We’re in Ceará, Brazil, where the seminar presenting the project to modernize the state’s juvenile justice and socio-educational system is currently underway — a partnership between SEAS, the Casa Civil of the State Government, and IPS_Innovative Prison Systems, gathering around 300 participants (200 in the room and 100 online).

The project is built on four pillars: the implementation of the RNR model (Risk-Need-Responsivity), cognitive-behavioral interventions, a restorative justice model, and the implementation of Soci@educa — an integrated socio-educational management digital system based on the HORUS YMS Youth Management System platform. It also promotes cooperation with other socio-educational systems, institutional bodies, and international partners.

IPS is not a project manager hired to execute a set of actions. We are a partner committed to results: we help identify, adapt, and implement the best evidence-based methodologies and the information systems that sustain them.
We don’t just deploy technology. We don’t just manage projects.

We bring specialized knowledge and we commit to SEAS’s results in Ceará.

The IPS-partnered EUROProspects initiative has made available factsheets on Framework Decision 2008/947, offering practical guidance for persons eligible for transfer, lawyers, and probation officers handling cross-border cases across the EU.

🔹𝐅𝐚𝐜𝐭𝐬𝐡𝐞𝐞𝐭 𝐟𝐨𝐫 𝐩𝐞𝐫𝐬𝐨𝐧𝐬 𝐞𝐥𝐢𝐠𝐢𝐛𝐥𝐞 𝐟𝐨𝐫 𝐭𝐫𝐚𝐧𝐬𝐟𝐞𝐫: Provides an explanation of how the EU Framework Decision 2008/947 may allow probation measures or alternative sanctions to be served in another Member State, particularly where a person lives, has family ties, or is better able to rebuild their life.

🏛️ EU institutions explicitly frame the protection of places of worship as a multi-stakeholder responsibility, not solely a law enforcement task.

IPS builds these collaborative networks, connecting faith communities, municipalities, schools, police, and support services, so prevention and response work effectively.

We address radicalisation and hate through primary, secondary, and tertiary prevention, tackling risks at every stage: from raising awareness and building community resilience, to early intervention and supporting those already affected. This layered approach helps protect communities and prevent escalation before it reaches violence.

When people serving probation measures have their lives in another EU country, being under probation supervision there can make the difference for reintegration and compliance.

On 2–3 June, judicial authorities and probation professionals from across the EU will come together to share experiences and explore how cross-border probation can work better in practice.

Partnered by IPS, the EUROProspects initiative once again brings this conversation to the table under the light of the current underuse of Framework Decision 2008/947, and the developments that the partnership has advanced to support the use of this instrument.
