatar. All arrivals require a negative test.

This order takes effect from 00:00(midnight 11/12 July 2021) and until 23:59 on July 25, 2021, and may be revised at any time, depending on the evolution of the epidemiological situation.

✈️ PORTUGAL LIFTS BAN ON NON-ESSENTIAL TRAVEL FROM UK
(see updated Travel Advice link below)

The Portuguese government has announced it will lift its ban on non-essential travel from the UK on 17 May. Travel abroad is now different. You must check what you need to do to enter any country, even if it’s on the ‘Green List’. A negative PCR test is required for entry to any part of Portugal. Fully vaccinated travellers to Madeira may also present complete NHS vaccine certificates as a condition of entry instead of a negative PCR test.
Travellers will be required to show a negative PCR test result for COVID-19 taken within 72 hours of departure (not required for children aged 2 or under). Your airline is likely to deny boarding if you cannot provide evidence of a negative PCR test at check-in. Check with your airline before you travel.
Before travelling to Portugal, visitors from England and Scotland should ensure they (i) have more than six months validity left on their passports and (ii) take out comprehensive travel insurance, including cover for COVID-related issues. Towards the end of their holiday in Portugal, travellers must also take a pre-departure COVID test within 72 hours before returning to England or Scotland.

The government’s now weekly assessment has been made and the State of Calamity is to continue until 23h59 on 30th of May. Weekly assessments will continue, as the government appraises the changes to infection rates, but almost all of the country is now in ‘Stage 4 deconfinement’, with some exceptions which I’ve highlighted below as usual.

I remind you again of the president, Marcelo Rebelo de Sousa’s, warning, that “the virus has not disappeared, the pandemic is not over and we must do everything to avoid a setback.” He asked us all to use “common sense, prudence, precaution and discipline in the 4th phase of Desconfinamento”.

Office visits:
Sadly, the expected news about the end of ‘teletrabalho’ wasn’t mentioned, so the afpop office will remain closed to visitors for a further week, which I hope will be the last week that Members will not be able to visit the office in Portimão.

A reminder of what is open from the today.

• Water parks may now open, observing guidelines from DGS
• Children’s amusement parks, again with DGS guidelines

The level 3 rules of April 5, apply to the municipality of Resende and the parish of São Teotónio, in the municipality of Odemira. (The remainder of Odemira concelho joins the Stage 4 deconfinement.)

Vaccinations for over 55s:
The vaccine programme has already rolled down to those over 60 and now goes further, to include those 55 years of age and over. Those people can now make an appointment themselves via the Health Ministry website on the link https://covid19.min-saude.pt/pedido-de-agendamento/. Enter your date of birth, click ‘Validar’ and follow the instructions on the subsequent pages, where you also choose the date. The health service will then contact you by SMS to inform you of the time for your vaccination. You might not get a response within 72 hours, so please be patient and do not try to apply again otherwise you can cause the system to crash.

Remember, vaccinations can also now be booked at Espaços de Cidadão, for those who are not comfortable with booking on-line or who have any difficulty with the on-line system.

Beaches: You may have seen in the press that there are “new rules” for the beaches, but essentially these are the same rules that were put into force last year, with some tweaks. The main difference perhaps, is that while last year the Maritime Police had the role of assisting and informing people who were transgressing, this year they can issue fines to those who do not comply with the rules, such as a distance of 1.5 meters between people, whether when accessing the beach or between towels. The minimum distance between groups is 3 metres. Wearing masks will be required when accessing the beach, restaurants and changing rooms during the bathing season. Also remember that sports/games with two or more people are prohibited.

The traffic light system at the accesses to beaches will be maintained, but the respective capacities will be adjusted to 50% of the limit the traffic light will be green; between 50% and 90% yellow and for over 90% it will be red and therefore access to the beach forbidden.

Flights to Portugal:
The situation on flights appears to remain unchanged and still at the moment for countries outside the EU/Schengen areas, a trip to Portugal must be for a genuine reason, one of which is for foreign residents to return to their homes in Portugal. A negative Covid test taken with 72 hours of boarding must be produced.

Those visiting Portugal from countries who are obliged to comply with the 14-day mandatory isolation in Portugal must register with SEF - Foreigners and Borders Service before entering the country at https://travel.sef.pt where they can select how they are entering the country and complete the appropriate form. (This is currently Brazil, Croatia, Cyprus, France, India, Lithuania, Netherlands, South Africa and Sweden).

UK Citizens Residency:
The SEF ‘Brexit’ Portal for UK nationals has been updated with information on how to
obtain a Residency Certificate if you arrived in Portugal before 31st of December 2020, and
were unable to register for Residency. You can now request the Residency Certificate (Certificado de Residência) by emailing [email protected]

You must include following in the email: Name, telephone number, NIF. You must attach copies of your passport, proof of address and evidence that you were living in Portugal before 31st of December 2020 (which could be for instance travel tickets, rental contract, bank statements etc.)
