Cannabis remains the most widely used illicit drug in Europe, with around 24.9 million adults reporting use in the last year.

Illicit cannabis supply routes and trafficking methods are shifting, with increasing amounts of herbal cannabis trafficked from North America.

New cannabis products continue to appear and are raising health concerns. High-potency products, extracts and edibles have been linked to hospital emergency presentations.

What does the European Drug Report 2026 tell us about drug market-related violence?

Across Europe, drug markets are linked to intimidation and violence, with growing evidence that vulnerable young people are being recruited into criminal networks, sometimes to carry out violent acts on behalf of others.

The report also shows how local drug markets can drive violence and put pressure on health, social and public safety responses.

These findings are directly informing our work on drug market-related violence, which continues next week with events in Lisbon and Brussels bringing together experts and policymakers to focus on prevention and response.

❓ What are the messages from today’s European Drug Report 2026 launch?

European Commissioner Magnus Brunner pointed to the human cost of drug use, with overdose deaths remaining a serious concern and the need to tackle trafficking networks more decisively.

Chair of the EUDA Management Board Franz Pietsch underlined the role of the report in supporting evidence-based responses, both now and in the years ahead.

EUDA Executive Director Lorraine Nolan highlighted how changing drug markets and higher-potency substances are increasing risks, and how the EUDA is strengthening its monitoring and preparedness systems to better protect Europe’s citizens.
